為了深入貫徹(che)落(luo)實黨的(de)十(shi)七大和(he)(he)(he)十(shi)七屆(jie)三中、四中、五(wu)中全(quan)會(hui)精神(shen),扎實推進社(she)會(hui)主義核心價值體系建設,為國(guo)有及國(guo)有控股企業(ye)(以下(xia)簡稱國(guo)有企業(ye))改革發展、和(he)(he)(he)諧(xie)穩定(ding)提供(gong)強大精神(shen)動(dong)力和(he)(he)(he)思(si)想保證,現就加強和(he)(he)(he)改進新形勢(shi)下(xia)國(guo)有企業(ye)思(si)想政(zheng)治工作提出如下(xia)意見。
一、加強和改進新形勢下國有企業思想政治工作的重要意義和總體要求
1.國(guo)有(you)(you)企業(ye)(ye)(ye)(ye)思(si)想(xiang)政(zheng)治工(gong)(gong)作(zuo)(zuo)在黨(dang)和(he)(he)(he)國(guo)家工(gong)(gong)作(zuo)(zuo)全局中的重(zhong)(zhong)要(yao)地位和(he)(he)(he)作(zuo)(zuo)用(yong)。國(guo)有(you)(you)企業(ye)(ye)(ye)(ye)是(shi)全面建設小康社(she)會的重(zhong)(zhong)要(yao)力量,是(shi)中國(guo)特色(se)社(she)會主義(yi)的重(zhong)(zhong)要(yao)支柱,是(shi)我們黨(dang)執政(zheng)的重(zhong)(zhong)要(yao)基礎。思(si)想(xiang)政(zheng)治工(gong)(gong)作(zuo)(zuo)是(shi)國(guo)有(you)(you)企業(ye)(ye)(ye)(ye)的優良傳統和(he)(he)(he)政(zheng)治優勢(shi),是(shi)國(guo)有(you)(you)企業(ye)(ye)(ye)(ye)改(gai)革發(fa)(fa)展(zhan)穩定(ding)的有(you)(you)力保證,是(shi)中國(guo)特色(se)現代(dai)國(guo)有(you)(you)企業(ye)(ye)(ye)(ye)制度的鮮明特征。改(gai)革開(kai)放以來,國(guo)有(you)(you)企業(ye)(ye)(ye)(ye)思(si)想(xiang)政(zheng)治工(gong)(gong)作(zuo)(zuo)在改(gai)進(jin)中加強、在創新中提高,在學(xue)習宣傳貫徹黨(dang)的理論路線(xian)方(fang)針政(zheng)策(ce),提高干部職工(gong)(gong)思(si)想(xiang)道德素質、科學(xue)文化素質和(he)(he)(he)健(jian)康素質,保證和(he)(he)(he)服務企業(ye)(ye)(ye)(ye)改(gai)革發(fa)(fa)展(zhan)等方(fang)面發(fa)(fa)揮了重(zhong)(zhong)要(yao)作(zuo)(zuo)用(yong)。加強和(he)(he)(he)改(gai)進(jin)新形勢(shi)下國(guo)有(you)(you)企業(ye)(ye)(ye)(ye)思(si)想(xiang)政(zheng)治工(gong)(gong)作(zuo)(zuo),對于堅持工(gong)(gong)人階級的主人翁地位、充分調動(dong)廣大干部職工(gong)(gong)的積極性主動(dong)性創造性,對于提升企業(ye)(ye)(ye)(ye)核(he)心競(jing)爭(zheng)力、確(que)保企業(ye)(ye)(ye)(ye)又好又快發(fa)(fa)展(zhan),對于推(tui)動(dong)社(she)會主義(yi)核(he)心價值體(ti)系建設、構(gou)建社(she)會主義(yi)和(he)(he)(he)諧社(she)會,具有(you)(you)十分重(zhong)(zhong)要(yao)的意義(yi)。
2.加(jia)強和(he)(he)改(gai)進(jin)新形勢(shi)下(xia)國(guo)有(you)企(qi)業(ye)(ye)思(si)(si)想政治工(gong)(gong)(gong)(gong)(gong)作(zuo)(zuo)的必要(yao)性(xing)緊迫性(xing)。當前,國(guo)有(you)企(qi)業(ye)(ye)所處的社(she)會(hui)環境、經(jing)營環境發生很(hen)大(da)變(bian)化,公(gong)司制(zhi)股份(fen)制(zhi)改(gai)革(ge)和(he)(he)用工(gong)(gong)(gong)(gong)(gong)制(zhi)度(du)改(gai)革(ge)日益深化,農民工(gong)(gong)(gong)(gong)(gong)、勞務(wu)派遣(qian)人(ren)員等職(zhi)工(gong)(gong)(gong)(gong)(gong)群體大(da)量涌現(xian),職(zhi)工(gong)(gong)(gong)(gong)(gong)隊伍(wu)結構呈現(xian)出新變(bian)化新特(te)(te)點(dian),職(zhi)工(gong)(gong)(gong)(gong)(gong)思(si)(si)想觀念多元多樣(yang)多變(bian)趨勢(shi)明(ming)顯(xian)。與新形勢(shi)新任務(wu)的要(yao)求相比,國(guo)有(you)企(qi)業(ye)(ye)思(si)(si)想政治工(gong)(gong)(gong)(gong)(gong)作(zuo)(zuo)還存在許多薄弱環節,如工(gong)(gong)(gong)(gong)(gong)作(zuo)(zuo)覆蓋不(bu)(bu)到位、工(gong)(gong)(gong)(gong)(gong)作(zuo)(zuo)體制(zhi)機制(zhi)不(bu)(bu)順、工(gong)(gong)(gong)(gong)(gong)作(zuo)(zuo)方(fang)式方(fang)法簡(jian)單、陣地設(she)施建設(she)不(bu)(bu)足、經(jing)費保障不(bu)(bu)力(li)、隊伍(wu)素質(zhi)有(you)待提(ti)高等,特(te)(te)別是一些地方(fang)和(he)(he)企(qi)業(ye)(ye)不(bu)(bu)同程(cheng)度(du)地存在著忽視、削(xue)弱思(si)(si)想政治工(gong)(gong)(gong)(gong)(gong)作(zuo)(zuo)的現(xian)象。這就(jiu)迫切要(yao)求各級黨(dang)(dang)委、政府(fu)和(he)(he)國(guo)有(you)企(qi)業(ye)(ye)黨(dang)(dang)組織從(cong)維護改(gai)革(ge)發展穩定(ding)大(da)局的高度(du),充分(fen)認識(shi)加(jia)強和(he)(he)改(gai)進(jin)新形勢(shi)下(xia)國(guo)有(you)企(qi)業(ye)(ye)思(si)(si)想政治工(gong)(gong)(gong)(gong)(gong)作(zuo)(zuo)的必要(yao)性(xing)緊迫性(xing),進(jin)一步增(zeng)強做好國(guo)有(you)企(qi)業(ye)(ye)思(si)(si)想政治工(gong)(gong)(gong)(gong)(gong)作(zuo)(zuo)的責(ze)任感(gan)和(he)(he)使(shi)命感(gan)。
3.加強(qiang)和(he)改(gai)進(jin)(jin)新(xin)(xin)形(xing)勢下國有(you)企(qi)業(ye)(ye)思(si)(si)想政治工(gong)作(zuo)的(de)(de)總體要求(qiu)。高舉中國特色(se)社會主義偉大旗幟,以鄧小(xiao)平(ping)理(li)論和(he)“三個代表”重要思(si)(si)想為指導,深入貫徹落實(shi)科學發(fa)展(zhan)觀,緊(jin)(jin)(jin)緊(jin)(jin)(jin)圍繞黨和(he)國家工(gong)作(zuo)大局(ju),緊(jin)(jin)(jin)緊(jin)(jin)(jin)圍繞建設社會主義核心(xin)價(jia)值(zhi)體系,緊(jin)(jin)(jin)密結合企(qi)業(ye)(ye)生(sheng)產經營、改(gai)革發(fa)展(zhan)中心(xin)任務,堅持(chi)解(jie)放思(si)(si)想、實(shi)事求(qiu)是(shi)、與時俱進(jin)(jin)、開拓創新(xin)(xin),堅持(chi)黨的(de)(de)全(quan)心(xin)全(quan)意依靠工(gong)人(ren)階級根(gen)本(ben)方針,堅持(chi)以人(ren)為本(ben)、尊重人(ren)理(li)解(jie)人(ren)關(guan)心(xin)人(ren),堅持(chi)把解(jie)決思(si)(si)想問題(ti)與解(jie)決實(shi)際問題(ti)結合起來,貼(tie)近(jin)(jin)實(shi)際、貼(tie)近(jin)(jin)生(sheng)活、貼(tie)近(jin)(jin)群眾,創新(xin)(xin)內容形(xing)式、創新(xin)(xin)方法手段、創新(xin)(xin)體制機制,努力提高國有(you)企(qi)業(ye)(ye)思(si)(si)想政治工(gong)作(zuo)科學化(hua)水(shui)平(ping),培養和(he)造就有(you)理(li)想、有(you)道德(de)、有(you)文化(hua)、有(you)紀律的(de)(de)社會主義勞(lao)動者,為推(tui)動企(qi)業(ye)(ye)科學發(fa)展(zhan)、促進(jin)(jin)社會和(he)諧穩定作(zuo)出新(xin)(xin)貢(gong)獻(xian)。
4.把改(gai)(gai)革(ge)創(chuang)(chuang)新(xin)(xin)貫穿于(yu)加強和改(gai)(gai)進新(xin)(xin)形(xing)勢(shi)下國(guo)有企(qi)業(ye)思想政(zheng)(zheng)治(zhi)(zhi)工(gong)(gong)(gong)作(zuo)(zuo)全過程。我們黨歷來(lai)高度重視(shi)(shi)國(guo)有企(qi)業(ye)思想政(zheng)(zheng)治(zhi)(zhi)工(gong)(gong)(gong)作(zuo)(zuo),在(zai)長期實踐中(zhong)積累了許(xu)多好(hao)經(jing)驗好(hao)做法,必須(xu)大(da)(da)力(li)(li)繼承(cheng)和發(fa)(fa)揚。同時,要(yao)(yao)結合形(xing)勢(shi)任務的(de)(de)(de)(de)(de)(de)發(fa)(fa)展(zhan)變化(hua),研究新(xin)(xin)情況,解決新(xin)(xin)問(wen)題,創(chuang)(chuang)造新(xin)(xin)經(jing)驗,增強工(gong)(gong)(gong)作(zuo)(zuo)針對性(xing)實效性(xing)和吸引力(li)(li)感(gan)染力(li)(li)。要(yao)(yao)適應經(jing)濟基礎、體(ti)制環境、社(she)會(hui)(hui)條件和傳(chuan)播方式深刻變化(hua)的(de)(de)(de)(de)(de)(de)新(xin)(xin)形(xing)勢(shi),以(yi)時代的(de)(de)(de)(de)(de)(de)眼(yan)光審視(shi)(shi)國(guo)有企(qi)業(ye)思想政(zheng)(zheng)治(zhi)(zhi)工(gong)(gong)(gong)作(zuo)(zuo)的(de)(de)(de)(de)(de)(de)實踐發(fa)(fa)展(zhan),以(yi)改(gai)(gai)革(ge)的(de)(de)(de)(de)(de)(de)思路尋求加強和改(gai)(gai)進工(gong)(gong)(gong)作(zuo)(zuo)的(de)(de)(de)(de)(de)(de)新(xin)(xin)途徑(jing)新(xin)(xin)辦法,不斷豐富工(gong)(gong)(gong)作(zuo)(zuo)的(de)(de)(de)(de)(de)(de)內(nei)涵外延。要(yao)(yao)適應職(zhi)(zhi)工(gong)(gong)(gong)群眾(zhong)(zhong)(zhong)接受心理的(de)(de)(de)(de)(de)(de)新(xin)(xin)特點,廣(guang)(guang)泛運用(yong)宣(xuan)講報告、展(zhan)覽展(zhan)示、文體(ti)活動、影視(shi)(shi)片等群眾(zhong)(zhong)(zhong)喜聞樂見、形(xing)象生動的(de)(de)(de)(de)(de)(de)教育(yu)(yu)形(xing)式,把思想性(xing)、知(zhi)識性(xing)、趣味性(xing)統(tong)一起來(lai)。要(yao)(yao)適應大(da)(da)眾(zhong)(zhong)(zhong)傳(chuan)媒特別是互聯網、手機等新(xin)(xin)興媒體(ti)廣(guang)(guang)泛普(pu)及的(de)(de)(de)(de)(de)(de)新(xin)(xin)趨勢(shi),有效利用(yong)職(zhi)(zhi)工(gong)(gong)(gong)群眾(zhong)(zhong)(zhong)經(jing)常接觸(chu)、便于(yu)接受的(de)(de)(de)(de)(de)(de)傳(chuan)播渠(qu)道,更好(hao)地發(fa)(fa)揮大(da)(da)眾(zhong)(zhong)(zhong)傳(chuan)媒在(zai)職(zhi)(zhi)工(gong)(gong)(gong)思想政(zheng)(zheng)治(zhi)(zhi)工(gong)(gong)(gong)作(zuo)(zuo)中(zhong)的(de)(de)(de)(de)(de)(de)作(zuo)(zuo)用(yong)。要(yao)(yao)適應職(zhi)(zhi)工(gong)(gong)(gong)群眾(zhong)(zhong)(zhong)主體(ti)意識、參與意識日益增強的(de)(de)(de)(de)(de)(de)新(xin)(xin)變化(hua),多搭建(jian)職(zhi)(zhi)工(gong)(gong)(gong)群眾(zhong)(zhong)(zhong)樂于(yu)參與、便于(yu)參與的(de)(de)(de)(de)(de)(de)活動平臺,吸引職(zhi)(zhi)工(gong)(gong)(gong)群眾(zhong)(zhong)(zhong)廣(guang)(guang)泛參與,加強自我教育(yu)(yu)。要(yao)(yao)適應“單位人”向(xiang)“社(she)會(hui)(hui)人”轉變的(de)(de)(de)(de)(de)(de)新(xin)(xin)情況,注(zhu)重發(fa)(fa)揮街道(社(she)區)組織(zhi)的(de)(de)(de)(de)(de)(de)作(zuo)(zuo)用(yong),形(xing)成做好(hao)職(zhi)(zhi)工(gong)(gong)(gong)思想政(zheng)(zheng)治(zhi)(zhi)工(gong)(gong)(gong)作(zuo)(zuo)的(de)(de)(de)(de)(de)(de)合力(li)(li)。
二、加強和改進新形勢下國有企業思想政治工作的主要任務
5.推(tui)進社(she)會(hui)(hui)主(zhu)(zhu)義(yi)(yi)核(he)心(xin)價(jia)值(zhi)體(ti)系的(de)(de)學(xue)習(xi)教(jiao)育(yu),堅(jian)定干(gan)部職(zhi)工(gong)對(dui)中(zhong)(zhong)國(guo)(guo)(guo)特(te)色(se)社(she)會(hui)(hui)主(zhu)(zhu)義(yi)(yi)的(de)(de)信(xin)念(nian)。要把(ba)社(she)會(hui)(hui)主(zhu)(zhu)義(yi)(yi)核(he)心(xin)價(jia)值(zhi)體(ti)系貫穿于國(guo)(guo)(guo)有企業思想(xiang)政治工(gong)作各個方面(mian),堅(jian)持不懈地開展中(zhong)(zhong)國(guo)(guo)(guo)特(te)色(se)社(she)會(hui)(hui)主(zhu)(zhu)義(yi)(yi)理論體(ti)系宣傳(chuan)(chuan)普(pu)及(ji)活動,深入學(xue)習(xi)實(shi)踐科學(xue)發展觀(guan),使馬克思主(zhu)(zhu)義(yi)(yi)中(zhong)(zhong)國(guo)(guo)(guo)化最(zui)新成果深入人(ren)(ren)心(xin);開展理想(xiang)信(xin)念(nian)教(jiao)育(yu),引導干(gan)部職(zhi)工(gong)牢固樹立(li)中(zhong)(zhong)國(guo)(guo)(guo)特(te)色(se)社(she)會(hui)(hui)主(zhu)(zhu)義(yi)(yi)共同理想(xiang)和正確的(de)(de)世界觀(guan)、人(ren)(ren)生(sheng)觀(guan)、價(jia)值(zhi)觀(guan);開展以愛國(guo)(guo)(guo)主(zhu)(zhu)義(yi)(yi)為核(he)心(xin)的(de)(de)民族(zu)精神和以改革(ge)創新為核(he)心(xin)的(de)(de)時代精神教(jiao)育(yu),增強(qiang)干(gan)部職(zhi)工(gong)的(de)(de)國(guo)(guo)(guo)家意識、公民意識;開展社(she)會(hui)(hui)主(zhu)(zhu)義(yi)(yi)榮辱觀(guan)的(de)(de)宣傳(chuan)(chuan)教(jiao)育(yu),弘(hong)揚(yang)中(zhong)(zhong)國(guo)(guo)(guo)工(gong)人(ren)(ren)階級偉大品格。
6.強化形勢(shi)政(zheng)(zheng)策教(jiao)育,激勵干(gan)部(bu)職(zhi)工(gong)(gong)積極(ji)投(tou)身改(gai)革開放(fang)和(he)社會(hui)主義現(xian)代化建設。要(yao)(yao)結合(he)國(guo)(guo)際國(guo)(guo)內形勢(shi)的(de)發(fa)展變化、黨和(he)國(guo)(guo)家重大政(zheng)(zheng)策措施的(de)出臺(tai),宣傳我國(guo)(guo)各(ge)項(xiang)事業取(qu)得(de)的(de)新(xin)進(jin)展新(xin)成就,分析(xi)經濟社會(hui)發(fa)展面臨的(de)機遇和(he)挑戰,講解中央的(de)決策部(bu)署,幫助干(gan)部(bu)職(zhi)工(gong)(gong)正確認(ren)識形勢(shi)、準確理解黨和(he)國(guo)(guo)家的(de)大政(zheng)(zheng)方針。要(yao)(yao)針對(dui)干(gan)部(bu)職(zhi)工(gong)(gong)普遍關心(xin)的(de)勞動就業、社會(hui)保障、收入分配、教(jiao)育衛生、居民住房、安全(quan)生產等熱點問題,把黨和(he)政(zheng)(zheng)府的(de)各(ge)項(xiang)政(zheng)(zheng)策措施講清楚,把對(dui)人民群(qun)眾(zhong)的(de)利(li)益(yi)安排(pai)講明白,做好解疑釋(shi)惑、增進(jin)共識工(gong)(gong)作。要(yao)(yao)及時向(xiang)干(gan)部(bu)職(zhi)工(gong)(gong)闡釋(shi)企(qi)業市場環境的(de)新(xin)變化和(he)企(qi)業改(gai)革發(fa)展的(de)新(xin)任務,介紹企(qi)業發(fa)展的(de)長遠規劃和(he)實施步驟,堅定(ding)干(gan)部(bu)職(zhi)工(gong)(gong)搞好國(guo)(guo)有企(qi)業的(de)信心(xin)。
7.加強(qiang)香蕉视(shi)频(pin)下(xia)载建(jian)設,激發干部(bu)職(zhi)(zhi)工(gong)愛(ai)崗(gang)(gang)敬(jing)業(ye)(ye)(ye)(ye)、奉(feng)獻社(she)會(hui)(hui)(hui)的(de)(de)熱情。要(yao)大(da)力開(kai)(kai)展社(she)會(hui)(hui)(hui)責(ze)任(ren)教育,引導企業(ye)(ye)(ye)(ye)和職(zhi)(zhi)工(gong)深刻認識(shi)國(guo)(guo)有企業(ye)(ye)(ye)(ye)的(de)(de)特殊(shu)性(xing)質和歷史(shi)使命,正確(que)處理國(guo)(guo)家、企業(ye)(ye)(ye)(ye)、職(zhi)(zhi)工(gong)三者(zhe)之(zhi)間的(de)(de)利益關(guan)系,更好地履行國(guo)(guo)有企業(ye)(ye)(ye)(ye)的(de)(de)經濟責(ze)任(ren)、政治責(ze)任(ren)、社(she)會(hui)(hui)(hui)責(ze)任(ren)。要(yao)緊密結合企業(ye)(ye)(ye)(ye)實際,深入挖掘企業(ye)(ye)(ye)(ye)歷史(shi)與(yu)文(wen)化資源,總結提煉并不斷完善企業(ye)(ye)(ye)(ye)價值理念,增(zeng)強(qiang)香蕉视(shi)频(pin)下(xia)载對職(zhi)(zhi)工(gong)的(de)(de)號(hao)召(zhao)力和影響力。要(yao)扎實推進(jin)以(yi)(yi)愛(ai)崗(gang)(gang)敬(jing)業(ye)(ye)(ye)(ye)、誠實守信為主要(yao)內容(rong)的(de)(de)職(zhi)(zhi)業(ye)(ye)(ye)(ye)道德建(jian)設和以(yi)(yi)廉潔(jie)從業(ye)(ye)(ye)(ye)為重點(dian)的(de)(de)廉潔(jie)文(wen)化建(jian)設,增(zeng)強(qiang)干部(bu)職(zhi)(zhi)工(gong)的(de)(de)職(zhi)(zhi)業(ye)(ye)(ye)(ye)精神(shen)(shen)和廉潔(jie)意識(shi)。要(yao)進(jin)一步(bu)弘揚勞(lao)模精神(shen)(shen),發現和推廣(guang)生產經營一線涌現出的(de)(de)先進(jin)典型(xing),廣(guang)泛(fan)宣(xuan)傳勞(lao)動(dong)模范(fan)(fan)和先進(jin)工(gong)作者(zhe)的(de)(de)感人(ren)(ren)事跡和崇高(gao)(gao)精神(shen)(shen),充分發揮(hui)模范(fan)(fan)人(ren)(ren)物的(de)(de)示范(fan)(fan)帶動(dong)作用,形成勞(lao)動(dong)光榮、知識(shi)崇高(gao)(gao)、人(ren)(ren)才(cai)寶貴、創造(zao)偉大(da)的(de)(de)濃(nong)厚氛(fen)圍。要(yao)深化文(wen)明企業(ye)(ye)(ye)(ye)、文(wen)明車間、文(wen)明班組(zu)、文(wen)明職(zhi)(zhi)工(gong)等(deng)精神(shen)(shen)文(wen)明創建(jian)活動(dong),廣(guang)泛(fan)開(kai)(kai)展“創建(jian)學(xue)習型(xing)企業(ye)(ye)(ye)(ye)、爭做(zuo)知識(shi)型(xing)員工(gong)”活動(dong),深入開(kai)(kai)展志(zhi)愿服務活動(dong),在(zai)干部(bu)職(zhi)(zhi)工(gong)中(zhong)形成熱愛(ai)學(xue)習、積極(ji)上進(jin)、崗(gang)(gang)位(wei)建(jian)功、奉(feng)獻社(she)會(hui)(hui)(hui)的(de)(de)風氣。要(yao)組(zu)織開(kai)(kai)展內容(rong)豐富、形式多樣的(de)(de)群眾性(xing)文(wen)化體(ti)育活動(dong),使干部(bu)職(zhi)(zhi)工(gong)在(zai)參與(yu)中(zhong)滿(man)足精神(shen)(shen)文(wen)化需求,陶冶道德情操。

三、建立健全國有企業思想政治工作的責任體系和保障機制
10.健(jian)全(quan)符合(he)中國(guo)(guo)特(te)色現代國(guo)(guo)有企(qi)業制度要(yao)求的思想政(zheng)(zheng)治工(gong)(gong)作格局。要(yao)充分發(fa)揮國(guo)(guo)有企(qi)業黨組(zu)織的政(zheng)(zheng)治核心作用,科學配置(zhi)思想政(zheng)(zheng)治工(gong)(gong)作資源,采取黨委(黨組(zu))成(cheng)(cheng)員、董(dong)事會成(cheng)(cheng)員和(he)經理班子成(cheng)(cheng)員“雙向進入、交(jiao)叉任職(zhi)(zhi)(zhi)”、“專(zhuan)兼結合(he)、一崗(gang)雙責”等(deng)任職(zhi)(zhi)(zhi)方式,建(jian)立(li)健(jian)全(quan)目標明確、責權分明、運轉(zhuan)協調、渠道暢(chang)通的思想政(zheng)(zheng)治工(gong)(gong)作領導體制和(he)工(gong)(gong)作機(ji)制。要(yao)把思想政(zheng)(zheng)治工(gong)(gong)作同生(sheng)產經營、后(hou)勤保障、人力資源開(kai)發(fa)、企(qi)業精(jing)神培育、香蕉视(shi)频(pin)下载建(jian)設(she)、管(guan)理服(fu)務等(deng)領域工(gong)(gong)作結合(he)起來,同集(ji)團(tuan)公(gong)司、分廠分公(gong)司、車間、班組(zu)等(deng)不同層面工(gong)(gong)作貫通起來,形成(cheng)(cheng)黨委統(tong)一領導、黨政(zheng)(zheng)共(gong)同負責、黨政(zheng)(zheng)工(gong)(gong)團(tuan)齊抓共(gong)管(guan),以(yi)專(zhuan)兼職(zhi)(zhi)(zhi)政(zheng)(zheng)工(gong)(gong)干(gan)部隊伍為骨干(gan)、以(yi)職(zhi)(zhi)(zhi)工(gong)(gong)群(qun)眾廣泛參與為特(te)色的大政(zheng)(zheng)工(gong)(gong)格局。
11.進(jin)一步強化(hua)企業黨(dang)委(黨(dang)組(zu))在做好思想(xiang)(xiang)政(zheng)(zheng)治(zhi)(zhi)(zhi)(zhi)(zhi)工(gong)作(zuo)中的(de)(de)領(ling)導(dao)職(zhi)責(ze)。國有(you)(you)企業黨(dang)委(黨(dang)組(zu))對思想(xiang)(xiang)政(zheng)(zheng)治(zhi)(zhi)(zhi)(zhi)(zhi)工(gong)作(zuo)負總(zong)責(ze),黨(dang)委(黨(dang)組(zu))書記是國有(you)(you)企業思想(xiang)(xiang)政(zheng)(zheng)治(zhi)(zhi)(zhi)(zhi)(zhi)工(gong)作(zuo)的(de)(de)第(di)一責(ze)任人(ren)。企業領(ling)導(dao)班子和領(ling)導(dao)干(gan)部要講黨(dang)性(xing)、重品行(xing)(xing)、作(zuo)表率,模范踐(jian)行(xing)(xing)社(she)會主義核心價值(zhi)體(ti)系,自覺遵守(shou)廉潔自律各(ge)項規定(ding),以實(shi)際行(xing)(xing)動贏得職(zhi)工(gong)群(qun)眾的(de)(de)信(xin)賴。要積極組(zu)織(zhi)開(kai)展學(xue)習型黨(dang)組(zu)織(zhi)建(jian)設和創(chuang)先爭優(you)活動,提高企業黨(dang)組(zu)織(zhi)建(jian)設科學(xue)化(hua)水平,促進(jin)思想(xiang)(xiang)政(zheng)(zheng)治(zhi)(zhi)(zhi)(zhi)(zhi)工(gong)作(zuo)的(de)(de)開(kai)展,把黨(dang)的(de)(de)政(zheng)(zheng)治(zhi)(zhi)(zhi)(zhi)(zhi)優(you)勢(shi)和組(zu)織(zhi)優(you)勢(shi)轉(zhuan)化(hua)為增強企業核心競爭力的(de)(de)重要實(shi)踐(jian)。要按照精簡、高效(xiao)、協調、務實(shi)的(de)(de)原則,科學(xue)設置思想(xiang)(xiang)政(zheng)(zheng)治(zhi)(zhi)(zhi)(zhi)(zhi)工(gong)作(zuo)機構,大型企業應設立專門的(de)(de)思想(xiang)(xiang)政(zheng)(zheng)治(zhi)(zhi)(zhi)(zhi)(zhi)工(gong)作(zuo)機構,中小型企業根據實(shi)際情況設立精干(gan)健全的(de)(de)黨(dang)群(qun)綜合工(gong)作(zuo)部門,履行(xing)(xing)思想(xiang)(xiang)政(zheng)(zheng)治(zhi)(zhi)(zhi)(zhi)(zhi)工(gong)作(zuo)職(zhi)責(ze)。要緊密結合企業改革發展的(de)(de)中心任務和階段(duan)性(xing)目標,制定(ding)實(shi)施思想(xiang)(xiang)政(zheng)(zheng)治(zhi)(zhi)(zhi)(zhi)(zhi)工(gong)作(zuo)總(zong)體(ti)規劃(hua)、年度計(ji)劃(hua),采(cai)取(qu)有(you)(you)效(xiao)措施確保思想(xiang)(xiang)政(zheng)(zheng)治(zhi)(zhi)(zhi)(zhi)(zhi)工(gong)作(zuo)各(ge)項任務要求(qiu)落(luo)到實(shi)處。
12.充分(fen)調動企業基層黨組(zu)織(zhi)(zhi)做(zuo)(zuo)好(hao)思想政(zheng)(zheng)治(zhi)(zhi)工(gong)(gong)作(zuo)(zuo)的(de)積極性創造性。要(yao)有(you)效發揮(hui)分(fen)廠(chang)分(fen)公司(si)、車間、班組(zu)等企業基層黨組(zu)織(zhi)(zhi)教(jiao)育群眾、服務群眾的(de)重要(yao)作(zuo)(zuo)用,嚴格執行支部黨員大(da)(da)會(hui)(hui)、支部委員會(hui)(hui)、黨小組(zu)會(hui)(hui)和(he)黨課“三會(hui)(hui)一(yi)課”制度(du),大(da)(da)力推廣(guang)“黨員責任(ren)區(qu)”、“黨員先鋒(feng)崗(gang)”等做(zuo)(zuo)法,動員組(zu)織(zhi)(zhi)廣(guang)大(da)(da)黨員做(zuo)(zuo)好(hao)群眾工(gong)(gong)作(zuo)(zuo),團(tuan)結帶領全體職(zhi)(zhi)(zhi)工(gong)(gong)干事創業。要(yao)認真組(zu)織(zhi)(zhi)政(zheng)(zheng)治(zhi)(zhi)理(li)論學習和(he)主題教(jiao)育活(huo)動,把(ba)黨的(de)理(li)論路線方針政(zheng)(zheng)策(ce)傳達到(dao)(dao)每位(wei)職(zhi)(zhi)(zhi)工(gong)(gong)、落(luo)實到(dao)(dao)基層一(yi)線。要(yao)舉辦經常性的(de)座談(tan)會(hui)(hui)懇(ken)談(tan)會(hui)(hui),做(zuo)(zuo)好(hao)日常面(mian)(mian)對(dui)(dui)面(mian)(mian)溝通和(he)一(yi)對(dui)(dui)一(yi)談(tan)心(xin),了解職(zhi)(zhi)(zhi)工(gong)(gong)思想、學習和(he)工(gong)(gong)作(zuo)(zuo)情況(kuang),聽取職(zhi)(zhi)(zhi)工(gong)(gong)意見和(he)建議(yi),找準思想政(zheng)(zheng)治(zhi)(zhi)工(gong)(gong)作(zuo)(zuo)與職(zhi)(zhi)(zhi)工(gong)(gong)所思所盼(pan)所憂的(de)契合點,真正(zheng)把(ba)工(gong)(gong)作(zuo)(zuo)做(zuo)(zuo)到(dao)(dao)職(zhi)(zhi)(zhi)工(gong)(gong)心(xin)坎上(shang)。

16.加(jia)(jia)大企業(ye)(ye)(ye)思(si)(si)想政(zheng)(zheng)(zheng)治工(gong)作(zuo)經(jing)(jing)費(fei)(fei)保(bao)障(zhang)和陣地(di)建設(she)力度。國有企業(ye)(ye)(ye)要(yao)把日常思(si)(si)想政(zheng)(zheng)(zheng)治工(gong)作(zuo)經(jing)(jing)費(fei)(fei)列入企業(ye)(ye)(ye)年度經(jing)(jing)費(fei)(fei)總體預(yu)算,具體額度可根據企業(ye)(ye)(ye)經(jing)(jing)營情況確定。要(yao)加(jia)(jia)強(qiang)(qiang)企業(ye)(ye)(ye)報刊、廣播(bo)、電(dian)視、網站以及圖書(shu)室、活(huo)動室、文(wen)(wen)化(hua)(hua)宮(gong)、俱樂部(bu)、電(dian)影院、文(wen)(wen)化(hua)(hua)廣場等宣傳思(si)(si)想文(wen)(wen)化(hua)(hua)陣地(di)建設(she),為豐富(fu)干部(bu)職工(gong)精神文(wen)(wen)化(hua)(hua)生活(huo)搭建更(geng)多載體。要(yao)加(jia)(jia)大企業(ye)(ye)(ye)內部(bu)網絡(luo)(luo)建設(she)的投入,建立網絡(luo)(luo)、手機即(ji)時交流平臺,開(kai)設(she)新聞、訪談、論(lun)壇、博客、微(wei)博、學(xue)習(xi)園(yuan)地(di)等欄目(mu),構建高效(xiao)、互(hu)動、個性(xing)化(hua)(hua)的企業(ye)(ye)(ye)思(si)(si)想政(zheng)(zheng)(zheng)治工(gong)作(zuo)網絡(luo)(luo)體系。要(yao)加(jia)(jia)強(qiang)(qiang)對企業(ye)(ye)(ye)各類宣傳思(si)(si)想文(wen)(wen)化(hua)(hua)陣地(di)的管理,做到把握導向(xiang)、改善(shan)條件、優化(hua)(hua)服務、高效(xiao)利用。
四、加強對國有企業思想政治工作的組織領導

18.加強國有(you)資(zi)產監管機構(gou)對國有(you)企(qi)業(ye)思(si)想(xiang)(xiang)(xiang)政治工(gong)作(zuo)的(de)(de)(de)(de)組織協調。要(yao)(yao)根據不同類型國有(you)企(qi)業(ye)的(de)(de)(de)(de)實(shi)際情況和特點進行分(fen)類指(zhi)導,鼓勵支持(chi)企(qi)業(ye)創造(zao)性(xing)地(di)開展思(si)想(xiang)(xiang)(xiang)政治工(gong)作(zuo),督(du)促企(qi)業(ye)落實(shi)思(si)想(xiang)(xiang)(xiang)政治工(gong)作(zuo)責任制(zhi)、完善相關領(ling)(ling)導體制(zhi)和工(gong)作(zuo)機制(zhi)。要(yao)(yao)把(ba)思(si)想(xiang)(xiang)(xiang)政治工(gong)作(zuo)納入(ru)企(qi)業(ye)綜(zong)合績效考評(ping)(ping)體系和企(qi)業(ye)黨政領(ling)(ling)導班(ban)子年(nian)度考核管理目標(biao),并作(zuo)為評(ping)(ping)價和使(shi)用干(gan)部的(de)(de)(de)(de)重要(yao)(yao)依據。中央宣傳部要(yao)(yao)會(hui)同國務院國資(zi)委等部門在深(shen)入(ru)調查研究(jiu)的(de)(de)(de)(de)基礎上,制(zhi)定下發國有(you)企(qi)業(ye)思(si)想(xiang)(xiang)(xiang)政治工(gong)作(zuo)評(ping)(ping)價指(zhi)標(biao)體系,為考核工(gong)作(zuo)的(de)(de)(de)(de)有(you)效開展提供(gong)科學依據。
19.加強思想政(zheng)治工(gong)作(zuo)(zuo)研(yan)究會(hui)對國(guo)有企(qi)(qi)(qi)(qi)業(ye)(ye)思想政(zheng)治工(gong)作(zuo)(zuo)的(de)(de)調(diao)查(cha)研(yan)究。各有關地區、行業(ye)(ye)、企(qi)(qi)(qi)(qi)業(ye)(ye)思想政(zheng)治工(gong)作(zuo)(zuo)研(yan)究會(hui)要(yao)采取多種方式,深(shen)入開展企(qi)(qi)(qi)(qi)業(ye)(ye)輿情調(diao)查(cha),跟蹤職(zhi)工(gong)思想動態,及時(shi)發現熱點難點問題,探索新形勢下(xia)國(guo)有企(qi)(qi)(qi)(qi)業(ye)(ye)思想政(zheng)治工(gong)作(zuo)(zuo)的(de)(de)特點和(he)規律,提(ti)(ti)出加強和(he)改進工(gong)作(zuo)(zuo)的(de)(de)對策(ce)建議,為領導(dao)科學決策(ce)提(ti)(ti)供服務(wu)。中國(guo)思想政(zheng)治工(gong)作(zuo)(zuo)研(yan)究會(hui)要(yao)總(zong)結推(tui)廣有價值的(de)(de)學術(shu)成果和(he)基層創造的(de)(de)新鮮經驗,促進國(guo)有企(qi)(qi)(qi)(qi)業(ye)(ye)思想政(zheng)治工(gong)作(zuo)(zuo)水平不斷(duan)提(ti)(ti)高。
20.營(ying)造全黨(dang)全社(she)會(hui)關心(xin)支(zhi)持國(guo)有(you)企業思想政(zheng)治工作(zuo)的(de)(de)濃(nong)厚氛圍(wei)。國(guo)有(you)企業思想政(zheng)治工作(zuo)是一(yi)項社(she)會(hui)系統工程(cheng),需要黨(dang)政(zheng)各(ge)部門、社(she)會(hui)各(ge)方面(mian)熱情(qing)支(zhi)持和(he)(he)積(ji)極參與(yu)。各(ge)級紀檢、組織、教育、科技、工業和(he)(he)信息化、公安、司法(fa)、人力(li)(li)資源(yuan)和(he)(he)社(she)會(hui)保障、衛生(sheng)、信訪等(deng)部門和(he)(he)工會(hui)、共青團(tuan)、婦聯等(deng)群眾組織,都要結合自身職能,發揮各(ge)自優勢,推(tui)動國(guo)有(you)企業搞好思想政(zheng)治工作(zuo)。各(ge)類(lei)文化藝術、廣(guang)播影視、新(xin)聞出版(ban)、網絡傳(chuan)(chuan)(chuan)媒等(deng)單位,都要大力(li)(li)宣(xuan)傳(chuan)(chuan)(chuan)中(zhong)央關于國(guo)有(you)企業改革發展(zhan)(zhan)的(de)(de)方針政(zheng)策(ce)(ce)和(he)(he)決策(ce)(ce)部署,宣(xuan)傳(chuan)(chuan)(chuan)國(guo)有(you)企業為經濟社(she)會(hui)發展(zhan)(zhan)作(zuo)出的(de)(de)重要貢獻,宣(xuan)傳(chuan)(chuan)(chuan)國(guo)有(you)企業特別是生(sheng)產經營(ying)一(yi)線涌現出的(de)(de)先(xian)進典(dian)型(xing),為國(guo)有(you)企業開展(zhan)(zhan)思想政(zheng)治工作(zuo)提(ti)供輿論(lun)支(zhi)持、營(ying)造良(liang)好氛圍(wei)。
