緊緊圍繞“四個全面”戰略布局
在構建和諧勞動關系中充分發揮工會組織作用

《中共(gong)中央國(guo)務院關(guan)(guan)于構建和諧(xie)勞(lao)動(dong)(dong)關(guan)(guan)系的(de)意(yi)見》頒(ban)布實施(shi)后,在(zai)社會(hui)各界引(yin)發(fa)熱烈反響。構建和諧(xie)勞(lao)動(dong)(dong)關(guan)(guan)系、促(cu)進(jin)企(qi)業發(fa)展(zhan)、維(wei)護(hu)職(zhi)工(gong)(gong)(gong)(gong)權益(yi)日益(yi)成為(wei)職(zhi)工(gong)(gong)(gong)(gong)群眾、工(gong)(gong)(gong)(gong)會(hui)干部(bu)、企(qi)業等用(yong)人單位的(de)共(gong)識(shi)。工(gong)(gong)(gong)(gong)會(hui)作為(wei)勞(lao)動(dong)(dong)關(guan)(guan)系中勞(lao)動(dong)(dong)者(zhe)一方(fang)(fang)合法(fa)權益(yi)的(de)代(dai)表者(zhe)維(wei)護(hu)者(zhe),在(zai)推動(dong)(dong)構建和諧(xie)勞(lao)動(dong)(dong)關(guan)(guan)系中承擔著重(zhong)(zhong)要的(de)責(ze)任,必須認真學習領會(hui)黨中央、國(guo)務院的(de)重(zhong)(zhong)大(da)戰略部(bu)署,從協(xie)調推進(jin)“四個全面(mian)”戰略布局的(de)高度來認識(shi)構建和諧(xie)勞(lao)動(dong)(dong)關(guan)(guan)系的(de)重(zhong)(zhong)大(da)意(yi)義,明確工(gong)(gong)(gong)(gong)作抓手,創新方(fang)(fang)式方(fang)(fang)法(fa),在(zai)構建和諧(xie)勞(lao)動(dong)(dong)關(guan)(guan)系中充分發(fa)揮工(gong)(gong)(gong)(gong)會(hui)作用(yong)。
一、深入學習貫徹習近平總書記關于工人階級和工會工作的重要論述和黨中央的重大決策部署,切實把構建和諧勞動關系擺在工會工作的重要位置
黨和(he)國家(jia)高(gao)度重(zhong)視勞動(dong)(dong)(dong)關(guan)系(xi)。早在2011年8月,中央(yang)召開全國構建和(he)諧勞動(dong)(dong)(dong)關(guan)系(xi)先進表彰暨經驗交流會時(shi),習(xi)近平同(tong)志就代表黨中央(yang)出席會議(yi)并發表重(zhong)要講話,深刻(ke)闡(chan)述了(le)構建和(he)諧勞動(dong)(dong)(dong)關(guan)系(xi)的重(zhong)大意義(yi),對這項工作作出了(le)部署。黨的十八(ba)大明(ming)確提出,要健全勞動(dong)(dong)(dong)標準體系(xi)和(he)勞動(dong)(dong)(dong)關(guan)系(xi)協調機制,加強(qiang)勞動(dong)(dong)(dong)保障監察(cha)和(he)爭議(yi)調解(jie)仲(zhong)裁,構建和(he)諧勞動(dong)(dong)(dong)關(guan)系(xi)。
黨(dang)的(de)(de)十八大以來,習(xi)近平總書記多次就(jiu)工(gong)(gong)(gong)(gong)人階級和(he)(he)工(gong)(gong)(gong)(gong)會(hui)(hui)(hui)工(gong)(gong)(gong)(gong)作(zuo)發(fa)(fa)表(biao)重要(yao)(yao)講話、作(zuo)出(chu)重要(yao)(yao)批示,就(jiu)構(gou)建和(he)(he)諧(xie)(xie)(xie)(xie)勞(lao)(lao)動關系(xi)提(ti)出(chu)許多新(xin)思(si)想新(xin)要(yao)(yao)求。在2015年4月(yue)28日(ri)慶祝“五一(yi)”國際勞(lao)(lao)動節(jie)暨表(biao)彰全國勞(lao)(lao)動模范和(he)(he)先進工(gong)(gong)(gong)(gong)作(zuo)者大會(hui)(hui)(hui)上(shang)(shang),習(xi)近平總書記強調指出(chu):“要(yao)(yao)最(zui)大限度(du)增加(jia)(jia)和(he)(he)諧(xie)(xie)(xie)(xie)因素、最(zui)大限度(du)減少不和(he)(he)諧(xie)(xie)(xie)(xie)因素,構(gou)建和(he)(he)發(fa)(fa)展和(he)(he)諧(xie)(xie)(xie)(xie)勞(lao)(lao)動關系(xi),促進社會(hui)(hui)(hui)和(he)(he)諧(xie)(xie)(xie)(xie)”。對工(gong)(gong)(gong)(gong)會(hui)(hui)(hui)在構(gou)建和(he)(he)諧(xie)(xie)(xie)(xie)勞(lao)(lao)動關系(xi)中如何發(fa)(fa)揮作(zuo)用(yong),習(xi)近平總書記也多次提(ti)出(chu)明確(que)(que)要(yao)(yao)求,強調工(gong)(gong)(gong)(gong)會(hui)(hui)(hui)要(yao)(yao)發(fa)(fa)揮好(hao)協調勞(lao)(lao)動關系(xi)的(de)(de)作(zuo)用(yong),善于從(cong)(cong)兩個方(fang)面做(zuo)工(gong)(gong)(gong)(gong)作(zuo),既要(yao)(yao)站在職(zhi)(zhi)(zhi)工(gong)(gong)(gong)(gong)的(de)(de)角度(du)為(wei)職(zhi)(zhi)(zhi)工(gong)(gong)(gong)(gong)說話辦事(shi),維(wei)護(hu)好(hao)職(zhi)(zhi)(zhi)工(gong)(gong)(gong)(gong)的(de)(de)利(li)(li)益(yi),也要(yao)(yao)從(cong)(cong)維(wei)護(hu)社會(hui)(hui)(hui)穩定的(de)(de)角度(du),加(jia)(jia)強對職(zhi)(zhi)(zhi)工(gong)(gong)(gong)(gong)的(de)(de)引導;要(yao)(yao)推動發(fa)(fa)展和(he)(he)諧(xie)(xie)(xie)(xie)勞(lao)(lao)動關系(xi),代表(biao)職(zhi)(zhi)(zhi)工(gong)(gong)(gong)(gong)群眾主動參與立法和(he)(he)政策制定,從(cong)(cong)制度(du)上(shang)(shang)源頭上(shang)(shang)保(bao)障職(zhi)(zhi)(zhi)工(gong)(gong)(gong)(gong)群眾利(li)(li)益(yi)、發(fa)(fa)展職(zhi)(zhi)(zhi)工(gong)(gong)(gong)(gong)群眾利(li)(li)益(yi);要(yao)(yao)掌握好(hao)政策,既使職(zhi)(zhi)(zhi)工(gong)(gong)(gong)(gong)利(li)(li)益(yi)得到維(wei)護(hu),又使社會(hui)(hui)(hui)和(he)(he)諧(xie)(xie)(xie)(xie)得到保(bao)障;要(yao)(yao)深入研究勞(lao)(lao)動關系(xi)領域存在的(de)(de)突(tu)出(chu)問題(ti)(ti),具(ju)體(ti)問題(ti)(ti)具(ju)體(ti)分析,有(you)針對性地做(zuo)好(hao)工(gong)(gong)(gong)(gong)作(zuo)。這些重要(yao)(yao)論述,明確(que)(que)了工(gong)(gong)(gong)(gong)會(hui)(hui)(hui)在構(gou)建和(he)(he)諧(xie)(xie)(xie)(xie)勞(lao)(lao)動關系(xi)中的(de)(de)地位和(he)(he)作(zuo)用(yong),是工(gong)(gong)(gong)(gong)會(hui)(hui)(hui)做(zuo)好(hao)構(gou)建和(he)(he)諧(xie)(xie)(xie)(xie)勞(lao)(lao)動關系(xi)工(gong)(gong)(gong)(gong)作(zuo)的(de)(de)根本遵循。
當前,全黨全國各族人民正在(zai)積極投身(shen)(shen)全面(mian)建成小康社(she)會、全面(mian)深化(hua)改革、全面(mian)依法(fa)治國、全面(mian)從(cong)嚴治黨的(de)(de)(de)偉(wei)大(da)實(shi)(shi)踐。勞(lao)(lao)(lao)(lao)動(dong)關(guan)(guan)系(xi)(xi)(xi)(xi)(xi)是最基本、最重要的(de)(de)(de)社(she)會關(guan)(guan)系(xi)(xi)(xi)(xi)(xi)之一,勞(lao)(lao)(lao)(lao)動(dong)關(guan)(guan)系(xi)(xi)(xi)(xi)(xi)是否和(he)諧(xie),事關(guan)(guan)廣(guang)大(da)職工和(he)企業的(de)(de)(de)切身(shen)(shen)利(li)(li)益(yi),事關(guan)(guan)經(jing)濟(ji)(ji)(ji)發(fa)(fa)展(zhan)(zhan)與社(she)會和(he)諧(xie)。建設(she)和(he)發(fa)(fa)展(zhan)(zhan)中國特(te)色和(he)諧(xie)勞(lao)(lao)(lao)(lao)動(dong)關(guan)(guan)系(xi)(xi)(xi)(xi)(xi),是協調推進“四個全面(mian)”戰略(lve)布局的(de)(de)(de)必(bi)(bi)然(ran)要求;勞(lao)(lao)(lao)(lao)動(dong)關(guan)(guan)系(xi)(xi)(xi)(xi)(xi)的(de)(de)(de)和(he)諧(xie)穩(wen)(wen)定必(bi)(bi)然(ran)有(you)(you)(you)助于“四個全面(mian)”戰略(lve)布局的(de)(de)(de)實(shi)(shi)現。只有(you)(you)(you)大(da)力(li)(li)構(gou)建和(he)諧(xie)勞(lao)(lao)(lao)(lao)動(dong)關(guan)(guan)系(xi)(xi)(xi)(xi)(xi),充分激發(fa)(fa)廣(guang)大(da)職工群眾勞(lao)(lao)(lao)(lao)動(dong)、創造(zao)、奉獻的(de)(de)(de)熱情和(he)力(li)(li)量(liang),才(cai)(cai)能有(you)(you)(you)效(xiao)調動(dong)勞(lao)(lao)(lao)(lao)動(dong)關(guan)(guan)系(xi)(xi)(xi)(xi)(xi)雙方的(de)(de)(de)積極性,為(wei)實(shi)(shi)現“兩個一百年(nian)”奮斗目標和(he)中華民族偉(wei)大(da)復興的(de)(de)(de)中國夢提供堅強保(bao)障;才(cai)(cai)能正確(que)處理全面(mian)深化(hua)改革帶(dai)來(lai)(lai)的(de)(de)(de)利(li)(li)益(yi)關(guan)(guan)系(xi)(xi)(xi)(xi)(xi)調整(zheng),有(you)(you)(you)效(xiao)平(ping)衡(heng)勞(lao)(lao)(lao)(lao)動(dong)關(guan)(guan)系(xi)(xi)(xi)(xi)(xi)雙方的(de)(de)(de)利(li)(li)益(yi)關(guan)(guan)系(xi)(xi)(xi)(xi)(xi)、預防和(he)化(hua)解勞(lao)(lao)(lao)(lao)動(dong)關(guan)(guan)系(xi)(xi)(xi)(xi)(xi)矛(mao)盾;從(cong)而把調整(zheng)勞(lao)(lao)(lao)(lao)動(dong)關(guan)(guan)系(xi)(xi)(xi)(xi)(xi)、化(hua)解矛(mao)盾糾紛納入法(fa)治化(hua)軌(gui)道,落實(shi)(shi)全面(mian)依法(fa)治國、建設(she)法(fa)治國家的(de)(de)(de)要求。同時,我國經(jing)濟(ji)(ji)(ji)發(fa)(fa)展(zhan)(zhan)進入新常態,速(su)度變化(hua)、結(jie)構(gou)優化(hua)、動(dong)力(li)(li)轉(zhuan)化(hua)的(de)(de)(de)特(te)點更加(jia)明(ming)顯,科學應(ying)對(dui)經(jing)濟(ji)(ji)(ji)下行(xing)壓力(li)(li)加(jia)大(da)帶(dai)來(lai)(lai)的(de)(de)(de)挑戰,加(jia)快轉(zhuan)變經(jing)濟(ji)(ji)(ji)發(fa)(fa)展(zhan)(zhan)方式(shi)和(he)結(jie)構(gou)調整(zheng),實(shi)(shi)現經(jing)濟(ji)(ji)(ji)平(ping)穩(wen)(wen)健康發(fa)(fa)展(zhan)(zhan)和(he)社(she)會和(he)諧(xie)穩(wen)(wen)定,都需要有(you)(you)(you)和(he)諧(xie)穩(wen)(wen)定的(de)(de)(de)勞(lao)(lao)(lao)(lao)動(dong)關(guan)(guan)系(xi)(xi)(xi)(xi)(xi)來(lai)(lai)保(bao)障。
各級工(gong)會和(he)(he)(he)(he)廣(guang)大工(gong)會干部(bu)一(yi)定要(yao)從奪取(qu)中(zhong)國特(te)(te)色(se)社(she)會主義新勝(sheng)利、鞏固黨執政的(de)(de)階級基(ji)礎和(he)(he)(he)(he)群眾基(ji)礎的(de)(de)高度出發,深刻認(ren)識構(gou)建(jian)和(he)(he)(he)(he)諧勞動(dong)關(guan)系(xi)(xi)的(de)(de)重(zhong)要(yao)性和(he)(he)(he)(he)緊迫性,把(ba)深入(ru)學(xue)習貫徹習近(jin)平總(zong)書(shu)記系(xi)(xi)列(lie)重(zhong)要(yao)講話(hua)精(jing)神特(te)(te)別是(shi)關(guan)于工(gong)人階級和(he)(he)(he)(he)工(gong)會工(gong)作(zuo)(zuo)(zuo)(zuo)的(de)(de)重(zhong)要(yao)論(lun)述與學(xue)習貫徹《意見》精(jing)神結合起來,把(ba)思(si)想和(he)(he)(he)(he)行(xing)動(dong)統一(yi)到黨中(zhong)央對構(gou)建(jian)和(he)(he)(he)(he)諧勞動(dong)關(guan)系(xi)(xi)形勢判斷和(he)(he)(he)(he)工(gong)作(zuo)(zuo)(zuo)(zuo)部(bu)署上來。按照(zhao)協調推進“四個(ge)全面”戰略布局(ju)的(de)(de)要(yao)求(qiu),把(ba)構(gou)建(jian)和(he)(he)(he)(he)諧勞動(dong)關(guan)系(xi)(xi)工(gong)作(zuo)(zuo)(zuo)(zuo)擺在工(gong)會工(gong)作(zuo)(zuo)(zuo)(zuo)的(de)(de)突出位置(zhi),堅決(jue)貫徹落實《意見》的(de)(de)各項部(bu)署,增強責(ze)任(ren)擔當,積極(ji)主動(dong)作(zuo)(zuo)(zuo)(zuo)為,形成工(gong)作(zuo)(zuo)(zuo)(zuo)合力,在構(gou)建(jian)中(zhong)國特(te)(te)色(se)和(he)(he)(he)(he)諧勞動(dong)關(guan)系(xi)(xi)中(zhong)發揮工(gong)會組織的(de)(de)獨(du)特(te)(te)優勢和(he)(he)(he)(he)積極(ji)作(zuo)(zuo)(zuo)(zuo)用。
二、準確把握《意見》的主要內容和基本精神,找準工會在構建和諧勞動關系中發揮作用的切入點和著力點
黨中(zhong)央(yang)、國(guo)務院頒布(bu)的(de)(de)《意(yi)見》,是(shi)新的(de)(de)歷(li)史條(tiao)件下構建(jian)中(zhong)國(guo)特色和(he)諧(xie)勞(lao)動關系的(de)(de)頂層設(she)計,是(shi)指導(dao)當前和(he)今后一個時期(qi)構建(jian)和(he)諧(xie)勞(lao)動關系工作的(de)(de)綱領性文件。各(ge)級工會和(he)廣大工會干(gan)部(bu)要認真學習(xi)《意(yi)見》,深(shen)刻理解構建(jian)和(he)諧(xie)勞(lao)動關系的(de)(de)指導(dao)思想(xiang)、工作原則(ze)、目標任務,全面把握依法保障職(zhi)工基本(ben)權益(yi)、健全勞(lao)動關系協(xie)調(diao)機制、加(jia)強企業民主(zhu)管理制度建(jian)設(she)、健全勞(lao)動關系矛盾調(diao)處(chu)機制等政策措施,深(shen)刻領會《意(yi)見》的(de)(de)精神(shen)實質,聚焦(jiao)主(zhu)責主(zhu)業,抓(zhua)好重點工作。
以依(yi)法(fa)(fa)保障職工(gong)(gong)基本權(quan)(quan)益(yi)為重(zhong)點(dian),加強工(gong)(gong)會維(wei)權(quan)(quan)工(gong)(gong)作。各(ge)級工(gong)(gong)會要(yao)切實履行(xing)維(wei)護(hu)職工(gong)(gong)合法(fa)(fa)權(quan)(quan)益(yi)的(de)(de)(de)基本職責,自覺把工(gong)(gong)會維(wei)權(quan)(quan)工(gong)(gong)作納入黨政主導的(de)(de)(de)維(wei)護(hu)群眾權(quan)(quan)益(yi)機制(zhi)。依(yi)法(fa)(fa)保障職工(gong)(gong)的(de)(de)(de)勞(lao)動(dong)就業權(quan)(quan)利(li)(li)、獲得(de)勞(lao)動(dong)報(bao)酬的(de)(de)(de)權(quan)(quan)利(li)(li)、休(xiu)息休(xiu)假的(de)(de)(de)權(quan)(quan)利(li)(li)、獲得(de)勞(lao)動(dong)安全衛生保護(hu)的(de)(de)(de)權(quan)(quan)利(li)(li)、享受社(she)會保險(xian)的(de)(de)(de)權(quan)(quan)利(li)(li)和接受職業技能(neng)培訓(xun)的(de)(de)(de)權(quan)(quan)利(li)(li)。當前,在轉方(fang)式(shi)調結構、化解過(guo)剩產能(neng)、企(qi)業兼(jian)并(bing)重(zhong)組(zu)過(guo)程中(zhong),一些職工(gong)(gong)遇到(dao)了不少實際(ji)困難,要(yao)特(te)別(bie)注重(zhong)維(wei)護(hu)好他們(men)的(de)(de)(de)合法(fa)(fa)權(quan)(quan)益(yi),讓廣大職工(gong)(gong)公平分享改革發展的(de)(de)(de)成果,有(you)更多的(de)(de)(de)獲得(de)感。
以(yi)推行集體(ti)協(xie)(xie)(xie)(xie)商(shang)和(he)(he)集體(ti)合(he)同(tong)(tong)制(zhi)(zhi)度(du)為重點,推動(dong)(dong)(dong)健(jian)全(quan)(quan)勞(lao)(lao)動(dong)(dong)(dong)關(guan)(guan)系(xi)協(xie)(xie)(xie)(xie)調機制(zhi)(zhi)。各級工(gong)(gong)(gong)(gong)會要把集體(ti)協(xie)(xie)(xie)(xie)商(shang)制(zhi)(zhi)度(du)作為維護(hu)職(zhi)工(gong)(gong)(gong)(gong)權益、平(ping)衡勞(lao)(lao)動(dong)(dong)(dong)關(guan)(guan)系(xi)雙方利益的(de)重要手段,加(jia)(jia)強(qiang)職(zhi)工(gong)(gong)(gong)(gong)參與、職(zhi)工(gong)(gong)(gong)(gong)監(jian)(jian)督(du),依法(fa)推進企業普遍開展集體(ti)協(xie)(xie)(xie)(xie)商(shang),提(ti)升集體(ti)協(xie)(xie)(xie)(xie)商(shang)的(de)質(zhi)量和(he)(he)實(shi)效(xiao),充(chong)分發揮集體(ti)協(xie)(xie)(xie)(xie)商(shang)制(zhi)(zhi)度(du)對調整勞(lao)(lao)動(dong)(dong)(dong)關(guan)(guan)系(xi)的(de)基礎性作用。要特別重視開展工(gong)(gong)(gong)(gong)資集體(ti)協(xie)(xie)(xie)(xie)商(shang)。加(jia)(jia)強(qiang)對企業實(shi)行勞(lao)(lao)動(dong)(dong)(dong)合(he)同(tong)(tong)制(zhi)(zhi)度(du)的(de)監(jian)(jian)督(du),幫助和(he)(he)指導(dao)職(zhi)工(gong)(gong)(gong)(gong)簽訂勞(lao)(lao)動(dong)(dong)(dong)合(he)同(tong)(tong)。健(jian)全(quan)(quan)協(xie)(xie)(xie)(xie)調勞(lao)(lao)動(dong)(dong)(dong)關(guan)(guan)系(xi)三方機制(zhi)(zhi),加(jia)(jia)強(qiang)和(he)(he)創新三方機制(zhi)(zhi)組(zu)織(zhi)建設,健(jian)全(quan)(quan)工(gong)(gong)(gong)(gong)作制(zhi)(zhi)度(du),共同(tong)(tong)研究解決勞(lao)(lao)動(dong)(dong)(dong)關(guan)(guan)系(xi)重大問(wen)題,調處集體(ti)勞(lao)(lao)動(dong)(dong)(dong)爭議。完善勞(lao)(lao)動(dong)(dong)(dong)關(guan)(guan)系(xi)矛盾調處機制(zhi)(zhi)和(he)(he)勞(lao)(lao)動(dong)(dong)(dong)關(guan)(guan)系(xi)群體(ti)性事(shi)件預防(fang)和(he)(he)應急處置機制(zhi)(zhi),代(dai)表職(zhi)工(gong)(gong)(gong)(gong)參與矛盾糾(jiu)紛處理,有效(xiao)維護(hu)職(zhi)工(gong)(gong)(gong)(gong)合(he)法(fa)權益。
以健(jian)全完善(shan)職(zhi)(zhi)代(dai)會制(zhi)(zhi)(zhi)度(du)為(wei)(wei)重點,推(tui)進(jin)企(qi)業民(min)(min)主(zhu)(zhu)管(guan)(guan)理。健(jian)全完善(shan)以職(zhi)(zhi)工(gong)(gong)代(dai)表大(da)會為(wei)(wei)基本形式(shi)的企(qi)業民(min)(min)主(zhu)(zhu)管(guan)(guan)理制(zhi)(zhi)(zhi)度(du),積極穩妥推(tui)進(jin)非公(gong)有制(zhi)(zhi)(zhi)企(qi)業民(min)(min)主(zhu)(zhu)管(guan)(guan)理制(zhi)(zhi)(zhi)度(du)建(jian)設。推(tui)進(jin)廠務(wu)公(gong)開(kai)制(zhi)(zhi)(zhi)度(du)化、規(gui)范化,完善(shan)公(gong)開(kai)程序,充(chong)實(shi)公(gong)開(kai)內容。推(tui)行公(gong)司制(zhi)(zhi)(zhi)企(qi)業建(jian)立職(zhi)(zhi)工(gong)(gong)董事、職(zhi)(zhi)工(gong)(gong)監事制(zhi)(zhi)(zhi)度(du)。不斷豐富職(zhi)(zhi)工(gong)(gong)民(min)(min)主(zhu)(zhu)參與形式(shi),暢通(tong)職(zhi)(zhi)工(gong)(gong)民(min)(min)主(zhu)(zhu)參與渠道,依法保障職(zhi)(zhi)工(gong)(gong)的知情權(quan)、參與權(quan)、表達(da)權(quan)、監督(du)權(quan)。
以加(jia)強對(dui)職(zhi)(zhi)工(gong)(gong)的教育引導(dao)和人文(wen)關懷(huai)為重(zhong)點,努力營造良好社(she)會(hui)氛圍(wei)。在(zai)努力解(jie)(jie)決職(zhi)(zhi)工(gong)(gong)切(qie)身利(li)益問(wen)題的同(tong)時,引導(dao)職(zhi)(zhi)工(gong)(gong)正(zheng)確對(dui)待社(she)會(hui)利(li)益關系調整,以理性合法(fa)形式表(biao)達(da)利(li)益訴(su)求。加(jia)強對(dui)職(zhi)(zhi)工(gong)(gong)的人文(wen)關懷(huai),及時了解(jie)(jie)掌握職(zhi)(zhi)工(gong)(gong)思(si)想(xiang)動(dong)(dong)態,更(geng)加(jia)注重(zhong)職(zhi)(zhi)工(gong)(gong)的精(jing)神(shen)需求和心理健康(kang),有針對(dui)性地(di)做好思(si)想(xiang)引導(dao)和心理疏導(dao)工(gong)(gong)作(zuo)。特別要關心關愛(ai)農(nong)(nong)(nong)民(min)(min)(min)工(gong)(gong),深入(ru)開展“農(nong)(nong)(nong)民(min)(min)(min)工(gong)(gong)入(ru)會(hui)集中行動(dong)(dong)”,最大限度地(di)吸收農(nong)(nong)(nong)民(min)(min)(min)工(gong)(gong)入(ru)會(hui),把廣大農(nong)(nong)(nong)民(min)(min)(min)工(gong)(gong)更(geng)加(jia)緊(jin)密(mi)地(di)團結在(zai)黨的周圍(wei)。積(ji)極參與國家農(nong)(nong)(nong)民(min)(min)(min)工(gong)(gong)職(zhi)(zhi)業技能提升計(ji)劃(hua),推動(dong)(dong)解(jie)(jie)決農(nong)(nong)(nong)民(min)(min)(min)工(gong)(gong)權(quan)益實現中的突出問(wen)題,促進(jin)農(nong)(nong)(nong)民(min)(min)(min)工(gong)(gong)同(tong)工(gong)(gong)同(tong)酬同(tong)權(quan)、均等享有基本公共服務。加(jia)強對(dui)農(nong)(nong)(nong)民(min)(min)(min)工(gong)(gong)特別是新(xin)生代農(nong)(nong)(nong)民(min)(min)(min)工(gong)(gong)的關心幫(bang)扶(fu),豐富精(jing)神(shen)文(wen)化(hua)生活,幫(bang)助農(nong)(nong)(nong)民(min)(min)(min)工(gong)(gong)融入(ru)城市,促進(jin)社(she)會(hui)融合。
三、始終堅持正確方向,更好地發揮工會在構建和諧勞動關系中的優勢和特點
習近平總書記指出,構(gou)建和諧勞動(dong)關系,是(shi)堅(jian)持中國(guo)(guo)特色(se)社(she)會(hui)主(zhu)義(yi)道路、理論體系、制度的(de)重要組成部分(fen),具有重要的(de)經濟、政治(zhi)、社(she)會(hui)意義(yi)。各級工(gong)會(hui)務必準(zhun)確把握我國(guo)(guo)勞動(dong)關系的(de)性質特點,增強大局意識,認(ren)真履行肩(jian)負的(de)政治(zhi)責任(ren)和社(she)會(hui)責任(ren),在推動(dong)構(gou)建和諧勞動(dong)關系中始終保(bao)持正確方(fang)向。
堅持以職(zhi)(zhi)工(gong)為(wei)(wei)本(ben)。解(jie)決(jue)廣大職(zhi)(zhi)工(gong)最關(guan)心、最直接、最現實(shi)的利(li)益(yi)問題,切實(shi)維(wei)(wei)護(hu)其根本(ben)權益(yi),是構(gou)建和諧勞(lao)動關(guan)系的根本(ben)出發點(dian)和落腳點(dian)。工(gong)會作為(wei)(wei)黨(dang)聯系職(zhi)(zhi)工(gong)群(qun)眾(zhong)的橋梁紐帶、國家政(zheng)權的重(zhong)要社會支柱、職(zhi)(zhi)工(gong)利(li)益(yi)的代表者(zhe)維(wei)(wei)護(hu)者(zhe),在構(gou)建和諧勞(lao)動關(guan)系中要明(ming)(ming)確職(zhi)(zhi)責(ze)定(ding)位,正確處(chu)理(li)改革發展(zhan)穩定(ding)關(guan)系,切實(shi)履行基(ji)本(ben)職(zhi)(zhi)責(ze),旗幟鮮明(ming)(ming)地維(wei)(wei)護(hu)職(zhi)(zhi)工(gong)合法(fa)權益(yi)。
堅持促(cu)進(jin)企(qi)(qi)業(ye)(ye)(ye)發(fa)展(zhan)(zhan)(zhan)(zhan)、維護(hu)職(zhi)工(gong)(gong)權益的(de)企(qi)(qi)業(ye)(ye)(ye)工(gong)(gong)會(hui)工(gong)(gong)作(zuo)原則。在我國社(she)會(hui)主義制度(du)條件下,企(qi)(qi)業(ye)(ye)(ye)利益和(he)職(zhi)工(gong)(gong)利益在根本上是一致的(de)。要(yao)統籌處理好(hao)促(cu)進(jin)企(qi)(qi)業(ye)(ye)(ye)發(fa)展(zhan)(zhan)(zhan)(zhan)和(he)維護(hu)職(zhi)工(gong)(gong)權益的(de)關系(xi),一方面引導(dao)企(qi)(qi)業(ye)(ye)(ye)經營者積極(ji)履行(xing)社(she)會(hui)責任,關心愛護(hu)職(zhi)工(gong)(gong);一方面教(jiao)育(yu)職(zhi)工(gong)(gong)做企(qi)(qi)業(ye)(ye)(ye)發(fa)展(zhan)(zhan)(zhan)(zhan)的(de)主人,積極(ji)為企(qi)(qi)業(ye)(ye)(ye)發(fa)展(zhan)(zhan)(zhan)(zhan)貢獻力(li)量。要(yao)積極(ji)倡導(dao)協商協調溝通,積極(ji)促(cu)進(jin)合作(zuo)共(gong)建(jian)共(gong)贏,凝聚共(gong)識、化解矛盾,努力(li)使企(qi)(qi)業(ye)(ye)(ye)和(he)職(zhi)工(gong)(gong)成為利益共(gong)同體、事業(ye)(ye)(ye)共(gong)同體、命運(yun)共(gong)同體。
堅(jian)持運用(yong)(yong)法(fa)(fa)(fa)治思(si)維和法(fa)(fa)(fa)治方式協調勞(lao)動(dong)關系(xi)。勞(lao)動(dong)關系(xi)只有在法(fa)(fa)(fa)治的(de)框架內運行,方能穩定和諧。要(yao)加(jia)大源(yuan)頭參與力度,推動(dong)健全勞(lao)動(dong)法(fa)(fa)(fa)律(lv)(lv)法(fa)(fa)(fa)規體(ti)系(xi),加(jia)強群眾(zhong)性法(fa)(fa)(fa)律(lv)(lv)監督,促進勞(lao)動(dong)法(fa)(fa)(fa)律(lv)(lv)法(fa)(fa)(fa)規的(de)貫徹(che)落實,把(ba)勞(lao)動(dong)關系(xi)的(de)建立、運行、監督、調處等環節(jie)都納入法(fa)(fa)(fa)治化軌道,依(yi)(yi)法(fa)(fa)(fa)保(bao)障職(zhi)工(gong)基本權益,依(yi)(yi)法(fa)(fa)(fa)解決矛(mao)盾糾紛。要(yao)深入開展勞(lao)動(dong)法(fa)(fa)(fa)律(lv)(lv)法(fa)(fa)(fa)規宣傳教育,引(yin)導勞(lao)動(dong)關系(xi)雙方學法(fa)(fa)(fa)、尊法(fa)(fa)(fa)、守法(fa)(fa)(fa)、用(yong)(yong)法(fa)(fa)(fa),養成(cheng)依(yi)(yi)法(fa)(fa)(fa)辦(ban)事、依(yi)(yi)法(fa)(fa)(fa)維權的(de)習慣。
堅持把加(jia)(jia)強(qiang)基(ji)層(ceng)(ceng)(ceng)工(gong)(gong)會(hui)建設(she)作為推動構建和(he)諧(xie)勞(lao)(lao)動關(guan)(guan)系(xi)的(de)(de)基(ji)礎。工(gong)(gong)會(hui)在(zai)構建和(he)諧(xie)勞(lao)(lao)動關(guan)(guan)系(xi)中發揮作用(yong),優勢在(zai)基(ji)層(ceng)(ceng)(ceng),工(gong)(gong)作的(de)(de)重點也在(zai)基(ji)層(ceng)(ceng)(ceng)。要(yao)著(zhu)力擴大覆蓋面(mian)、增強(qiang)代表性,著(zhu)力強(qiang)化服務(wu)意識、提(ti)(ti)高(gao)維權能力,著(zhu)力加(jia)(jia)強(qiang)隊(dui)伍建設(she)、提(ti)(ti)升保障水(shui)平,激發基(ji)層(ceng)(ceng)(ceng)工(gong)(gong)會(hui)活力,發揮基(ji)層(ceng)(ceng)(ceng)工(gong)(gong)會(hui)作用(yong),努力在(zai)構建和(he)諧(xie)勞(lao)(lao)動關(guan)(guan)系(xi)的(de)(de)第(di)一線有所作為、體現價值(zhi)。工(gong)(gong)會(hui)領導(dao)機關(guan)(guan)要(yao)加(jia)(jia)強(qiang)對基(ji)層(ceng)(ceng)(ceng)工(gong)(gong)會(hui)工(gong)(gong)作的(de)(de)指導(dao)服務(wu),健(jian)全保護基(ji)層(ceng)(ceng)(ceng)工(gong)(gong)會(hui)干部合法權益制(zhi)度,加(jia)(jia)強(qiang)防范(fan)抵御工(gong)(gong)作,提(ti)(ti)高(gao)工(gong)(gong)會(hui)干部參(can)與協調勞(lao)(lao)動關(guan)(guan)系(xi)的(de)(de)能力。
堅(jian)持以改(gai)革創(chuang)(chuang)(chuang)(chuang)新精神推(tui)動(dong)(dong)(dong)構建(jian)(jian)和諧(xie)勞(lao)(lao)動(dong)(dong)(dong)關(guan)系。要堅(jian)持問(wen)題(ti)導向,加強對(dui)構建(jian)(jian)中(zhong)國特色和諧(xie)勞(lao)(lao)動(dong)(dong)(dong)關(guan)系理論與實踐的研(yan)究(jiu),積極推(tui)進協調勞(lao)(lao)動(dong)(dong)(dong)關(guan)系工作(zuo)制度、機制和方法創(chuang)(chuang)(chuang)(chuang)新。加強對(dui)經濟發展新常態(tai)下勞(lao)(lao)動(dong)(dong)(dong)關(guan)系熱(re)點(dian)、難點(dian)問(wen)題(ti)的研(yan)究(jiu),有針對(dui)性地(di)提出對(dui)策建(jian)(jian)議。深入推(tui)進和諧(xie)勞(lao)(lao)動(dong)(dong)(dong)關(guan)系創(chuang)(chuang)(chuang)(chuang)建(jian)(jian)活動(dong)(dong)(dong),積極推(tui)動(dong)(dong)(dong)構建(jian)(jian)和諧(xie)勞(lao)(lao)動(dong)(dong)(dong)關(guan)系綜合試驗區(qu)(市)建(jian)(jian)設(she),努力(li)探索創(chuang)(chuang)(chuang)(chuang)造(zao)更(geng)多切實可行的經驗和做(zuo)法。
