今(jin)年以來,山東(dong)能(neng)源淄礦集團鐵運公司在(zai)黨風(feng)廉(lian)政建(jian)設中,完(wan)善“四問(wen)”工作機制——通過“問(wen)學”治惑、“問(wen)效(xiao)”治庸、“問(wen)廉(lian)”治腐、“問(wen)責(ze)”治瀆,形成可靠的監督防范體系,營造風(feng)清氣正、和諧(xie)干事(shi)的政治環境。
完善“問學”機(ji)制(zhi),提(ti)升干部整(zheng)體素質(zhi)。創新廉(lian)(lian)潔(jie)文(wen)(wen)化(hua)(hua)教(jiao)育(yu)(yu)體系,增(zeng)強(qiang)廉(lian)(lian)潔(jie)文(wen)(wen)化(hua)(hua)的(de)影響力和滲透力。按(an)照“繼承加創新”的(de)原(yuan)則,從“精神(shen)、制(zhi)度(du)、物(wu)質(zhi)”三個(ge)層面(mian)進行(xing)(xing)提(ti)煉、整(zheng)合,按(an)照系統論(lun)的(de)觀(guan)(guan)點,形(xing)成具有鐵運特色(se)的(de)廉(lian)(lian)潔(jie)文(wen)(wen)化(hua)(hua)教(jiao)育(yu)(yu)體系。在觀(guan)(guan)念(nian)(nian)形(xing)態文(wen)(wen)化(hua)(hua)上(shang),運用(yong)“理(li)念(nian)(nian)引(yin)導法(fa)、主(zhu)題教(jiao)育(yu)(yu)法(fa)、廉(lian)(lian)政(zheng)宣誓法(fa)、公開承諾法(fa)、內省修煉法(fa)”進行(xing)(xing)內化(hua)(hua)于心;在制(zhi)度(du)行(xing)(xing)為文(wen)(wen)化(hua)(hua)上(shang),運用(yong)“效(xiao)能目(mu)標管理(li)法(fa)、制(zhi)度(du)約束法(fa)、失職(zhi)問責法(fa)、述職(zhi)述廉(lian)(lian)法(fa)、提(ti)醒談話法(fa)”使其(qi)固化(hua)(hua)于制(zhi);在物(wu)質(zhi)形(xing)態文(wen)(wen)化(hua)(hua)上(shang),運用(yong)“媒(mei)體傳播法(fa)、親情(qing)感染法(fa)、案例警(jing)示法(fa)”進行(xing)(xing)有效(xiao)教(jiao)育(yu)(yu),外化(hua)(hua)于行(xing)(xing)。
完善(shan)“問(wen)效(xiao)”機(ji)制,強(qiang)化(hua)團隊(dui)工作效(xiao)能。健全完善(shan)崗(gang)位廉(lian)(lian)(lian)潔(jie)風(feng)險(xian)防范(fan)機(ji)制,在全處管(guan)理(li)(li)人員(yuan)中施行(xing)“崗(gang)位廉(lian)(lian)(lian)潔(jie)風(feng)險(xian)管(guan)理(li)(li)描(miao)述”廉(lian)(lian)(lian)潔(jie)管(guan)理(li)(li)模(mo)式(shi),完善(shan)管(guan)理(li)(li)人員(yuan)崗(gang)位廉(lian)(lian)(lian)潔(jie)風(feng)險(xian)防范(fan)管(guan)理(li)(li)機(ji)制,提升管(guan)理(li)(li)隊(dui)伍(wu)素(su)質,強(qiang)化(hua)企業管(guan)理(li)(li);嚴(yan)格廉(lian)(lian)(lian)潔(jie)效(xiao)能風(feng)險(xian)控(kong)制程序考核(he),對確定(ding)的(de)受(shou)控(kong)范(fan)圍、對象和受(shou)控(kong)要(yao)素(su),進行(xing)廉(lian)(lian)(lian)潔(jie)效(xiao)能風(feng)險(xian)要(yao)素(su)的(de)辨識、控(kong)制,加強(qiang)監督考核(he),規范(fan)崗(gang)位行(xing)為,實(shi)現廉(lian)(lian)(lian)潔(jie)高效(xiao)。
完善“問廉(lian)”機制,夯實反腐倡廉(lian)根基。采(cai)取重點崗(gang)位解剖檢查(cha)和其他崗(gang)位不定期抽查(cha)的(de)方式進(jin)行(xing)(xing)監督(du),真正把監督(du)關(guan)口前移的(de)重點放在(zai)落實各項(xiang)制度規(gui)定上,促使黨(dang)(dang)(dang)(dang)員(yuan)干部(bu)認(ren)真執行(xing)(xing)制度規(gui)定,從而減少違規(gui)違紀行(xing)(xing)為(wei)的(de)發生;組織(zhi)好黨(dang)(dang)(dang)(dang)員(yuan)干部(bu)“廉(lian)潔自(zi)(zi)省(sheng)日”活動,按照全處各單位每(mei)名黨(dang)(dang)(dang)(dang)員(yuan)的(de)入黨(dang)(dang)(dang)(dang)時(shi)間(jian)督(du)促黨(dang)(dang)(dang)(dang)員(yuan)按時(shi)進(jin)行(xing)(xing)廉(lian)潔自(zi)(zi)省(sheng),對黨(dang)(dang)(dang)(dang)員(yuan)個人自(zi)(zi)省(sheng)材(cai)料的(de)報(bao)送情況(kuang)進(jin)行(xing)(xing)督(du)促和考核,定期組織(zhi)全處各級管理人員(yuan)進(jin)行(xing)(xing)警示教育,提高(gao)領導(dao)干部(bu)遵紀守法的(de)自(zi)(zi)覺(jue)性。
完善“問(wen)(wen)(wen)(wen)責(ze)(ze)”機制(zhi),增強干部責(ze)(ze)任(ren)意識(shi)。形(xing)成“有權必有責(ze)(ze)、用(yong)權受監(jian)督、失(shi)職(zhi)必問(wen)(wen)(wen)(wen)責(ze)(ze)”的(de)監(jian)督閉環(huan)機制(zhi)。對(dui)(dui)領(ling)導干部可能出現的(de)苗頭性(xing)、傾向(xiang)性(xing)問(wen)(wen)(wen)(wen)題,根據領(ling)導干部出現問(wen)(wen)(wen)(wen)題的(de)嚴(yan)重(zhong)程(cheng)度,實行過程(cheng)問(wen)(wen)(wen)(wen)責(ze)(ze),分別(bie)下達(da)提醒(xing)書、質(zhi)詢書和(he)(he)警告(gao)書,進(jin)行警示。對(dui)(dui)領(ling)導干部出現的(de)因失(shi)職(zhi)瀆職(zhi)給(gei)(gei)(gei)企(qi)(qi)業(ye)造成重(zhong)大損失(shi)、侵害(hai)(hai)企(qi)(qi)業(ye)利益(yi)、利用(yong)各種方式克扣截留職(zhi)工(gong)工(gong)資(zi)獎金等侵害(hai)(hai)職(zhi)工(gong)利益(yi)、出現群體(ti)性(xing)上訪事件和(he)(he)單(dan)(dan)位內(nei)出現違法違紀等問(wen)(wen)(wen)(wen)題的(de)單(dan)(dan)位,對(dui)(dui)單(dan)(dan)位黨(dang)政(zheng)負責(ze)(ze)人(ren)和(he)(he)責(ze)(ze)任(ren)人(ren)按照問(wen)(wen)(wen)(wen)責(ze)(ze)程(cheng)序,實行結果問(wen)(wen)(wen)(wen)責(ze)(ze)。在問(wen)(wen)(wen)(wen)責(ze)(ze)的(de)同時,對(dui)(dui)責(ze)(ze)任(ren)單(dan)(dan)位給(gei)(gei)(gei)予(yu)(yu)“黃牌”警告(gao)。受到問(wen)(wen)(wen)(wen)責(ze)(ze)和(he)(he)“黃牌”警告(gao)的(de)單(dan)(dan)位,給(gei)(gei)(gei)予(yu)(yu)一票(piao)否決(jue),一年(nian)內(nei)取(qu)消單(dan)(dan)位評先樹優資(zi)格,單(dan)(dan)位黨(dang)政(zheng)負責(ze)(ze)人(ren)年(nian)內(nei)不予(yu)(yu)提拔任(ren)用(yong)。
