近日,中(zhong)央紀(ji)委國(guo)(guo)家監(jian)委網(wang)站公(gong)(gong)布(bu)了2019年5月全(quan)國(guo)(guo)查(cha)(cha)處(chu)違(wei)反中(zhong)央八項規定精神問題(ti)(ti)(ti)(ti)情(qing)況(kuang)。數據顯示(shi),今年以來,截至5月底(di),全(quan)國(guo)(guo)查(cha)(cha)處(chu)違(wei)規公(gong)(gong)款吃喝(he)問題(ti)(ti)(ti)(ti)2906起、處(chu)理4496人(ren)、給予黨紀(ji)政務處(chu)分3192人(ren),均(jun)居(ju)查(cha)(cha)處(chu)總數第(di)三位,說明違(wei)規公(gong)(gong)款吃喝(he)問題(ti)(ti)(ti)(ti)仍(reng)比(bi)較突(tu)出。對此(ci),各級紀(ji)檢(jian)監(jian)察(cha)機關以問題(ti)(ti)(ti)(ti)為導向,一方面重(zhong)拳(quan)出擊嚴查(cha)(cha)違(wei)規公(gong)(gong)款吃喝(he)問題(ti)(ti)(ti)(ti),另一方面堅持標(biao)本兼治,注(zhu)重(zhong)發(fa)揮監(jian)督(du)職能,推動主責部門查(cha)(cha)找“病灶”、建立(li)健全(quan)制度(du),堵住(zhu)公(gong)(gong)款吃喝(he)的(de)嘴。
從近(jin)期通報曝光的典型案例(li)看(kan),違規公款吃喝有以下(xia)幾(ji)種現象值得警惕(ti)——
現象一:走“暗門”銷賬,公務接待上高檔酒水
公(gong)務接待有明文規(gui)定,嚴禁上高(gao)檔(dang)(dang)酒水(shui)。少(shao)數公(gong)職(zhi)人(ren)員通過“做大支出、做多人(ren)員”、拆分單據、虛列(lie)會(hui)議、套取資金等方(fang)式,走“暗門(men)”銷賬,為公(gong)務接待提供高(gao)檔(dang)(dang)酒水(shui)。比如(ru),河(he)南省氣(qi)象局原局長(chang)趙國強等人(ren)在洛陽調研期間,接受超標準(zhun)接待,其中違規(gui)飲用(yong)3瓶高(gao)檔(dang)(dang)白酒共計(ji)3930元,洛陽市(shi)氣(qi)象局采取拆分單據、虛列(lie)會(hui)議費等方(fang)式公(gong)款報(bao)銷;湖南省長(chang)沙市(shi)望(wang)城區大澤湖街道黨工委書記(ji)譚(tan)志龍違規(gui)安排采購6瓶總價(jia)2.55萬(wan)元的高(gao)檔(dang)(dang)白酒用(yong)于接待,分3次虛列(lie)開支報(bao)銷費用(yong)。
為狠剎(cha)這股歪風,各地結合實際用制度管、靠常態抓,推動(dong)廣大(da)黨員干(gan)部把(ba)“推杯(bei)”“拒(ju)酒(jiu)(jiu)(jiu)”轉化為思想自覺和行動(dong)自覺。比(bi)如,貴(gui)州省出臺規定(ding)(ding),全(quan)省范圍(wei)內的公務活(huo)(huo)動(dong),一(yi)律禁止提(ti)供(gong)任(ren)何酒(jiu)(jiu)(jiu)類(lei)(lei),一(yi)律不(bu)得飲(yin)(yin)用任(ren)何單位(wei)和個(ge)人提(ti)供(gong)的任(ren)何酒(jiu)(jiu)(jiu)類(lei)(lei),包(bao)括(kuo)私人自帶的酒(jiu)(jiu)(jiu)類(lei)(lei);全(quan)省范圍(wei)內的公務活(huo)(huo)動(dong),一(yi)律禁止公款贈送任(ren)何酒(jiu)(jiu)(jiu)類(lei)(lei);在(zai)工作時間(jian)內和工作日午間(jian),一(yi)律不(bu)準(zhun)飲(yin)(yin)酒(jiu)(jiu)(jiu)。江蘇省印發通(tong)知,規定(ding)(ding)除外(wai)事接(jie)待按有關規定(ding)(ding)執行外(wai),全(quan)省公務接(jie)待和商務接(jie)待一(yi)律禁止飲(yin)(yin)酒(jiu)(jiu)(jiu)和含酒(jiu)(jiu)(jiu)精飲(yin)(yin)料;全(quan)省黨政機關和事業單位(wei)嚴格禁止使用公款購買各種(zhong)酒(jiu)(jiu)(jiu)類(lei)(lei)飲(yin)(yin)品。
現象二:把公函當作吃喝“通行證”,用合規形式掩蓋違規問題
公(gong)(gong)務接待要求憑函接待,嚴禁將非公(gong)(gong)務活動(dong)納入接待范圍。有的公(gong)(gong)職人員把公(gong)(gong)函當作吃喝(he)“通行證”,公(gong)(gong)款吃喝(he)后(hou)頂格報(bao)(bao)銷(xiao)、一(yi)函多(duo)餐、化整為零、互換(huan)公(gong)(gong)函、使用(yong)“空(kong)白函”等,違規報(bao)(bao)銷(xiao)費(fei)用(yong)。比(bi)如,湖北省潛江市物價(jia)局黨(dang)組副書記鄒祖建4次違規組織、參(can)與公(gong)(gong)款吃喝(he),使用(yong)空(kong)白公(gong)(gong)函編造接待事由報(bao)(bao)銷(xiao)上述費(fei)用(yong)。
變異“四風”隱入公函(han)(han),讓公務(wu)(wu)接(jie)待(dai)管(guan)(guan)(guan)理(li)(li)規(gui)定形同(tong)虛設。各地(di)抓(zhua)住問題不放,通過建(jian)立(li)健(jian)全公務(wu)(wu)接(jie)待(dai)管(guan)(guan)(guan)理(li)(li)制(zhi)(zhi)(zhi)度(du)和(he)公函(han)(han)審批(pi)(pi)制(zhi)(zhi)(zhi)度(du)、加強財務(wu)(wu)人(ren)員監管(guan)(guan)(guan)、做細(xi)做實監督(du),全面堵塞公函(han)(han)管(guan)(guan)(guan)理(li)(li)漏洞。比(bi)如,甘肅(su)省(sheng)出臺黨(dang)政機(ji)關公務(wu)(wu)接(jie)待(dai)管(guan)(guan)(guan)理(li)(li)辦法(fa),嚴(yan)格(ge)落實接(jie)待(dai)清單(dan)制(zhi)(zhi)(zhi)度(du),堅決杜絕無公函(han)(han)接(jie)待(dai),嚴(yan)控公務(wu)(wu)接(jie)待(dai)費用支出;湖北省(sheng)恩施州督(du)促(cu)財政部門開展財經紀律培訓(xun),壓(ya)實主體責任,建(jian)立(li)健(jian)全派出公函(han)(han)審批(pi)(pi)制(zhi)(zhi)(zhi)度(du)和(he)登記臺賬制(zhi)(zhi)(zhi)度(du),專人(ren)開具、專人(ren)管(guan)(guan)(guan)理(li)(li),讓每張公函(han)(han)有跡可(ke)循;浙(zhe)江省(sheng)岱(dai)山縣紀委(wei)(wei)監委(wei)(wei)借助進出島實名(ming)制(zhi)(zhi)(zhi)購票系統(tong),提高監督(du)執紀效率(lv),精準查處偽造(zao)公函(han)(han)問題。
現象三:“不吃公款吃老板”,違規接受管理服務對象吃請
為“掩人(ren)耳目(mu)”,吃(chi)喝費用(yong)(yong)報銷“移花接(jie)木(mu)”。有的以公務(wu)名義向下屬(shu)單位轉嫁、攤派(pai)公款吃(chi)喝費用(yong)(yong);有的利(li)用(yong)(yong)職務(wu)之便(bian),將違規吃(chi)喝費用(yong)(yong)轉嫁給相關(guan)企業;有的利(li)用(yong)(yong)工作(zuo)關(guan)系,到管(guan)理服務(wu)對(dui)象單位食堂等接(jie)受吃(chi)請(qing)。比(bi)如,寧夏回族自治區科技廳原廳長馬清(qing)貴,多(duo)次在北京個人(ren)用(yong)(yong)餐或接(jie)待用(yong)(yong)餐簽單記賬,消費1.73萬元(yuan),由下屬(shu)公司支付;安(an)徽省亳州市生態環境(jing)局副調研員劉朝中,帶隊對(dui)宣(xuan)城市開展督查(cha)期間,先后3次違規接(jie)受被督查(cha)單位、企業組織(zhi)的宴請(qing)。
針對“不(bu)(bu)吃公(gong)款吃老板”等問題,各地不(bu)(bu)斷壓實(shi)責任,查找癥結,推動細化管理(li)制(zhi)度,堵塞漏洞(dong),防治隱(yin)形變異(yi)公(gong)款吃喝歪(wai)風。比如,山東(dong)省煙(yan)臺市出臺意見,要求市直(zhi)主(zhu)管部(bu)門(men)在財(cai)務管理(li)、內部(bu)控制(zhi)、監(jian)(jian)督(du)檢查等10個方面,進一步(bu)加強對所(suo)屬(shu)單位財(cai)務監(jian)(jian)管,消(xiao)除(chu)主(zhu)管部(bu)門(men)監(jian)(jian)管“盲區”;廣東(dong)省廣州市出臺規(gui)定,明確要求黨政機關、國有企事(shi)業(ye)(ye)單位黨員干部(bu)在與非公(gong)有制(zhi)企業(ye)(ye)及(ji)其負責人交往中不(bu)(bu)得接受宴(yan)請、健身、旅(lv)游(you)活動安排,進一步(bu)規(gui)范政商交往行為,培育(yu)“親(qin)、清”政商關系文(wen)化。
此外,紀檢(jian)監(jian)察(cha)機關還不斷督(du)促相關職能部門(men)規(gui)范(fan)公務接(jie)(jie)待(dai)(dai)標(biao)準和(he)程序,出臺(tai)會(hui)議(yi)培(pei)訓管(guan)理規(gui)定(ding)等(deng),逐(zhu)步(bu)扎緊制度的籠子,整治“舌尖上的腐敗”。比如,福建省(sheng)(sheng)廈門(men)市研(yan)究制定(ding)公務接(jie)(jie)待(dai)(dai)開支(zhi)(zhi)標(biao)準,從主管(guan)部門(men)、接(jie)(jie)待(dai)(dai)對象、接(jie)(jie)待(dai)(dai)標(biao)準、審批程序、監(jian)督(du)檢(jian)查等(deng)7個(ge)方面進行明確;黑龍江省(sheng)(sheng)出臺(tai)會(hui)議(yi)費管(guan)理辦法,嚴禁借會(hui)議(yi)名義組(zu)織安(an)排會(hui)餐(can)或(huo)宴(yan)請(qing)、嚴禁在會(hui)議(yi)費中(zhong)列支(zhi)(zhi)公務接(jie)(jie)待(dai)(dai)費,堅決堵(du)塞(sai)制度漏洞。(中(zhong)央紀委國(guo)家(jia)監(jian)委網站 趙(zhao)國(guo)利)
