為切實(shi)(shi)將黨中(zhong)央?國務院應(ying)對國際金融危機的(de)(de)一攬子計(ji)劃落(luo)到實(shi)(shi)處,鞏固(gu)和(he)發(fa)展(zhan)當前經濟企(qi)穩(wen)向好的(de)(de)勢頭(tou),加快推動結構調整,堅決抑制部分行業(ye)的(de)(de)產能過剩和(he)重(zhong)復建設,引導新興產業(ye)有序(xu)發(fa)展(zhan),現提出以下意見:
一?部分行業產能過剩和重復建設問題需引起高度重視
為(wei)應(ying)對國際(ji)金融危機(ji)的沖擊和影響,黨中(zhong)(zhong)央(yang)?國務院(yuan)審時度勢,及時制定(ding)和實施(shi)了(le)(le)擴大(da)內需?促進經濟增(zeng)長(chang)的一攬子(zi)計劃(hua)?按照“保增(zeng)長(chang)?擴內需?調(diao)(diao)結(jie)構(gou)”的總體要求(qiu),出臺了(le)(le)鋼鐵等十個重(zhong)點產(chan)業(ye)調(diao)(diao)整和振興規劃(hua),在推動(dong)結(jie)構(gou)調(diao)(diao)整方面提出了(le)(le)控制總量?淘汰落后?兼并(bing)重(zhong)組?技(ji)術改(gai)造?自主創新等一系列對策(ce)措(cuo)施(shi),各地也相(xiang)繼出臺了(le)(le)一些扶持(chi)產(chan)業(ye)發展(zhan)的政策(ce)措(cuo)施(shi)?目前政策(ce)效應(ying)已初(chu)步(bu)顯現(xian),工業(ye)增(zeng)速穩中(zhong)(zhong)趨升,企業(ye)生產(chan)經營(ying)困難情(qing)況(kuang)有所(suo)緩解,產(chan)業(ye)發展(zhan)總體向好(hao)?
但(dan)從當前產(chan)(chan)業發(fa)展(zhan)狀況看,結構調整雖取得一(yi)定進展(zhan),但(dan)總體進展(zhan)不快,各(ge)地(di)區?各(ge)行業也(ye)(ye)不平衡?不少(shao)領域產(chan)(chan)能(neng)(neng)過(guo)剩(sheng)?重復建(jian)(jian)設(she)問(wen)題仍很突(tu)出,有的甚(shen)至(zhi)還在加劇?特別需(xu)要(yao)關注的是(shi),不僅鋼鐵?水泥等(deng)產(chan)(chan)能(neng)(neng)過(guo)剩(sheng)的傳統產(chan)(chan)業仍在盲目擴張(zhang),風電設(she)備(bei)?多晶硅(gui)等(deng)新興產(chan)(chan)業也(ye)(ye)出現(xian)了重復建(jian)(jian)設(she)傾向(xiang),一(yi)些地(di)區違法?違規審批,未批先建(jian)(jian)?邊(bian)批邊(bian)建(jian)(jian)現(xian)象又(you)有所抬(tai)頭?
(一)鋼(gang)鐵:2008年(nian)(nian)我國粗(cu)(cu)鋼(gang)產(chan)能(neng)6.6億噸,需求僅5億噸左右,約四分之一的鋼(gang)鐵及(ji)制成(cheng)品依賴國際(ji)市場?2009年(nian)(nian)上半(ban)年(nian)(nian)全(quan)行業完成(cheng)投(tou)資1405.5億元,目前在(zai)建項(xiang)目粗(cu)(cu)鋼(gang)產(chan)能(neng)5800萬噸,多數為(wei)違規建設,如不及(ji)時(shi)加以控制,粗(cu)(cu)鋼(gang)產(chan)能(neng)將超過7億噸,產(chan)能(neng)過剩矛盾將進一步加劇?
(二)水(shui)泥(ni)(ni):2008年我國水(shui)泥(ni)(ni)產(chan)能(neng)18.7億(yi)噸(dun)(dun)(dun)(dun),其中(zhong)新型(xing)干法水(shui)泥(ni)(ni)11億(yi)噸(dun)(dun)(dun)(dun),特種水(shui)泥(ni)(ni)與(yu)粉磨站產(chan)能(neng)2.7億(yi)噸(dun)(dun)(dun)(dun),落后(hou)產(chan)能(neng)約5億(yi)噸(dun)(dun)(dun)(dun),當年水(shui)泥(ni)(ni)產(chan)量14億(yi)噸(dun)(dun)(dun)(dun)?目前在(zai)建水(shui)泥(ni)(ni)生產(chan)線(xian)(xian)418條,產(chan)能(neng)6.2億(yi)噸(dun)(dun)(dun)(dun),另外還有已(yi)核準尚未開工的(de)生產(chan)線(xian)(xian)147條,產(chan)能(neng)2.1億(yi)噸(dun)(dun)(dun)(dun)?這些產(chan)能(neng)全部建成后(hou),水(shui)泥(ni)(ni)產(chan)能(neng)將達到(dao)27億(yi)噸(dun)(dun)(dun)(dun),市場需求僅為16億(yi)噸(dun)(dun)(dun)(dun),產(chan)能(neng)將嚴重過剩?
(三)平板(ban)玻(bo)璃:2008年(nian)全國平板(ban)玻(bo)璃產(chan)能6.5億(yi)重箱(xiang)(xiang),產(chan)量(liang)5.74億(yi)重箱(xiang)(xiang),約占全球(qiu)產(chan)量(liang)的(de)50%,其中浮(fu)法玻(bo)璃產(chan)量(liang)為4.79億(yi)重箱(xiang)(xiang),占平板(ban)玻(bo)璃總量(liang)的(de)80%?2009年(nian)上半年(nian)新投產(chan)13條生產(chan)線,新增產(chan)能4848萬(wan)重箱(xiang)(xiang),目前各地(di)還有30余條在建和(he)擬(ni)建浮(fu)法玻(bo)璃生產(chan)線,平板(ban)玻(bo)璃產(chan)能將超(chao)過(guo)8億(yi)重箱(xiang)(xiang),產(chan)能明顯過(guo)剩?
(四)煤(mei)(mei)化(hua)工(gong)(gong)(gong):近年來,一些(xie)煤(mei)(mei)炭資源(yuan)產地(di)(di)片面追求經(jing)濟發展速度,不顧生態環境?水(shui)資源(yuan)承載能力和現(xian)代(dai)煤(mei)(mei)化(hua)工(gong)(gong)(gong)工(gong)(gong)(gong)藝技(ji)術仍處于示(shi)范(fan)階(jie)(jie)段(duan)的(de)(de)現(xian)實,不注(zhu)重(zhong)能源(yuan)轉化(hua)效率(lv)和全生命周(zhou)期能效評價(jia),盲目發展煤(mei)(mei)化(hua)工(gong)(gong)(gong)?傳統煤(mei)(mei)化(hua)工(gong)(gong)(gong)重(zhong)復建設嚴(yan)重(zhong),產能過剩30%,在進口產品(pin)的(de)(de)沖擊下,2009年上半(ban)年甲醇裝置開(kai)工(gong)(gong)(gong)率(lv)只有40%左右?目前(qian)煤(mei)(mei)制油(you)示(shi)范(fan)工(gong)(gong)(gong)程正(zheng)處于試(shi)生產階(jie)(jie)段(duan),煤(mei)(mei)制烯烴(jing)等(deng)示(shi)范(fan)工(gong)(gong)(gong)程尚處于建設或前(qian)期工(gong)(gong)(gong)作階(jie)(jie)段(duan),但一些(xie)地(di)(di)區盲目規劃現(xian)代(dai)煤(mei)(mei)化(hua)工(gong)(gong)(gong)項目,若不及時合理引(yin)導,勢必出現(xian)“逢煤(mei)(mei)必化(hua)?遍地(di)(di)開(kai)花”的(de)(de)混亂局面?
(五)多(duo)(duo)晶(jing)硅(gui)(gui):多(duo)(duo)晶(jing)硅(gui)(gui)是(shi)信息產(chan)業(ye)(ye)(ye)和(he)光(guang)伏(fu)產(chan)業(ye)(ye)(ye)的基礎材料,屬(shu)于(yu)(yu)高耗能(neng)和(he)高污(wu)染產(chan)品?從生產(chan)工業(ye)(ye)(ye)硅(gui)(gui)到太(tai)陽能(neng)電(dian)(dian)池全過程綜合電(dian)(dian)耗約(yue)220萬(wan)千瓦(wa)時(shi)/兆(zhao)瓦(wa)?2008年我國(guo)多(duo)(duo)晶(jing)硅(gui)(gui)產(chan)能(neng)2萬(wan)噸(dun)(dun),產(chan)量4000噸(dun)(dun)左右,在建產(chan)能(neng)約(yue)8萬(wan)噸(dun)(dun),產(chan)能(neng)已明(ming)顯過剩?我國(guo)光(guang)伏(fu)發(fa)(fa)電(dian)(dian)市場(chang)發(fa)(fa)展緩慢(man),國(guo)內(nei)太(tai)陽能(neng)電(dian)(dian)池98%用于(yu)(yu)出口(kou),相當于(yu)(yu)大量輸出國(guo)內(nei)緊(jin)缺的能(neng)源?
(六)風(feng)電(dian)(dian)(dian)(dian)設(she)備:風(feng)電(dian)(dian)(dian)(dian)是(shi)國(guo)家(jia)鼓勵(li)發展(zhan)的(de)新興產業?2008年(nian)底已(yi)安(an)裝風(feng)電(dian)(dian)(dian)(dian)機(ji)組11638臺(tai),總(zong)裝機(ji)容量1217萬千(qian)(qian)瓦?近年(nian)來風(feng)電(dian)(dian)(dian)(dian)產業快速發展(zhan),出現了風(feng)電(dian)(dian)(dian)(dian)設(she)備投資一哄而上?重復(fu)引進(jin)和重復(fu)建設(she)現象?目前,我國(guo)風(feng)電(dian)(dian)(dian)(dian)機(ji)組整機(ji)制(zhi)造企業超過80家(jia),還有(you)許(xu)多企業準備進(jin)入風(feng)電(dian)(dian)(dian)(dian)裝備制(zhi)造業,2010年(nian)我國(guo)風(feng)電(dian)(dian)(dian)(dian)裝備產能將超過2000萬千(qian)(qian)瓦,而每年(nian)風(feng)電(dian)(dian)(dian)(dian)裝機(ji)規模為(wei)1000萬千(qian)(qian)瓦左右,若不及時(shi)調控和引導,產能過剩將不可避免?
此(ci)外,電解(jie)鋁(lv)?造船?大豆壓榨(zha)等行(xing)業(ye)(ye)產(chan)(chan)能(neng)(neng)過剩矛盾也十分突(tu)出,一些地區和(he)企(qi)業(ye)(ye)還在(zai)規(gui)劃新上項目?目前,全球(qiu)范(fan)圍內(nei)電解(jie)鋁(lv)供過于求,我國(guo)電解(jie)鋁(lv)產(chan)(chan)能(neng)(neng)為1800萬(wan)(wan)噸(dun),占全球(qiu)42.9%,產(chan)(chan)能(neng)(neng)利用(yong)率(lv)僅為73.2%;我國(guo)造船能(neng)(neng)力為6600萬(wan)(wan)載(zai)重(zhong)噸(dun),占全球(qiu)的36%,而2008年國(guo)內(nei)消費量(liang)僅為1000萬(wan)(wan)載(zai)重(zhong)噸(dun)左右,70%以上產(chan)(chan)量(liang)靠出口;大型鍛件存在(zai)著產(chan)(chan)能(neng)(neng)過剩的隱憂(you);化肥行(xing)業(ye)(ye)氮(dan)肥和(he)磷肥自給(gei)有余(yu),鉀肥嚴(yan)重(zhong)短缺,產(chan)(chan)業(ye)(ye)結構亟(ji)待進一步優(you)化?
必須清醒地認識到(dao),2008年第四(si)季度(du)以(yi)來我(wo)國(guo)工(gong)業(ye)(ye)(ye)生產經(jing)營(ying)出現的(de)(de)困難,一(yi)(yi)方面(mian)是國(guo)際金融危機沖擊的(de)(de)外因影響(xiang),另一(yi)(yi)方面(mian)也有(you)我(wo)國(guo)經(jing)濟發(fa)(fa)(fa)(fa)展(zhan)(zhan)方式粗放的(de)(de)內因,不(bu)(bu)少行(xing)業(ye)(ye)(ye)重復建設(she)?盲目(mu)擴(kuo)張(zhang),在外需(xu)嚴(yan)重萎縮的(de)(de)情況下產能(neng)過(guo)剩矛盾加劇(ju)?當前我(wo)國(guo)經(jing)濟回(hui)升的(de)(de)基(ji)礎還不(bu)(bu)夠(gou)穩固,應對(dui)(dui)國(guo)際金融危機取得(de)的(de)(de)成果(guo)還是初步的(de)(de)?階(jie)段性(xing)的(de)(de)?對(dui)(dui)于部分(fen)行(xing)業(ye)(ye)(ye)出現的(de)(de)產能(neng)過(guo)剩和重復建設(she),如不(bu)(bu)及時加以(yi)調控和引導,任其發(fa)(fa)(fa)(fa)展(zhan)(zhan),市場惡性(xing)競爭(zheng)難以(yi)避免,經(jing)濟效益難以(yi)提高(gao),并將導致企業(ye)(ye)(ye)倒閉或開工(gong)不(bu)(bu)足?人員下崗(gang)失(shi)業(ye)(ye)(ye)?銀行(xing)不(bu)(bu)良資產大(da)量增(zeng)加等一(yi)(yi)系(xi)列(lie)問題,不(bu)(bu)僅(jin)嚴(yan)重影響(xiang)國(guo)家擴(kuo)大(da)內需(xu)一(yi)(yi)攬子(zi)計劃的(de)(de)實施效果(guo)和來之不(bu)(bu)易的(de)(de)企穩向好的(de)(de)形(xing)勢,而且(qie)將錯失(shi)利用國(guo)際金融危機形(xing)成的(de)(de)市場形(xing)勢推動結(jie)構調整的(de)(de)歷(li)史機遇?因此,盡(jin)快抑制產能(neng)過(guo)剩和重復建設(she),把(ba)有(you)限的(de)(de)要(yao)素資源引導和配置到(dao)優化存量?培育(yu)新(xin)的(de)(de)增(zeng)長點上來,大(da)力發(fa)(fa)(fa)(fa)展(zhan)(zhan)符合市場需(xu)求的(de)(de)高(gao)新(xin)技(ji)術產業(ye)(ye)(ye)和服務業(ye)(ye)(ye),不(bu)(bu)僅(jin)對(dui)(dui)實現產業(ye)(ye)(ye)的(de)(de)良性(xing)發(fa)(fa)(fa)(fa)展(zhan)(zhan),而且(qie)對(dui)(dui)轉變發(fa)(fa)(fa)(fa)展(zhan)(zhan)方式,實現經(jing)濟社會(hui)可持續發(fa)(fa)(fa)(fa)展(zhan)(zhan)具有(you)重要(yao)的(de)(de)意(yi)義?
二?正確把握抑制產能過剩和重復建設的政策導向
當(dang)前,我國經濟正處(chu)于企(qi)穩回升的(de)關鍵時期,必(bi)(bi)須認真貫徹落實科學發展觀,進(jin)一步統一思想,增(zeng)強憂患意(yi)識,在保(bao)增(zeng)長(chang)中更加注重(zhong)推進(jin)結構(gou)調(diao)整,將(jiang)堅決抑制部分(fen)行業(ye)產(chan)(chan)能過(guo)剩和重(zhong)復(fu)建(jian)設(she)作為結構(gou)調(diao)整的(de)重(zhong)點工作抓(zhua)緊?抓(zhua)實,抓(zhua)出成(cheng)效?抑制產(chan)(chan)能過(guo)剩和重(zhong)復(fu)建(jian)設(she)所涉及的(de)行業(ye)具有很強的(de)市(shi)場性和全球資源配置(zhi)特點,既要(yao)充分(fen)發揮市(shi)場機制的(de)作用,又要(yao)輔之必(bi)(bi)要(yao)的(de)調(diao)控(kong)措施,注意(yi)把握好以下原則(ze)和產(chan)(chan)業(ye)政(zheng)策導(dao)向:

三是培(pei)育(yu)新(xin)興產(chan)(chan)(chan)業(ye)和(he)提(ti)升(sheng)傳(chuan)統產(chan)(chan)(chan)業(ye)相結(jie)合(he)?立(li)足于新(xin)一(yi)輪國際競爭和(he)可持續發展(zhan)的需要,盡快(kuai)培(pei)育(yu)一(yi)批科技含量高?發展(zhan)潛力大?帶(dai)動作用強的新(xin)興產(chan)(chan)(chan)業(ye),及時制定(ding)出臺專項產(chan)(chan)(chan)業(ye)政(zheng)策(ce)和(he)規(gui)劃,明確(que)技術裝備路線,建立(li)和(he)完善準(zhun)(zhun)(zhun)入(ru)標準(zhun)(zhun)(zhun);抓緊改造提(ti)升(sheng)傳(chuan)統產(chan)(chan)(chan)業(ye),及時修訂產(chan)(chan)(chan)業(ye)政(zheng)策(ce),提(ti)高準(zhun)(zhun)(zhun)入(ru)標準(zhun)(zhun)(zhun),對結(jie)構調(diao)整給(gei)予明確(que)產(chan)(chan)(chan)業(ye)政(zheng)策(ce)引導?
四是市(shi)場(chang)引導和宏觀調(diao)控相結合?加強(qiang)行業(ye)產(chan)銷形(xing)勢(shi)的(de)(de)監測?分析和國(guo)內外市(shi)場(chang)需求(qiu)的(de)(de)信(xin)息發(fa)布(bu),發(fa)揮(hui)市(shi)場(chang)配置資源的(de)(de)基礎性作用(yong)(yong);綜(zong)合運用(yong)(yong)法律?經(jing)濟?技術?標準以及(ji)必要的(de)(de)行政手段(duan),協(xie)調(diao)產(chan)業(ye)?環保?土地和金融(rong)政策,形(xing)成抑(yi)制產(chan)能過剩?引導產(chan)業(ye)健康發(fa)展的(de)(de)合力;同時(shi),堅(jian)持深化(hua)改革,標本兼治,通過體制機制創(chuang)新解決重復建(jian)設的(de)(de)深層次矛盾?

鋼(gang)(gang)(gang)鐵:充分利用當前(qian)(qian)(qian)市場倒逼機制,在減少或不增加(jia)(jia)產能的前(qian)(qian)(qian)提下,通過淘(tao)(tao)汰落后?聯合重(zhong)組和城(cheng)市鋼(gang)(gang)(gang)廠搬遷,加(jia)(jia)快(kuai)結構調整和技術進步,推動(dong)鋼(gang)(gang)(gang)鐵工業實(shi)現由大到強(qiang)的轉(zhuan)變?不再(zai)核準和支持單純新建?擴建產能的鋼(gang)(gang)(gang)鐵項目?嚴禁各地借等量淘(tao)(tao)汰落后產能之名,避開國家環(huan)保(bao)?土地和投(tou)資主(zhu)管部(bu)門的監管?審(shen)批,自(zi)行建設(she)鋼(gang)(gang)(gang)鐵項目?重(zhong)點支持有條(tiao)件的大型鋼(gang)(gang)(gang)鐵企(qi)業發展百萬千(qian)瓦火電及(ji)(ji)核電用特厚板和高壓鍋爐(lu)(lu)管?25萬千(qian)伏安以(yi)上變壓器用高磁感低鐵損取(qu)向硅鋼(gang)(gang)(gang)?高檔工模具鋼(gang)(gang)(gang)等關鍵(jian)品(pin)種?盡(jin)快(kuai)完(wan)善建筑用鋼(gang)(gang)(gang)標(biao)(biao)準及(ji)(ji)設(she)計規范,加(jia)(jia)快(kuai)淘(tao)(tao)汰強(qiang)度(du)335兆(zhao)帕以(yi)下熱軋帶肋鋼(gang)(gang)(gang)筋,推廣強(qiang)度(du)400兆(zhao)帕及(ji)(ji)以(yi)上鋼(gang)(gang)(gang)筋,促進建筑鋼(gang)(gang)(gang)材升級換代?2011年底前(qian)(qian)(qian),堅(jian)決淘(tao)(tao)汰400立方米(mi)及(ji)(ji)以(yi)下高爐(lu)(lu)?30噸(dun)(dun)及(ji)(ji)以(yi)下轉(zhuan)爐(lu)(lu)和電爐(lu)(lu),碳鋼(gang)(gang)(gang)企(qi)業噸(dun)(dun)鋼(gang)(gang)(gang)綜合能耗(hao)應低于(yu)620千(qian)克(ke)標(biao)(biao)準煤,噸(dun)(dun)鋼(gang)(gang)(gang)耗(hao)用新水(shui)量低于(yu)5噸(dun)(dun),噸(dun)(dun)鋼(gang)(gang)(gang)煙(yan)粉塵(chen)排放(fang)量低于(yu)1.0千(qian)克(ke),噸(dun)(dun)鋼(gang)(gang)(gang)二氧(yang)化(hua)硫排放(fang)量低于(yu)1.8千(qian)克(ke),二次能源(yuan)基本實(shi)現100%回收利用?

(五)嚴格(ge)項(xiang)(xiang)(xiang)(xiang)目(mu)(mu)(mu)審(shen)批管理(li)?各級投(tou)(tou)資主管部門要進一步加強鋼鐵?水泥?平板(ban)玻璃?煤化(hua)工(gong)?多晶硅?風電(dian)設備等產(chan)能(neng)過剩(sheng)(sheng)行業項(xiang)(xiang)(xiang)(xiang)目(mu)(mu)(mu)審(shen)批管理(li),原則上(shang)不(bu)(bu)再批準(zhun)擴大產(chan)能(neng)的項(xiang)(xiang)(xiang)(xiang)目(mu)(mu)(mu),不(bu)(bu)得下放審(shen)批權限,嚴禁化(hua)整為(wei)零?違規審(shen)批?嚴格(ge)防止各級政(zheng)府的財政(zheng)性資金流向產(chan)能(neng)過剩(sheng)(sheng)行業的擴大產(chan)能(neng)項(xiang)(xiang)(xiang)(xiang)目(mu)(mu)(mu)?盡快(kuai)修訂完(wan)善政(zheng)府投(tou)(tou)資項(xiang)(xiang)(xiang)(xiang)目(mu)(mu)(mu)核準(zhun)目(mu)(mu)(mu)錄(lu),在(zai)新的核準(zhun)目(mu)(mu)(mu)錄(lu)出臺前,上(shang)述產(chan)能(neng)過剩(sheng)(sheng)行業確有必要建(jian)設的項(xiang)(xiang)(xiang)(xiang)目(mu)(mu)(mu),需報國(guo)家發展改革委組織論證和核準(zhun)?
(六)做好企(qi)(qi)業兼并重組(zu)工(gong)作(zuo)?產能過剩行業企(qi)(qi)業兼并和(he)(he)聯合重組(zu)的任務十分緊迫和(he)(he)艱巨,結(jie)構調整?控制(zhi)總量和(he)(he)淘汰(tai)落后產能均需(xu)要(yao)企(qi)(qi)業組(zu)織結(jie)構進行相應的調整?要(yao)抓(zhua)緊建立科學(xue)規范?行之(zhi)有效的工(gong)作(zuo)程序,同時(shi)要(yao)扎實(shi)做好企(qi)(qi)業改組(zu)?改制(zhi)中的思(si)想政治工(gong)作(zuo),切(qie)實(shi)維護群眾利(li)益,保持社會穩(wen)定,防止國有資(zi)產流失?按照重點產業調整和(he)(he)振興規劃要(yao)求,盡快制(zhi)定出臺加快企(qi)(qi)業兼并重組(zu)的指導意(yi)見?
(七)建立(li)信(xin)息(xi)發(fa)布(bu)(bu)制度(du)?發(fa)展改革委會(hui)(hui)同有關(guan)部(bu)門,建立(li)部(bu)門聯合發(fa)布(bu)(bu)信(xin)息(xi)制度(du),加(jia)強行業(ye)(ye)產(chan)能及(ji)產(chan)能利用率的統一監測,適時(shi)向(xiang)社會(hui)(hui)發(fa)布(bu)(bu)產(chan)業(ye)(ye)政策導向(xiang)及(ji)產(chan)業(ye)(ye)規模?社會(hui)(hui)需(xu)求(qiu)?生(sheng)產(chan)銷售庫存?淘(tao)汰落(luo)后?企(qi)業(ye)(ye)重組?污(wu)染(ran)排放等信(xin)息(xi)?充分發(fa)揮行業(ye)(ye)協會(hui)(hui)作(zuo)用,及(ji)時(shi)反映行業(ye)(ye)問題(ti)和企(qi)業(ye)(ye)訴(su)求(qiu),為企(qi)業(ye)(ye)提(ti)(ti)供信(xin)息(xi)服務,引導企(qi)業(ye)(ye)和投資者落(luo)實國家產(chan)業(ye)(ye)政策和行業(ye)(ye)發(fa)展規劃,加(jia)強行業(ye)(ye)自律,提(ti)(ti)高行業(ye)(ye)整體素質?
(八)實行(xing)(xing)(xing)(xing)(xing)問(wen)責(ze)制(zhi)?地(di)方(fang)各(ge)級人(ren)民政(zheng)府不得強制(zhi)企業(ye)投(tou)資低(di)水平產(chan)能(neng)過剩行(xing)(xing)(xing)(xing)(xing)業(ye)?政(zheng)府各(ge)有(you)關(guan)(guan)部門及金(jin)融機(ji)構要(yao)(yao)認真(zhen)履行(xing)(xing)(xing)(xing)(xing)職責(ze),依法依紀把好土地(di)關(guan)(guan)?環保關(guan)(guan)?信(xin)(xin)貸關(guan)(guan)?產(chan)業(ye)政(zheng)策(ce)(ce)關(guan)(guan)和(he)項目審批(核(he)準)關(guan)(guan),并加強政(zheng)策(ce)(ce)研究?信(xin)(xin)息共享和(he)工作(zuo)協調(diao),形成合力,有(you)效(xiao)抑制(zhi)部分行(xing)(xing)(xing)(xing)(xing)業(ye)產(chan)能(neng)過剩和(he)重復建設,引導(dao)(dao)產(chan)業(ye)健康發(fa)展,促進結構調(diao)整(zheng)和(he)發(fa)展方(fang)式轉變?要(yao)(yao)按照《中共中央辦公廳(ting)(ting)國務院辦公廳(ting)(ting)印發(fa)<關(guan)(guan)于實行(xing)(xing)(xing)(xing)(xing)黨(dang)政(zheng)領導(dao)(dao)干部問(wen)責(ze)的(de)暫行(xing)(xing)(xing)(xing)(xing)規(gui)定>的(de)通(tong)知》(中辦發(fa)〔2009〕25號(hao))的(de)有(you)關(guan)(guan)要(yao)(yao)求,對(dui)違反國家土地(di)?環保法律(lv)法規(gui)和(he)信(xin)(xin)貸政(zheng)策(ce)(ce)?產(chan)業(ye)政(zheng)策(ce)(ce)規(gui)定,工作(zuo)嚴重失(shi)職或失(shi)誤(wu)造成重大損失(shi)或惡劣影響的(de)行(xing)(xing)(xing)(xing)(xing)為(wei)要(yao)(yao)進行(xing)(xing)(xing)(xing)(xing)問(wen)責(ze),嚴肅(su)處(chu)理?
(九)深(shen)化體制(zhi)(zhi)改革?要著眼于推進(jin)(jin)產(chan)業結構調整(zheng)以及解(jie)決長期困擾我國(guo)產(chan)業良(liang)性(xing)發(fa)展的(de)深(shen)層次矛盾(dun),進(jin)(jin)一步深(shen)化財稅(shui)體制(zhi)(zhi)?投融資體制(zhi)(zhi)?價格體制(zhi)(zhi)?社(she)會(hui)保障體制(zhi)(zhi)等方面(mian)的(de)改革,完善干部考核制(zhi)(zhi)度,形成(cheng)有力(li)促進(jin)(jin)經濟(ji)結構戰(zhan)略性(xing)調整(zheng),推動我國(guo)工(gong)業實現由大到(dao)強轉變的(de)體制(zhi)(zhi)環境?
