兗礦集團(tuan)(tuan)與山(shan)東能源(yuan)集團(tuan)(tuan)啟(qi)動實施聯合重組(zu)以(yi)來,新組(zu)建的山(shan)東能源(yuan)集團(tuan)(tuan)黨委(wei)認真貫(guan)(guan)徹(che)落實省(sheng)委(wei)省(sheng)政府要求(qiu),先(xian)后(hou)召開了首次領(ling)導干部(bu)會(hui)議、黨委(wei)常委(wei)會(hui)、黨委(wei)中心組(zu)學習會(hui)以(yi)及安全(quan)(quan)生產工(gong)作會(hui)議、總部(bu)機關工(gong)作人(ren)員會(hui)議,對聯合重組(zu)期(qi)間(jian)各(ge)項工(gong)作任務(wu)進行了全(quan)(quan)面安排(pai)部(bu)署。集團(tuan)(tuan)公司各(ge)級組(zu)織要深刻領(ling)會(hui)、準(zhun)確把握(wo),以(yi)高度的政治自覺切實抓(zhua)好各(ge)項工(gong)作任務(wu)貫(guan)(guan)徹(che)落實。
一、確保三大穩定,為聯合重組營造良好環境。完成聯合重組任務、推進企業高質量發展,都需要和諧穩定的良好環境。一要確保安全工作穩定。聯合重組的關鍵時期,發生安全事故就是政治問題、態度問題。要深刻吸取全國全省、公司內外事故教訓,樹牢“人民至上、生命至上”的理念,層層壓實安全主體責任,突出抓好高溫雨季安全生產,災害性天氣必須停產撤人;強化煤礦重大災害治理,加大檢查排查力度,及時消除各類隱患,堅定不移實現安全生產。二要確保職工隊伍穩定。嚴格落實信訪穩定責任制,加強矛盾糾紛排查化解,做好一人一事的思想政治工作。注重輿論宣傳引導,實施24小時輿情監控,牢牢掌握輿情管控主動權。三要確保生產經營穩定。堅持守土(tu)有責(ze)、守土(tu)負責(ze)、守土(tu)盡責(ze),正確處理聯合重組與生(sheng)(sheng)產經營的(de)關系,切實(shi)抓好生(sheng)(sheng)產組織(zhi)、布(bu)局優化、裝(zhuang)備(bei)保(bao)障等工作(zuo),提升經營管(guan)理創效(xiao)水(shui)平,實(shi)現增(zeng)量拓效(xiao)、提質增(zeng)效(xiao)。確保(bao)三大穩定,是對各(ge)級領(ling)導干(gan)部工作(zuo)水(shui)平、駕馭能(neng)力的(de)重大考驗和現實(shi)檢驗,必須不(bu)折不(bu)扣確保(bao)完成。
二、保持四個不變,堅定完成全年任務目標不動搖。實現聯合重組平穩有序、完成全年目標任務,是組織交給我們的政治任務、硬性要求和戰略部署。各級組織要保持“四個不變”,確保人心不散、秩序不亂、工作不斷。一是目標任務不變。認真落實“六穩”“六保”要求,堅定信心不動搖,咬定目標不放松,實施產業、產品、成本、財務、金融“五大對沖”,堅定不移完成2020年各項指標任務。二是職責要求不變。過渡期內,經理層責任分工不變、各部室職能不變。要按照職責分工,堅守崗位、靠前指揮,全面細致抓好改革發展、安全生產、經營管理等工作,確保各項工作力度不減、正常推進。三是制度措施不變。堅持和鞏固原有行之有效的制度措施,按照既定的節奏和時間節點,有序有效推進,切實發揮制度建設的根本性、系統性、穩定性作用。四是考核政策不變。嚴格落實(shi)年(nian)初(chu)簽訂的目標責(ze)任書,保持生產經營(ying)考核政策的連續性、穩(wen)定(ding)性,無論形勢如何變(bian)化,今年(nian)各項(xiang)考核政策一律不作調整,確保剛性制度、剛性考核、剛性落實(shi)。
