在(zai)(zai)(zai)煤(mei)(mei)炭行(xing)業去產(chan)能過(guo)程中(zhong),該礦(kuang)(kuang)(kuang)主動(dong)(dong)對接市場,化(hua)壓力(li)為動(dong)(dong)力(li),從提速(su)、提質(zhi)(zhi)、提效(xiao)(xiao)等方(fang)面(mian)精(jing)準發力(li),推進(jin)企(qi)業逆勢攻堅。以(yi)“安全科學經濟開(kai)采(cai)”為手段(duan),以(yi)采(cai)掘工(gong)(gong)作(zuo)面(mian)寫實(shi)(shi)為抓手,從采(cai)區布(bu)置(zhi)、生產(chan)工(gong)(gong)藝、三(san)機(ji)配套到(dao)(dao)生產(chan)組織(zhi)、原(yuan)煤(mei)(mei)運輸、原(yuan)煤(mei)(mei)入洗進(jin)行(xing)全過(guo)程分析,認(ren)真(zhen)分析人(ren)(ren)(ren)、機(ji)、物方(fang)面(mian)存在(zai)(zai)(zai)的問題,并就(jiu)(jiu)解決方(fang)案(an)進(jin)行(xing)研究(jiu)探(tan)討,為工(gong)(gong)作(zuo)面(mian)提速(su)提效(xiao)(xiao)創造(zao)條件,實(shi)(shi)現減(jian)頭面(mian)、減(jian)系統、減(jian)人(ren)(ren)(ren)員(yuan)“三(san)減(jian)目(mu)標”。目(mu)前(qian),通(tong)過(guo)提速(su)提效(xiao)(xiao),王樓(lou)礦(kuang)(kuang)(kuang)井實(shi)(shi)現由前(qian)期的“兩(liang)采(cai)一備”逐(zhu)步轉變為“一采(cai)一備”,實(shi)(shi)現了單面(mian)可以(yi)承擔全礦(kuang)(kuang)(kuang)產(chan)量的預期目(mu)標;軍城礦(kuang)(kuang)(kuang)井在(zai)(zai)(zai)保(bao)證工(gong)(gong)作(zuo)面(mian)正常出煤(mei)(mei)的前(qian)提下,精(jing)減(jian)人(ren)(ren)(ren)員(yuan)37人(ren)(ren)(ren),人(ren)(ren)(ren)均(jun)工(gong)(gong)效(xiao)(xiao)提高至(zhi)13.3噸/人(ren)(ren)(ren)。在(zai)(zai)(zai)產(chan)品提質(zhi)(zhi)方(fang)面(mian),該礦(kuang)(kuang)(kuang)牢固樹立“保(bao)煤(mei)(mei)質(zhi)(zhi)就(jiu)(jiu)是保(bao)市場,保(bao)煤(mei)(mei)質(zhi)(zhi)就(jiu)(jiu)是保(bao)飯碗”的思想,建立煤(mei)(mei)質(zhi)(zhi)風險抵押金制度,強化(hua)全過(guo)程監(jian)督和考核,將責任(ren)落(luo)實(shi)(shi)到(dao)(dao)人(ren)(ren)(ren)。1-6月份,王樓(lou)礦(kuang)(kuang)(kuang)井精(jing)煤(mei)(mei)回(hui)收率提高3%;軍城礦(kuang)(kuang)(kuang)井精(jing)煤(mei)(mei)回(hui)收率提高2%。
為有效降(jiang)(jiang)低投資運營成本,形成規(gui)模化(hua)(hua)(hua)開發(fa)、集約化(hua)(hua)(hua)布局、一(yi)(yi)體化(hua)(hua)(hua)發(fa)展(zhan)、專業化(hua)(hua)(hua)管(guan)理的(de)運行(xing)格(ge)局,該礦(kuang)探索(suo)建立(li)了王(wang)樓、軍城(cheng)“人(ren)、財(cai)(cai)、物資源共(gong)享(xiang)”平臺模式(shi)。首(shou)先在兩井洗煤(mei)廠(chang)實(shi)行(xing)一(yi)(yi)套班(ban)子、一(yi)(yi)個合同、一(yi)(yi)個目標的(de)綜合承包模式(shi),加大洗煤(mei)廠(chang)“大承包”的(de)廣度(du)、深度(du)和力度(du),實(shi)現(xian)兩個洗煤(mei)廠(chang)人(ren)、財(cai)(cai)、物的(de)主(zhu)動共(gong)享(xiang),降(jiang)(jiang)低洗選(xuan)加工成本。1-6月份,洗煤(mei)廠(chang)噸(dun)(dun)煤(mei)加工費11.31元/噸(dun)(dun),同比下(xia)降(jiang)(jiang)4.93元/噸(dun)(dun),降(jiang)(jiang)幅30%。同時,在材料管(guan)理方面,加強兩礦(kuang)井物資的(de)共(gong)享(xiang)工作,利用“互聯網(wang)+”模式(shi),實(shi)現(xian)兩礦(kuang)井材料的(de)分(fen)類管(guan)理、統一(yi)(yi)調(diao)配(pei),實(shi)現(xian)資源的(de)最優利用。據統計(ji),1-6月份,王(wang)樓礦(kuang)井、軍城(cheng)礦(kuang)井總成本費用下(xia)降(jiang)(jiang)2600萬元,降(jiang)(jiang)幅7%。

實(shi)(shi)施“大(da)洗煤(mei)(mei)(mei)、大(da)配(pei)(pei)煤(mei)(mei)(mei)”戰略(lve)和發(fa)展現代(dai)農(nong)業,是(shi)該礦困難形(xing)勢(shi)下(xia)逆勢(shi)攻堅(jian)謀效益的亮點(dian)效益工(gong)程。該礦針對(dui)部(bu)分工(gong)作面(mian)原煤(mei)(mei)(mei)內灰較高,影響(xiang)精煤(mei)(mei)(mei)回收率的實(shi)(shi)際,探索(suo)了(le)“大(da)洗煤(mei)(mei)(mei)、大(da)配(pei)(pei)煤(mei)(mei)(mei)”戰略(lve),以(yi)尋求新的經濟增長點(dian),并簽訂經營業績承包責任書,實(shi)(shi)現工(gong)資(zi)與銷量、外(wai)購(gou)煤(mei)(mei)(mei)完(wan)全掛鉤,極大(da)提高了(le)銷售及外(wai)購(gou)配(pei)(pei)煤(mei)(mei)(mei)的積極性。1-6月份,共配(pei)(pei)洗配(pei)(pei)銷外(wai)購(gou)煤(mei)(mei)(mei)15萬(wan)(wan)噸,創(chuang)效187萬(wan)(wan)元(yuan)。減少采煤(mei)(mei)(mei)塌陷的相關賠(pei)償費(fei)用(yong),避免采煤(mei)(mei)(mei)塌陷后造(zao)成被動局面(mian),爭取企業效益最大(da)化(hua),是(shi)該礦建(jian)立(li)生態農(nong)業園,探索(suo)發(fa)展發(fa)展現代(dai)農(nong)業的初衷。據悉(xi),僅建(jian)園第一年就實(shi)(shi)現收入545萬(wan)(wan)元(yuan)、創(chuang)效115萬(wan)(wan)元(yuan),并與任城區政府(fu)簽訂了(le)《礦山地質(zhi)環境治理工(gong)程代(dai)為(wei)治理協議(yi)》,預計爭取治理資(zi)金7230萬(wan)(wan)元(yuan),為(wei)礦井發(fa)展創(chuang)造(zao)了(le)空間。還通(tong)過發(fa)展現代(dai)農(nong)業開辟了(le)新的就業崗位,將礦井部(bu)分富余人員被流安置到了(le)農(nong)業園,進(jin)一步(bu)優化(hua)了(le)人力資(zi)源配(pei)(pei)置,降低(di)了(le)人工(gong)成本(ben),也打破了(le)“去產能”會導致“職工(gong)失業”的魔(mo)咒。
