“調(diao)動領導干(gan)部(bu)和(he)廣大群眾(zhong)兩個(ge)積極性、打牢學習教(jiao)(jiao)(jiao)育(yu)(yu)和(he)查擺問題兩個(ge)基礎、抓住(zhu)整改落實(shi)(shi)和(he)建章立(li)制兩個(ge)關鍵,對教(jiao)(jiao)(jiao)育(yu)(yu)實(shi)(shi)踐(jian)活動取得實(shi)(shi)效至關重要。”習近平總書(shu)記在河(he)北調(diao)研指(zhi)導時,突出強調(diao)了(le)必須把(ba)握的三大關系,為全(quan)黨把(ba)教(jiao)(jiao)(jiao)育(yu)(yu)實(shi)(shi)踐(jian)活動引(yin)向深(shen)入指(zhi)明了(le)方向,為確保教(jiao)(jiao)(jiao)育(yu)(yu)實(shi)(shi)踐(jian)活動取信于民提供了(le)遵循(xun)。
開展教(jiao)育實(shi)踐(jian)活動,根(gen)本目(mu)的是(shi)(shi)(shi)什么?從大處來說(shuo),就是(shi)(shi)(shi)讓全黨同(tong)志(zhi)把為民務實(shi)清廉的價值追(zhui)求(qiu)深(shen)深(shen)植根(gen)于(yu)思想(xiang)和行動之(zhi)中(zhong)(zhong),為實(shi)現人(ren)民福(fu)祉而凝(ning)聚(ju)力(li)量努力(li)奮斗;就具(ju)體(ti)而言,就是(shi)(shi)(shi)讓黨員(yuan)干部尤其是(shi)(shi)(shi)領導干部解決自身存在(zai)的突出問題,更(geng)好(hao)(hao)地走到百姓中(zhong)(zhong)去(qu),下氣力(li)解決群眾(zhong)的難題、辦好(hao)(hao)群眾(zhong)的實(shi)事(shi)。這是(shi)(shi)(shi)全黨同(tong)志(zhi)的宗旨(zhi)信念和責任使命之(zhi)所(suo)在(zai),也是(shi)(shi)(shi)人(ren)民群眾(zhong)的長(chang)遠利益(yi)和切(qie)身利益(yi)之(zhi)所(suo)系。二者是(shi)(shi)(shi)為著(zhu)同(tong)一個目(mu)的來,奔著(zhu)同(tong)一個方(fang)向去(qu),缺了任何一方(fang)都難以完成的。只有發(fa)揮(hui)兩個積極性(xing),心往一處想(xiang)、勁往一處使,才能形成合力(li),產生效力(li),密切(qie)血肉(rou)聯系的教(jiao)育實(shi)踐(jian)活動目(mu)的才能達(da)到。

群(qun)眾(zhong)(zhong)(zhong)的(de)眼睛(jing)是雪亮的(de)。黨員、干部身上的(de)問(wen)題,群(qun)眾(zhong)(zhong)(zhong)看得(de)最(zui)清楚,最(zui)有(you)(you)發言權。沒有(you)(you)群(qun)眾(zhong)(zhong)(zhong)的(de)積(ji)極(ji)參與(yu),教(jiao)育實(shi)(shi)踐活動(dong)容(rong)易變成“自(zi)說(shuo)自(zi)話、自(zi)彈自(zi)唱”,達不到(dao)群(qun)眾(zhong)(zhong)(zhong)滿意的(de)效果(guo)。如果(guo)搞閉門(men)修(xiu)煉、體內循環,擺問(wen)題與(yu)現實(shi)(shi)不對(dui)接,作(zuo)批評(ping)與(yu)群(qun)眾(zhong)(zhong)(zhong)不見面(mian),怎么可(ke)能有(you)(you)的(de)放矢、求(qiu)得(de)實(shi)(shi)效?把群(qun)眾(zhong)(zhong)(zhong)這個(ge)積(ji)極(ji)性發揮好(hao),堅持開門(men)搞活動(dong),一(yi)開始(shi)就扎下去聽取群(qun)眾(zhong)(zhong)(zhong)意見和建議(yi),每個(ge)環節都組織(zhi)群(qun)眾(zhong)(zhong)(zhong)有(you)(you)序參與(yu),讓(rang)群(qun)眾(zhong)(zhong)(zhong)監督和評(ping)議(yi),才能用(yong)好(hao)人民群(qun)眾(zhong)(zhong)(zhong)這個(ge)原動(dong)力,積(ji)聚起轉變作(zuo)風的(de)正(zheng)能量。
教育實(shi)踐活動是要解決黨員干(gan)(gan)部(bu)身上存(cun)在(zai)的(de)突出(chu)問題(ti)(ti)(ti),但(dan)樁(zhuang)樁(zhuang)件件都關系群(qun)眾(zhong)自身的(de)利益。指出(chu)了擺花架子、做表面文章(zhang)的(de)問題(ti)(ti)(ti),就(jiu)會促使領導(dao)(dao)干(gan)(gan)部(bu)把心思(si)和(he)精力(li)(li)用在(zai)為群(qun)眾(zhong)實(shi)干(gan)(gan)上。反(fan)映了高(gao)高(gao)在(zai)上、脫離群(qun)眾(zhong)的(de)現象,就(jiu)會推動領導(dao)(dao)干(gan)(gan)部(bu)眼睛向下、深入(ru)基層為群(qun)眾(zhong)解決現實(shi)利益問題(ti)(ti)(ti)。領導(dao)(dao)干(gan)(gan)部(bu)多(duo)從群(qun)眾(zhong)角度想問題(ti)(ti)(ti)、看不(bu)足(zu),廣(guang)大群(qun)眾(zhong)多(duo)給黨員干(gan)(gan)部(bu)找差距、提意見,教育實(shi)踐活動的(de)兩大要素(su)同(tong)心協(xie)力(li)(li)、積極互動,才能真(zhen)正做到清(qing)除作風(feng)之弊,蕩滌行為之垢。
領導干部和廣大群眾兩(liang)個(ge)積極(ji)性,是教育(yu)實踐活(huo)動(dong)取得實效的內在(zai)動(dong)力。充分調動(dong)這兩(liang)個(ge)積極(ji)性,使(shi)二者相互促進、相互激勵、形成良性循環,教育(yu)實踐活(huo)動(dong)就會善(shan)(shan)始善(shan)(shan)終、善(shan)(shan)做善(shan)(shan)成,確保實效、確保長(chang)效。
