抓安全,夯牢基礎是前提。該(gai)礦(kuang)以強化思(si)想、標(biao)準(zhun)(zhun)、行(xing)為(wei)(wei)“三大(da)養(yang)成(cheng)”為(wei)(wei)抓手,在(zai)思(si)想養(yang)成(cheng)上(shang)(shang),加大(da)正向引(yin)導教育,充分利用(yong)(yong)電視、廣播、網絡、櫥窗等(deng)各類媒介,及時(shi)對當(dang)前(qian)嚴峻安(an)全(quan)(quan)(quan)形勢(shi)和安(an)全(quan)(quan)(quan)監管(guan)的(de)新(xin)要求進(jin)行(xing)集中宣傳,引(yin)導全(quan)(quan)(quan)員(yuan)從思(si)想深(shen)處深(shen)刻認識“安(an)全(quan)(quan)(quan)是(shi)最(zui)大(da)政治(zhi)(zhi)”、“違章就是(shi)犯罪”,自覺樹牢(lao)“安(an)全(quan)(quan)(quan)事(shi)故(gu)出(chu)不(bu)(bu)起、也不(bu)(bu)能出(chu)”、“誰(shui)出(chu)了安(an)全(quan)(quan)(quan)事(shi)故(gu),誰(shui)就是(shi)協莊歷史上(shang)(shang)的(de)罪人(ren)”的(de)思(si)想,堅(jian)決做(zuo)到不(bu)(bu)安(an)全(quan)(quan)(quan)不(bu)(bu)生(sheng)產。在(zai)標(biao)準(zhun)(zhun)養(yang)成(cheng)上(shang)(shang),扎實(shi)(shi)開展安(an)全(quan)(quan)(quan)生(sheng)產標(biao)準(zhun)(zhun)化建(jian)設,嚴格對照(zhao)新(xin)頒布的(de)新(xin)《安(an)全(quan)(quan)(quan)生(sheng)產法》《煤礦(kuang)重大(da)隱患(huan)判定標(biao)準(zhun)(zhun)》《煤礦(kuang)安(an)全(quan)(quan)(quan)規(gui)程》等(deng),本(ben)著針對性(xing)、實(shi)(shi)用(yong)(yong)性(xing)、可操作性(xing)和實(shi)(shi)效性(xing)的(de)原(yuan)則,重新(xin)修(xiu)訂了安(an)全(quan)(quan)(quan)生(sheng)產標(biao)準(zhun)(zhun)化管(guan)理(li)等(deng)12項基本(ben)管(guan)理(li)制度(du),完善了安(an)全(quan)(quan)(quan)生(sheng)產會(hui)議(yi)、安(an)全(quan)(quan)(quan)投入保障(zhang)、礦(kuang)領導帶(dai)班(ban)下井、調度(du)值班(ban)、安(an)全(quan)(quan)(quan)承(cheng)諾等(deng)41項管(guan)理(li)制度(du),建(jian)立(li)了區隊“五個一”培(pei)訓(xun)(xun)學習機制。按(an)照(zhao)“夠高夠寬、干(gan)凈利索、橫(heng)平豎直”原(yuan)則,高起點、高標(biao)準(zhun)(zhun)創建(jian)精(jing)品采區、精(jing)品頭(tou)面、精(jing)品場(chang)所。巷道整治(zhi)(zhi)統一按(an)“五統一、六條線”整治(zhi)(zhi)標(biao)準(zhun)(zhun)進(jin)行(xing)施(shi)工,強化現(xian)場(chang)施(shi)工質量。在(zai)行(xing)為(wei)(wei)養(yang)成(cheng)上(shang)(shang),該(gai)礦(kuang)深(shen)入開展應知應會(hui)、正規(gui)操作、應急處置“三大(da)訓(xun)(xun)練”,突出(chu)抓好職(zhi)工良好行(xing)為(wei)(wei)養(yang)成(cheng)和不(bu)(bu)安(an)全(quan)(quan)(quan)行(xing)為(wei)(wei)隱患(huan)管(guan)控,讓全(quan)(quan)(quan)員(yuan)養(yang)成(cheng)“上(shang)(shang)標(biao)準(zhun)(zhun)崗、干(gan)標(biao)準(zhun)(zhun)活、做(zuo)標(biao)準(zhun)(zhun)事(shi)”的(de)良好習慣,堅(jian)決做(zuo)到“不(bu)(bu)傷害(hai)他人(ren)、不(bu)(bu)被他人(ren)傷害(hai)”。
抓安全,盯牢薄弱是重點。該礦把礦井(jing)的“薄(bo)弱(ruo)(ruo)(ruo)點(dian)”分為薄(bo)弱(ruo)(ruo)(ruo)人(ren)(ren)員(yuan)(yuan)、薄(bo)弱(ruo)(ruo)(ruo)環節、薄(bo)弱(ruo)(ruo)(ruo)時段、薄(bo)弱(ruo)(ruo)(ruo)地(di)(di)點(dian)四個方面,制(zhi)定(ding)印發(fa)了《關(guan)于(yu)開展“四個薄(bo)弱(ruo)(ruo)(ruo)”大(da)排(pai)查、大(da)治理活動(dong)(dong)的意見》,對(dui)“四個薄(bo)弱(ruo)(ruo)(ruo)”進行系統的排(pai)查、治理。對(dui)排(pai)查出(chu)的薄(bo)弱(ruo)(ruo)(ruo)人(ren)(ren)員(yuan)(yuan)的處置、薄(bo)弱(ruo)(ruo)(ruo)時段的監(jian)(jian)(jian)管(guan)(guan)(guan)、薄(bo)弱(ruo)(ruo)(ruo)地(di)(di)點(dian)的盯防(fang)、薄(bo)弱(ruo)(ruo)(ruo)環節的管(guan)(guan)(guan)理等(deng)情況(kuang),都分別制(zhi)定(ding)管(guan)(guan)(guan)控(kong)措施(shi),明(ming)確相關(guan)責(ze)任(ren)人(ren)(ren)。嚴(yan)格把好(hao)班(ban)(ban)前會關(guan)和井(jing)口關(guan),發(fa)現有高(gao)血壓、冠心病(bing)、癲癇等(deng)疾病(bing)的,或(huo)精神不(bu)振的職工(gong),一律不(bu)準下井(jing),從源(yuan)頭上(shang)消滅事故的發(fa)生。對(dui)安(an)排(pai)上(shang)崗的薄(bo)弱(ruo)(ruo)(ruo)人(ren)(ren)員(yuan)(yuan)在班(ban)(ban)中及(ji)時提醒,對(dui)薄(bo)弱(ruo)(ruo)(ruo)時段、薄(bo)弱(ruo)(ruo)(ruo)地(di)(di)點(dian)、薄(bo)弱(ruo)(ruo)(ruo)環節安(an)排(pai)班(ban)(ban)組長或(huo)群監(jian)(jian)(jian)員(yuan)(yuan)進行專(zhuan)人(ren)(ren)專(zhuan)責(ze)盯防(fang),實(shi)現動(dong)(dong)態全(quan)過程(cheng)管(guan)(guan)(guan)理。區分管(guan)(guan)(guan)理人(ren)(ren)員(yuan)(yuan)、安(an)監(jian)(jian)(jian)人(ren)(ren)員(yuan)(yuan)、全(quan)員(yuan)(yuan)三級對(dui)“四個薄(bo)弱(ruo)(ruo)(ruo)”進行監(jian)(jian)(jian)督檢查,制(zhi)定(ding)獎懲考核辦法,調動(dong)(dong)全(quan)員(yuan)(yuan)抓(zhua)好(hao)“四個薄(bo)弱(ruo)(ruo)(ruo)”整治的積極(ji)性。
抓安全,狠治隱患是關鍵。該礦(kuang)積(ji)極完(wan)(wan)善(shan)災(zai)害治(zhi)(zhi)理(li)(li)體系(xi),建立(li)了(le)礦(kuang)長負總責(ze),總工(gong)(gong)程(cheng)師圍(wei)繞(rao)治(zhi)(zhi)災(zai)定(ding)方案、專(zhuan)業(ye)(ye)分(fen)管副礦(kuang)長、副總師圍(wei)繞(rao)方案抓(zhua)(zhua)落(luo)(luo)實(shi)(shi)(shi)(shi)、安(an)(an)監(jian)處長圍(wei)繞(rao)方案抓(zhua)(zhua)督查(cha)(cha)(cha)的(de)(de)重(zhong)(zhong)(zhong)(zhong)大災(zai)害治(zhi)(zhi)理(li)(li)體系(xi)。結合(he)(he)礦(kuang)井(jing)實(shi)(shi)(shi)(shi)際,重(zhong)(zhong)(zhong)(zhong)點圍(wei)繞(rao)沖擊(ji)地壓、水(shui)、瓦斯、火(huo)、煤塵、頂板(ban)等災(zai)害治(zhi)(zhi)理(li)(li),根據災(zai)害類型和(he)嚴(yan)重(zhong)(zhong)(zhong)(zhong)程(cheng)度(du),構(gou)建起機(ji)構(gou)健全(quan)(quan)(quan)、人員齊(qi)全(quan)(quan)(quan)、制度(du)完(wan)(wan)善(shan)、措施(shi)科學、執行(xing)到位(wei)、考核嚴(yan)格(ge)的(de)(de)災(zai)害治(zhi)(zhi)理(li)(li)系(xi)統。建立(li)了(le)重(zhong)(zhong)(zhong)(zhong)大隱(yin)(yin)(yin)患(huan)“第一議(yi)題(ti)”制度(du),對(dui)照(zhao)《煤礦(kuang)重(zhong)(zhong)(zhong)(zhong)大事故隱(yin)(yin)(yin)患(huan)判定(ding)標準》內容,將(jiang)分(fen)析研判和(he)梳理(li)(li)排查(cha)(cha)(cha)重(zhong)(zhong)(zhong)(zhong)大隱(yin)(yin)(yin)患(huan)作(zuo)為各類安(an)(an)全(quan)(quan)(quan)生(sheng)(sheng)產(chan)(chan)會議(yi)的(de)(de)“第一議(yi)題(ti)”,抓(zhua)(zhua)好重(zhong)(zhong)(zhong)(zhong)大隱(yin)(yin)(yin)患(huan)的(de)(de)分(fen)析研判和(he)梳理(li)(li)工(gong)(gong)作(zuo),對(dui)排查(cha)(cha)(cha)出的(de)(de)重(zhong)(zhong)(zhong)(zhong)大隱(yin)(yin)(yin)患(huan)立(li)即(ji)停(ting)止作(zuo)業(ye)(ye),制定(ding)治(zhi)(zhi)理(li)(li)措施(shi),嚴(yan)格(ge)考核落(luo)(luo)實(shi)(shi)(shi)(shi),形成排查(cha)(cha)(cha)、整(zheng)(zheng)治(zhi)(zhi)、考核工(gong)(gong)作(zuo)閉(bi)合(he)(he),確保徹底(di)消除(chu)。制定(ding)了(le)《重(zhong)(zhong)(zhong)(zhong)大隱(yin)(yin)(yin)患(huan)考核實(shi)(shi)(shi)(shi)施(shi)辦法(fa)》和(he)《重(zhong)(zhong)(zhong)(zhong)復問題(ti)責(ze)任追究(jiu)辦法(fa)》,充(chong)分(fen)發(fa)揮“專(zhuan)家查(cha)(cha)(cha)隱(yin)(yin)(yin)患(huan)、區隊抓(zhua)(zhua)落(luo)(luo)實(shi)(shi)(shi)(shi)、安(an)(an)監(jian)抓(zhua)(zhua)監(jian)管”的(de)(de)安(an)(an)全(quan)(quan)(quan)管理(li)(li)模(mo)式,對(dui)生(sheng)(sheng)產(chan)(chan)職能部室及專(zhuan)業(ye)(ye)副總師等管理(li)(li)人員實(shi)(shi)(shi)(shi)行(xing)專(zhuan)業(ye)(ye)重(zhong)(zhong)(zhong)(zhong)大隱(yin)(yin)(yin)患(huan)強(qiang)化考核管理(li)(li),按照(zhao)“誰(shui)檢查(cha)(cha)(cha)、誰(shui)簽(qian)字、誰(shui)負責(ze)”原則,采用突(tu)擊(ji)檢查(cha)(cha)(cha)、動態檢查(cha)(cha)(cha)、專(zhuan)項檢查(cha)(cha)(cha)等方式,開展精準檢查(cha)(cha)(cha),及時發(fa)現(xian)、解決(jue)現(xian)場(chang)存(cun)在的(de)(de)問題(ti)。對(dui)安(an)(an)全(quan)(quan)(quan)生(sheng)(sheng)產(chan)(chan)沒(mei)有把握、問題(ti)整(zheng)(zheng)治(zhi)(zhi)存(cun)在困難、現(xian)場(chang)管理(li)(li)存(cun)在弱項的(de)(de),立(li)即(ji)停(ting)產(chan)(chan)整(zheng)(zheng)頓,對(dui)重(zhong)(zhong)(zhong)(zhong)復發(fa)生(sheng)(sheng)的(de)(de)安(an)(an)全(quan)(quan)(quan)問題(ti)實(shi)(shi)(shi)(shi)行(xing)責(ze)任追究(jiu),堅決(jue)做到不安(an)(an)全(quan)(quan)(quan)不生(sheng)(sheng)產(chan)(chan)。以“強(qiang)體系(xi)、強(qiang)基礎,安(an)(an)全(quan)(quan)(quan)綜合(he)(he)整(zheng)(zheng)治(zhi)(zhi)季”為抓(zhua)(zhua)手,開展了(le)全(quan)(quan)(quan)覆蓋安(an)(an)全(quan)(quan)(quan)大檢查(cha)(cha)(cha)、向重(zhong)(zhong)(zhong)(zhong)大安(an)(an)全(quan)(quan)(quan)隱(yin)(yin)(yin)患(huan)宣戰等活(huo)動,組織開展了(le)系(xi)列應(ying)急演(yan)練,堅決(jue)執行(xing)特(te)殊天(tian)氣停(ting)產(chan)(chan)撤(che)人命令,杜絕(jue)了(le)重(zhong)(zhong)(zhong)(zhong)大事故隱(yin)(yin)(yin)患(huan),為礦(kuang)井(jing)創造了(le)良好的(de)(de)、依法(fa)合(he)(he)規的(de)(de)安(an)(an)全(quan)(quan)(quan)生(sheng)(sheng)產(chan)(chan)環境。
