本網肥城訊 4月20日,山東能源肥礦集團召開的二季度工作會暨深化機關改革動員會,拉開了該集團機關改革的序幕。這是肥礦集團公司機關繼2009年實施機構改革以來的又一次變革,與之前相比,這次改革不僅包括機關機構、人員的“瘦身”,而且在轉機建制、激活活力邁出了實質步伐。
據了解,除(chu)機關外,“瘦身”提(ti)效行動已在肥礦(kuang)各基(ji)層單(dan)位全面(mian)展(zhan)開,肥礦(kuang)老(lao)區兩礦(kuang)去年(nian)(nian)控員(yuan)分流達1800人(ren),今年(nian)(nian)一(yi)季度又分流1363人(ren)。鼓勵停產放(fang)假人(ren)員(yuan)自謀職業,放(fang)假人(ren)員(yuan)減少了4000余(yu)人(ren)。
在(zai)(zai)煤炭市(shi)場“寒風勁吹”下,肥(fei)(fei)礦(kuang)集團(tuan)各類問(wen)題(ti)集中爆發。不良資(zi)產多(duo)(duo)、富余人員多(duo)(duo)、低效資(zi)金(jin)占(zhan)用多(duo)(duo)、歷史遺留問(wen)題(ti)多(duo)(duo),扭(niu)虧增盈(ying)壓力大、擺脫(tuo)困境難(nan)(nan)度(du)大、信訪穩定風險(xian)(xian)大,生產經營艱難(nan)(nan)維持,隨時面臨崩盤危(wei)險(xian)(xian)。面對企業發展危(wei)局,肥(fei)(fei)礦(kuang)集團(tuan)眼睛向內(nei),刮(gua)骨療傷,在(zai)(zai)痛下決心做(zuo)好減(jian)法(fa)上(shang)動真的、來實的,刀(dao)刀(dao)砍在(zai)(zai)病根上(shang),內(nei)部(bu)優勝劣汰、刪繁就簡,先輕裝上(shang)陣,再謀求(qiu)突破(po)。
降規(gui)(gui)模,清(qing)(qing)費(fei)(fei)用(yong)(yong)(yong)(yong)(yong)。加快處置,降低(di)低(di)效(xiao)(xiao)無效(xiao)(xiao)資(zi)(zi)產規(gui)(gui)模。妥善關(guan)閉(bi)省外虧損煤(mei)礦(kuang),注銷了電力(li)、紙業(ye)等虧損企業(ye)。嚴控資(zi)(zi)金(jin),實行(xing)資(zi)(zi)金(jin)支(zhi)付一(yi)事(shi)一(yi)議,重點保吃飯、保生(sheng)產急需、保正常(chang)開門。權屬五礦(kuang)“四項(xiang)費(fei)(fei)用(yong)(yong)(yong)(yong)(yong)”同比壓(ya)縮(suo)50%。停(ting)產單(dan)位只考慮(lv)折舊,其他(ta)一(yi)切支(zhi)出自行(xing)創收(shou)解決。狠抓“四金(jin)”清(qing)(qing)理(li),實行(xing)欠(qian)款(kuan)終(zhong)生(sheng)負責制,完(wan)不成清(qing)(qing)收(shou)目標只發(fa)基本生(sheng)活費(fei)(fei),一(yi)季度(du)“四金(jin)”占用(yong)(yong)(yong)(yong)(yong)同比降低(di)5億(yi)元。加大關(guan)聯交易、中(zhong)間服(fu)務(wu)(wu)(wu)商(shang)和用(yong)(yong)(yong)(yong)(yong)房(fang)、車輛“四清(qing)(qing)”力(li)度(du),規(gui)(gui)范與改(gai)制企業(ye)關(guan)系(xi),市場化核定服(fu)務(wu)(wu)(wu)價(jia)格,重新簽訂協議,費(fei)(fei)用(yong)(yong)(yong)(yong)(yong)同比降低(di)20%;中(zhong)間商(shang)清(qing)(qing)理(li)在去(qu)年完(wan)成46戶(hu)的基礎上,今(jin)年上半(ban)年再(zai)完(wan)成70戶(hu);終(zhong)止依附礦(kuang)區的80多家廠點外委維(wei)修業(ye)務(wu)(wu)(wu);全面清(qing)(qing)理(li)辦公用(yong)(yong)(yong)(yong)(yong)房(fang)、會議室、公務(wu)(wu)(wu)用(yong)(yong)(yong)(yong)(yong)車等。通(tong)過“四清(qing)(qing)”,年節(jie)約費(fei)(fei)用(yong)(yong)(yong)(yong)(yong)4200多萬元。
挖(wa)內潛,擠水(shui)分(fen)。依托優化降(jiang)(jiang)(jiang)本、科技(ji)降(jiang)(jiang)(jiang)本,深(shen)挖(wa)內部潛力。深(shen)度(du)(du)優化礦井(jing)生產(chan)接續,調整通(tong)風、運(yun)輸、排水(shui)等(deng)系統,提(ti)效(xiao)(xiao)降(jiang)(jiang)(jiang)本,陳蠻(man)莊煤(mei)(mei)礦3204采煤(mei)(mei)面(mian)巷道施工(gong),巖(yan)巷施工(gong)長度(du)(du)從380米優化至80米,工(gong)程造價降(jiang)(jiang)(jiang)低570萬(wan)元,工(gong)期提(ti)前(qian)兩(liang)個月;深(shen)化科技(ji)創(chuang)(chuang)新創(chuang)(chuang)效(xiao)(xiao),明確重點(dian)科技(ji)創(chuang)(chuang)新項(xiang)目,降(jiang)(jiang)(jiang)本增(zeng)效(xiao)(xiao),梁寶寺煤(mei)(mei)礦在井(jing)下(xia)應用煤(mei)(mei)矸(gan)分(fen)離、水(shui)處理技(ji)術,每年創(chuang)(chuang)效(xiao)(xiao)995萬(wan)元。2014年,肥礦集(ji)團商(shang)品煤(mei)(mei)成本同(tong)比(bi)下(xia)降(jiang)(jiang)(jiang)58.75元/噸,降(jiang)(jiang)(jiang)幅達(da)11.3%。今年確保同(tong)比(bi)再下(xia)降(jiang)(jiang)(jiang)10%以上。
強管(guan)(guan)理,激活力。優(you)化(hua)集團管(guan)(guan)控(kong),深化(hua)“5F協(xie)同管(guan)(guan)理法”,壓縮管(guan)(guan)理流程(cheng)(cheng)(cheng),統放結合(he),賦(fu)予基層(ceng)(ceng)單(dan)位(wei)經(jing)營自主權、團隊組建(jian)權、用工(gong)選(xuan)擇(ze)權、考核分配權,激發(fa)(fa)各(ge)層(ceng)(ceng)級(ji)的(de)市場主體活力。實施“互聯網+5F”,打造全面標(biao)(biao)(biao)(biao)(biao)準(zhun)化(hua)智慧礦(kuang)山。推行(xing)“市場化(hua)+”,對礦(kuang)井洗煤廠、機修(xiu)(xiu)廠、汽修(xiu)(xiu)廠等(deng)地面單(dan)位(wei),核定人員,鎖(suo)定指(zhi)(zhi)(zhi)標(biao)(biao)(biao)(biao)(biao),簽訂合(he)同,自負盈虧。推行(xing)單(dan)項工(gong)程(cheng)(cheng)(cheng)競標(biao)(biao)(biao)(biao)(biao)制,將井上(shang)下的(de)安(an)裝、修(xiu)(xiu)護、改造等(deng)單(dan)項工(gong)程(cheng)(cheng)(cheng),一工(gong)程(cheng)(cheng)(cheng)一競標(biao)(biao)(biao)(biao)(biao),降低生產成(cheng)(cheng)本。實施分灶吃飯(fan),以效(xiao)定薪、以效(xiao)取(qu)酬,建(jian)立(li)差異化(hua)薪酬分配機制。在保證(zheng)采掘一線(xian)工(gong)資(zi)(zi)(zi)正常發(fa)(fa)放的(de)基礎上(shang),完成(cheng)(cheng)盈虧指(zhi)(zhi)(zhi)標(biao)(biao)(biao)(biao)(biao)的(de)單(dan)位(wei),工(gong)資(zi)(zi)(zi)全額發(fa)(fa)放;未(wei)完成(cheng)(cheng)盈虧指(zhi)(zhi)(zhi)標(biao)(biao)(biao)(biao)(biao)的(de)單(dan)位(wei),按最低工(gong)資(zi)(zi)(zi)標(biao)(biao)(biao)(biao)(biao)準(zhun)70%預支;放假員工(gong)生活費(fei)預支50%;機關人員工(gong)資(zi)(zi)(zi)在上(shang)年度(du)降低30%的(de)基礎上(shang),按50%預支。嚴格鎖(suo)定指(zhi)(zhi)(zhi)標(biao)(biao)(biao)(biao)(biao)考核,連續(xu)三個(ge)月完不成(cheng)(cheng)任務解(jie)聘責(ze)任單(dan)位(wei)分管(guan)(guan)副(fu)職(zhi)、六個(ge)月完不成(cheng)(cheng)正職(zhi)免職(zhi);機關部室與基層(ceng)(ceng)單(dan)位(wei)經(jing)營指(zhi)(zhi)(zhi)標(biao)(biao)(biao)(biao)(biao)聯責(ze)考核。4月份,對沒(mei)有完成(cheng)(cheng)指(zhi)(zhi)(zhi)標(biao)(biao)(biao)(biao)(biao)的(de)基層(ceng)(ceng)礦(kuang)班子進行(xing)了調(diao)整。
