中央黨的群眾路線教育實踐活動領導小組通知要求做好第二批教育實踐活動學習教育、聽取意見工作

近日(ri),中央黨的(de)(de)群眾路線教育(yu)實(shi)踐(jian)活動領導小(xiao)組印(yin)發(fa)《關于(yu)做好第二批教育(yu)實(shi)踐(jian)活動學(xue)習教育(yu)、聽取意見工(gong)作的(de)(de)通知》,要求采取務實(shi)有效辦法抓好學(xue)習教育(yu),在直接聽取群眾意見上下功夫,把學(xue)習教育(yu)、聽取意見與解(jie)決突出(chu)問題結(jie)合(he)起來,以好的(de)(de)作風推進教育(yu)實(shi)踐(jian)活動。

《通知(zhi)》指出,抓好學(xue)(xue)(xue)習(xi)(xi)(xi)教育,核心是(shi)(shi)增(zeng)(zeng)強(qiang)宗旨意識和(he)(he)群眾(zhong)觀(guan)點(dian),增(zeng)(zeng)進群眾(zhong)感情,解決好世界(jie)觀(guan)、人生觀(guan)、價值觀(guan)這(zhe)個“總(zong)開關”問(wen)題。重(zhong)點(dian)是(shi)(shi)學(xue)(xue)(xue)習(xi)(xi)(xi)中(zhong)(zhong)央規(gui)定(ding)的必讀書目,特別是(shi)(shi)習(xi)(xi)(xi)近平總(zong)書記系(xi)列重(zhong)要(yao)(yao)講(jiang)話精(jing)神和(he)(he)在(zai)河南省蘭考縣調研(yan)指導時的重(zhong)要(yao)(yao)講(jiang)話。把(ba)學(xue)(xue)(xue)習(xi)(xi)(xi)弘(hong)揚焦裕祿(lu)(lu)精(jing)神作為(wei)一條紅(hong)線(xian)貫穿始終,組(zu)(zu)(zu)織(zhi)(zhi)觀(guan)看《焦裕祿(lu)(lu)》等影片。市(shi)、縣領(ling)(ling)導機關、領(ling)(ling)導班子和(he)(he)領(ling)(ling)導干部(bu)要(yao)(yao)安(an)排(pai)專門時間集(ji)中(zhong)(zhong)學(xue)(xue)(xue)習(xi)(xi)(xi),靜下心來(lai)(lai)原(yuan)原(yuan)本本讀原(yuan)著、學(xue)(xue)(xue)原(yuan)文,分專題組(zu)(zu)(zu)織(zhi)(zhi)集(ji)中(zhong)(zhong)學(xue)(xue)(xue)習(xi)(xi)(xi),帶著問(wen)題開展(zhan)研(yan)討,主動(dong)把(ba)自己擺進去,交流(liu)心得體(ti)會。市(shi)、縣領(ling)(ling)導班子集(ji)中(zhong)(zhong)學(xue)(xue)(xue)習(xi)(xi)(xi)時間一般5天左(zuo)右,黨(dang)員(yuan)領(ling)(ling)導干部(bu)至(zhi)少為(wei)基(ji)層黨(dang)員(yuan)、干部(bu)講(jiang)1次黨(dang)課。市(shi)、縣直屬單(dan)位和(he)(he)鄉(xiang)鎮、街道要(yao)(yao)把(ba)集(ji)中(zhong)(zhong)學(xue)(xue)(xue)習(xi)(xi)(xi)和(he)(he)其他學(xue)(xue)(xue)習(xi)(xi)(xi)形式結合起來(lai)(lai),合理安(an)排(pai)學(xue)(xue)(xue)習(xi)(xi)(xi)時間,分批組(zu)(zu)(zu)織(zhi)(zhi)集(ji)中(zhong)(zhong)學(xue)(xue)(xue)習(xi)(xi)(xi)。要(yao)(yao)突出學(xue)(xue)(xue)習(xi)(xi)(xi)重(zhong)點(dian),通讀必讀書目,結合履行(xing)職能(neng)職責(ze),帶著群眾(zhong)反(fan)映強(qiang)烈(lie)的突出問(wen)題,開展(zhan)討論(lun)交流(liu)、邊學(xue)(xue)(xue)邊議(yi)。執法(fa)監管部(bu)門和(he)(he)窗口(kou)單(dan)位、服(fu)務(wu)行(xing)業還要(yao)(yao)圍(wei)繞(rao)增(zeng)(zeng)強(qiang)服(fu)務(wu)意識、規(gui)范服(fu)務(wu)行(xing)為(wei),學(xue)(xue)(xue)習(xi)(xi)(xi)職業道德(de)、行(xing)為(wei)規(gui)范和(he)(he)紀(ji)律要(yao)(yao)求。村、社區(qu)等基(ji)層黨(dang)組(zu)(zu)(zu)織(zhi)(zhi)學(xue)(xue)(xue)習(xi)(xi)(xi)內容要(yao)(yao)少而精(jing),學(xue)(xue)(xue)習(xi)(xi)(xi)方式要(yao)(yao)靈活多樣、簡便易行(xing)。要(yao)(yao)認真(zhen)組(zu)(zu)(zu)織(zhi)(zhi)基(ji)層黨(dang)組(zu)(zu)(zu)織(zhi)(zhi)負責(ze)人參加上(shang)級(ji)黨(dang)組(zu)(zu)(zu)織(zhi)(zhi)的培訓學(xue)(xue)(xue)習(xi)(xi)(xi),每個基(ji)層黨(dang)組(zu)(zu)(zu)織(zhi)(zhi)至(zhi)少開展(zhan)1次集(ji)中(zhong)(zhong)學(xue)(xue)(xue)習(xi)(xi)(xi)討論(lun)、看1次專題教育片、上(shang)1次黨(dang)課。

《通知》強調,要(yao)(yao)面對(dui)面聽(ting)(ting)取(qu)群(qun)眾(zhong)(zhong)(zhong)(zhong)意(yi)(yi)見(jian)(jian),真心誠(cheng)意(yi)(yi)和(he)(he)群(qun)眾(zhong)(zhong)(zhong)(zhong)溝通交(jiao)流(liu),引(yin)導群(qun)眾(zhong)(zhong)(zhong)(zhong)講(jiang)真話(hua)、講(jiang)心里(li)話(hua),擺(bai)問(wen)(wen)(wen)題(ti)(ti)、提意(yi)(yi)見(jian)(jian)。市、縣機(ji)關及其直屬單(dan)位要(yao)(yao)結(jie)合在職(zhi)(zhi)黨員到社區報(bao)到、駐村(cun)聯(lian)戶、結(jie)對(dui)幫扶和(he)(he)領(ling)(ling)導干部(bu)(bu)聯(lian)系點等工(gong)(gong)作(zuo)(zuo),開展蹲(dun)點調研、隨(sui)機(ji)走(zou)(zou)訪(fang)、個(ge)別(bie)訪(fang)談(tan),傾(qing)聽(ting)(ting)群(qun)眾(zhong)(zhong)(zhong)(zhong)呼(hu)聲。執法(fa)監管(guan)部(bu)(bu)門和(he)(he)窗口單(dan)位、服務行業要(yao)(yao)結(jie)合本職(zhi)(zhi)工(gong)(gong)作(zuo)(zuo),充分聽(ting)(ting)取(qu)工(gong)(gong)作(zuo)(zuo)對(dui)象和(he)(he)服務對(dui)象的(de)(de)意(yi)(yi)見(jian)(jian)。鄉鎮(zhen)、街(jie)道和(he)(he)村(cun)、社區要(yao)(yao)有組織地普遍走(zou)(zou)訪(fang)轄區群(qun)眾(zhong)(zhong)(zhong)(zhong)特(te)別(bie)是困難群(qun)眾(zhong)(zhong)(zhong)(zhong)。黨員領(ling)(ling)導干部(bu)(bu)要(yao)(yao)帶頭(tou)到群(qun)眾(zhong)(zhong)(zhong)(zhong)中(zhong)(zhong)聽(ting)(ting)意(yi)(yi)見(jian)(jian)。要(yao)(yao)緊緊圍繞反對(dui)“四風(feng)”這個(ge)重點,廣泛聽(ting)(ting)取(qu)群(qun)眾(zhong)(zhong)(zhong)(zhong)意(yi)(yi)見(jian)(jian),深入查找領(ling)(ling)導班(ban)子和(he)(he)領(ling)(ling)導干部(bu)(bu)“四風(feng)”方(fang)(fang)面存(cun)在的(de)(de)突出問(wen)(wen)(wen)題(ti)(ti),特(te)別(bie)是發生在群(qun)眾(zhong)(zhong)(zhong)(zhong)身邊的(de)(de)不正(zheng)之風(feng)問(wen)(wen)(wen)題(ti)(ti),防止走(zou)(zou)神(shen)散(san)光、以工(gong)(gong)作(zuo)(zuo)方(fang)(fang)面的(de)(de)意(yi)(yi)見(jian)(jian)代(dai)替作(zuo)(zuo)風(feng)方(fang)(fang)面的(de)(de)意(yi)(yi)見(jian)(jian)。對(dui)于(yu)征求(qiu)到的(de)(de)群(qun)眾(zhong)(zhong)(zhong)(zhong)意(yi)(yi)見(jian)(jian),要(yao)(yao)認真梳(shu)理、深入分析,從(cong)關系群(qun)眾(zhong)(zhong)(zhong)(zhong)切(qie)身利益的(de)(de)具體(ti)問(wen)(wen)(wen)題(ti)(ti)和(he)(he)聯(lian)系服務群(qun)眾(zhong)(zhong)(zhong)(zhong)“最后(hou)一公(gong)里(li)”問(wen)(wen)(wen)題(ti)(ti)中(zhong)(zhong),透(tou)視背后(hou)的(de)(de)“四風(feng)”問(wen)(wen)(wen)題(ti)(ti);從(cong)工(gong)(gong)作(zuo)(zuo)方(fang)(fang)面存(cun)在的(de)(de)問(wen)(wen)(wen)題(ti)(ti)中(zhong)(zhong),反思領(ling)(ling)導班(ban)子和(he)(he)個(ge)人存(cun)在的(de)(de)作(zuo)(zuo)風(feng)問(wen)(wen)(wen)題(ti)(ti),反思世界(jie)觀、人生觀、價值觀方(fang)(fang)面存(cun)在的(de)(de)問(wen)(wen)(wen)題(ti)(ti),反思“三(san)嚴(yan)三(san)實”方(fang)(fang)面存(cun)在的(de)(de)問(wen)(wen)(wen)題(ti)(ti)。

《通(tong)知(zhi)》強調,要(yao)(yao)以深(shen)化學(xue)習(xi)(xi)教(jiao)(jiao)育拓(tuo)展聽(ting)(ting)(ting)取意見的(de)(de)(de)(de)廣度(du)和(he)(he)深(shen)度(du),通(tong)過深(shen)入(ru)聽(ting)(ting)(ting)取意見增強學(xue)習(xi)(xi)教(jiao)(jiao)育的(de)(de)(de)(de)針對性和(he)(he)有效性。對學(xue)習(xi)(xi)教(jiao)(jiao)育中發現的(de)(de)(de)(de)問(wen)題(ti)、聽(ting)(ting)(ting)取意見中群(qun)眾反映的(de)(de)(de)(de)問(wen)題(ti)、第一批活動(dong)中延伸下來的(de)(de)(de)(de)問(wen)題(ti),不(bu)等(deng)(deng)不(bu)拖,從一開始就改(gai)(gai)起(qi)(qi)來。市(shi)、縣領導班子和(he)(he)領導干(gan)部要(yao)(yao)抓(zhua)住搞“政績工程”、“形(xing)象工程”以及(ji)漠視群(qun)眾、高高在(zai)上等(deng)(deng)問(wen)題(ti),立行立改(gai)(gai)。市(shi)、縣直屬(shu)單(dan)位要(yao)(yao)抓(zhua)住庸懶散拖、推諉扯皮以及(ji)“中梗阻(zu)”等(deng)(deng)問(wen)題(ti),立行立改(gai)(gai)。執法(fa)監管部門和(he)(he)窗口單(dan)位、服務行業要(yao)(yao)抓(zhua)住“門難(nan)(nan)進、臉(lian)難(nan)(nan)看、事(shi)難(nan)(nan)辦”,“吃(chi)拿卡要(yao)(yao)”,濫用職權、執法(fa)不(bu)公等(deng)(deng)問(wen)題(ti),立行立改(gai)(gai)。鄉鎮、街道和(he)(he)村、社區等(deng)(deng)基層組織要(yao)(yao)抓(zhua)住發生在(zai)群(qun)眾身邊(bian)的(de)(de)(de)(de)不(bu)正之風和(he)(he)損害群(qun)眾利益(yi)等(deng)(deng)問(wen)題(ti),立行立改(gai)(gai)。要(yao)(yao)切(qie)實抓(zhua)好正風肅紀,對頂風違紀行為發現一起(qi)(qi)、查處一起(qi)(qi)。

《通(tong)知(zhi)》要(yao)求,各(ge)級(ji)黨委(黨組(zu))要(yao)切(qie)實(shi)(shi)擔起組(zu)織開(kai)(kai)(kai)展(zhan)教育實(shi)(shi)踐活動(dong)的(de)政(zheng)治(zhi)責任(ren)。各(ge)級(ji)一(yi)把手(shou)要(yao)投入足夠(gou)時(shi)間和精力,加強謀劃推動(dong),及時(shi)掌握情(qing)況(kuang),分析(xi)研判問題,提出(chu)有(you)針對(dui)性的(de)對(dui)策。黨員(yuan)領(ling)導干(gan)部要(yao)以(yi)普通(tong)黨員(yuan)身(shen)份把自(zi)己擺進(jin)去,帶頭參加學習、帶頭聽(ting)(ting)(ting)取意(yi)見(jian)(jian)、帶頭即(ji)知(zhi)即(ji)改(gai)。各(ge)級(ji)教育實(shi)(shi)踐活動(dong)領(ling)導小(xiao)組(zu)及其辦公(gong)(gong)室(shi)要(yao)做實(shi)(shi)做細各(ge)項工(gong)作,避(bi)免學習資料“滿(man)天飛”,簡單以(yi)記(ji)多(duo)少筆記(ji)、寫多(duo)少心得衡量學習效(xiao)果,杜(du)絕聽(ting)(ting)(ting)取意(yi)見(jian)(jian)文(wen)來文(wen)往、“公(gong)(gong)文(wen)旅行(xing)(xing)”,“一(yi)窩蜂”下基層(ceng)(ceng)、扎(zha)堆聽(ting)(ting)(ting)意(yi)見(jian)(jian),造成基層(ceng)(ceng)負擔,防止活動(dong)一(yi)開(kai)(kai)(kai)始就趕進(jin)度、規定動(dong)作不(bu)落實(shi)(shi)、自(zi)選動(dong)作一(yi)味求新(xin)求異、沖淡活動(dong)主(zhu)題。各(ge)級(ji)督導組(zu)要(yao)從(cong)嚴從(cong)實(shi)(shi)開(kai)(kai)(kai)展(zhan)督導工(gong)作,把各(ge)級(ji)領(ling)導班子和領(ling)導干(gan)部特別是(shi)一(yi)把手(shou)作為督導的(de)重點,重點看學習教育是(shi)否扎(zha)實(shi)(shi),聽(ting)(ting)(ting)取意(yi)見(jian)(jian)是(shi)否充分,是(shi)否堅(jian)持邊(bian)學邊(bian)查邊(bian)改(gai),是(shi)否認真履行(xing)(xing)領(ling)導責任(ren)。當(dang)前還要(yao)重點督促各(ge)地區各(ge)單位(wei)穩妥有(you)序做好(hao)壓茬(cha)啟(qi)動(dong)工(gong)作、整頓軟弱(ruo)渙散基層(ceng)(ceng)黨組(zu)織以(yi)及對(dui)基層(ceng)(ceng)黨組(zu)織書記(ji)開(kai)(kai)(kai)展(zhan)群眾路(lu)線專題培(pei)訓工(gong)作。(新(xin)華網北京3月(yue)26日電(dian))
