展望2015年,國內經濟(ji)“三(san)期(qi)疊加”的態勢不(bu)會改(gai)變,貨幣政策適(shi)度寬松、利率下(xia)行的趨勢不(bu)會改(gai)變,煤(mei)炭(tan)行業(ye)“四期(qi)并存”的困難(nan)局面不(bu)會改(gai)變,面對這些挑戰,財務(wu)(wu)公司將緊緊圍繞“金融服務(wu)(wu)平臺、金融資(zi)源配(pei)置平臺、資(zi)金風險(xian)(xian)防(fang)(fang)控(kong)平臺”定(ding)位(wei),認真貫徹落實能源集團2015年工作會議(yi)精神,以加強集團資(zi)金集中管理為重心,著力提升(sheng)金融服務(wu)(wu)質量、資(zi)金協同效益、風險(xian)(xian)防(fang)(fang)控(kong)水平,努力完成全年的各項目(mu)標任務(wu)(wu)。圍繞財務(wu)(wu)公司今年目(mu)標,重點做好以下(xia)三(san)個方面工作。
轉(zhuan)變觀(guan)念,做好(hao)集(ji)團金融(rong)(rong)服(fu)(fu)(fu)務(wu)的(de)(de)(de)供(gong)應(ying)商。要努力做到(dao)“三個(ge)轉(zhuan)變”:一(yi)是做到(dao)從資金管(guan)理(li)(li)參與(yu)者向(xiang)資金管(guan)理(li)(li)執行者的(de)(de)(de)轉(zhuan)變。要在票(piao)(piao)據(ju)池(chi)搭建(jian)、賬戶管(guan)理(li)(li)、資金頭寸管(guan)理(li)(li)、資金運作、資金風險管(guan)理(li)(li)等方(fang)面積極作為,逐步(bu)顯(xian)現集(ji)團資金集(ji)中管(guan)理(li)(li)的(de)(de)(de)優勢。二是做到(dao)從被動式服(fu)(fu)(fu)務(wu)到(dao)主(zhu)動式服(fu)(fu)(fu)務(wu)的(de)(de)(de)轉(zhuan)變。要積極“走出去”到(dao)成員單位(wei)(wei),建(jian)立(li)與(yu)成員單位(wei)(wei)之間的(de)(de)(de)溝通(tong)機(ji)制,督辦成員單位(wei)(wei)提出的(de)(de)(de)訴求(qiu)。三是做到(dao)從單一(yi)化(hua)服(fu)(fu)(fu)務(wu)到(dao)多元(yuan)(yuan)化(hua)服(fu)(fu)(fu)務(wu)的(de)(de)(de)轉(zhuan)變。要加(jia)快票(piao)(piao)據(ju)池(chi)搭建(jian),實現票(piao)(piao)據(ju)質(zhi)押、調劑使(shi)用等功能,盤活集(ji)團存量票(piao)(piao)據(ju);拓展業務(wu)品種,適(shi)時(shi)開展法人賬戶透支(zhi)、保理(li)(li)、應(ying)收賬款質(zhi)押、供(gong)應(ying)鏈融(rong)(rong)資及融(rong)(rong)資租賃(lin)業務(wu),滿(man)足成員單位(wei)(wei)多元(yuan)(yuan)化(hua)需求(qiu)。
盤活(huo)資(zi)金(jin)(jin)(jin)(jin),做(zuo)好集(ji)(ji)團(tuan)(tuan)內部(bu)(bu)融(rong)(rong)合(he)的(de)(de)粘(zhan)合(he)劑(ji)。要力爭(zheng)做(zuo)到“三(san)個突破(po)(po)(po)”:發揮資(zi)金(jin)(jin)(jin)(jin)管理(li)協(xie)同效應,做(zuo)好集(ji)(ji)團(tuan)(tuan)內部(bu)(bu)融(rong)(rong)合(he)的(de)(de)粘(zhan)合(he)劑(ji)。一是(shi)在(zai)(zai)業務(wu)(wu)推進(jin)上(shang)求(qiu)突破(po)(po)(po)。加(jia)快集(ji)(ji)團(tuan)(tuan)“票據(ju)(ju)池(chi)(chi)”搭建,盤活(huo)集(ji)(ji)團(tuan)(tuan)存(cun)量票據(ju)(ju);在(zai)(zai)激(ji)勵(li)機制上(shang)、創新服務(wu)(wu)上(shang)做(zuo)文章,加(jia)大(da)資(zi)金(jin)(jin)(jin)(jin)歸(gui)集(ji)(ji)力度(du)(du),真正建立(li)起涵蓋“現金(jin)(jin)(jin)(jin)池(chi)(chi)”和(he)(he)“票據(ju)(ju)池(chi)(chi)”的(de)(de)集(ji)(ji)團(tuan)(tuan)“大(da)資(zi)金(jin)(jin)(jin)(jin)池(chi)(chi)”。二是(shi)在(zai)(zai)業務(wu)(wu)開(kai)展(zhan)上(shang)求(qiu)突破(po)(po)(po)。充分運用金(jin)(jin)(jin)(jin)融(rong)(rong)市場機制,根據(ju)(ju)資(zi)金(jin)(jin)(jin)(jin)集(ji)(ji)中(zhong)度(du)(du)、結算集(ji)(ji)中(zhong)程度(du)(du)等,對成(cheng)(cheng)員單(dan)位采取差別定價策(ce)略(lve),調動(dong)成(cheng)(cheng)員單(dan)位的(de)(de)積(ji)極性(xing)。三(san)是(shi)在(zai)(zai)業務(wu)(wu)范圍上(shang)求(qiu)突破(po)(po)(po)。要積(ji)極拓(tuo)展(zhan)同業拆借、發行金(jin)(jin)(jin)(jin)融(rong)(rong)債券(quan)、資(zi)產證(zheng)券(quan)化等業務(wu)(wu),充分發揮財(cai)務(wu)(wu)公司金(jin)(jin)(jin)(jin)融(rong)(rong)支(zhi)點(dian)和(he)(he)杠桿(gan)作用,撬動(dong)外(wai)部(bu)(bu)資(zi)金(jin)(jin)(jin)(jin)來源,拓(tuo)展(zhan)能源集(ji)(ji)團(tuan)(tuan)外(wai)部(bu)(bu)融(rong)(rong)資(zi)渠(qu)道,更(geng)好滿足成(cheng)(cheng)員單(dan)位融(rong)(rong)資(zi)需求(qiu)。
