中宣部、國資委關于加強和改進新形勢下國有企業思想政治工作的意見

    為(wei)了深入貫徹落實(shi)黨的十七大和十七屆三中(zhong)(zhong)、四中(zhong)(zhong)、五中(zhong)(zhong)全(quan)會精(jing)神,扎實(shi)推進社(she)會主義核心(xin)價值(zhi)體系建(jian)設,為(wei)國有(you)(you)及國有(you)(you)控(kong)股企業(ye)(ye)(以(yi)下簡稱國有(you)(you)企業(ye)(ye))改(gai)革發展(zhan)、和諧(xie)穩定提供強大精(jing)神動(dong)力和思(si)想保證,現就加強和改(gai)進新(xin)形勢下國有(you)(you)企業(ye)(ye)思(si)想政(zheng)治工作提出如下意見。

    一、加強和改進新形勢下國有企業思想政治工作的重要意義和總體要求

    1.國(guo)(guo)有(you)企(qi)業(ye)(ye)思想(xiang)政(zheng)治工(gong)作(zuo)(zuo)(zuo)在黨(dang)和(he)國(guo)(guo)家(jia)工(gong)作(zuo)(zuo)(zuo)全局中的(de)(de)(de)(de)重要(yao)地位和(he)作(zuo)(zuo)(zuo)用。國(guo)(guo)有(you)企(qi)業(ye)(ye)是(shi)(shi)(shi)全面建設小康社會的(de)(de)(de)(de)重要(yao)力(li)(li)量,是(shi)(shi)(shi)中國(guo)(guo)特色(se)(se)社會主(zhu)(zhu)義(yi)的(de)(de)(de)(de)重要(yao)支柱,是(shi)(shi)(shi)我們黨(dang)執政(zheng)的(de)(de)(de)(de)重要(yao)基礎。思想(xiang)政(zheng)治工(gong)作(zuo)(zuo)(zuo)是(shi)(shi)(shi)國(guo)(guo)有(you)企(qi)業(ye)(ye)的(de)(de)(de)(de)優良傳統和(he)政(zheng)治優勢,是(shi)(shi)(shi)國(guo)(guo)有(you)企(qi)業(ye)(ye)改(gai)革發展穩定的(de)(de)(de)(de)有(you)力(li)(li)保證(zheng),是(shi)(shi)(shi)中國(guo)(guo)特色(se)(se)現(xian)代國(guo)(guo)有(you)企(qi)業(ye)(ye)制(zhi)度的(de)(de)(de)(de)鮮明特征。改(gai)革開放以來,國(guo)(guo)有(you)企(qi)業(ye)(ye)思想(xiang)政(zheng)治工(gong)作(zuo)(zuo)(zuo)在改(gai)進中加(jia)強(qiang)、在創新中提(ti)高,在學習宣傳貫徹黨(dang)的(de)(de)(de)(de)理論路線方針政(zheng)策,提(ti)高干部(bu)職(zhi)(zhi)工(gong)思想(xiang)道德(de)素(su)質(zhi)、科學文化素(su)質(zhi)和(he)健康素(su)質(zhi),保證(zheng)和(he)服(fu)務企(qi)業(ye)(ye)改(gai)革發展等方面發揮了重要(yao)作(zuo)(zuo)(zuo)用。加(jia)強(qiang)和(he)改(gai)進新形勢下國(guo)(guo)有(you)企(qi)業(ye)(ye)思想(xiang)政(zheng)治工(gong)作(zuo)(zuo)(zuo),對(dui)于(yu)堅持工(gong)人階級的(de)(de)(de)(de)主(zhu)(zhu)人翁(weng)地位、充分調(diao)動廣大干部(bu)職(zhi)(zhi)工(gong)的(de)(de)(de)(de)積極性主(zhu)(zhu)動性創造性,對(dui)于(yu)提(ti)升企(qi)業(ye)(ye)核心競爭力(li)(li)、確保企(qi)業(ye)(ye)又好又快(kuai)發展,對(dui)于(yu)推(tui)動社會主(zhu)(zhu)義(yi)核心價值(zhi)體系建設、構建社會主(zhu)(zhu)義(yi)和(he)諧社會,具有(you)十(shi)分重要(yao)的(de)(de)(de)(de)意義(yi)。

    2.加強(qiang)和(he)改(gai)(gai)進(jin)新形(xing)勢下國有(you)(you)(you)企(qi)(qi)業思(si)想(xiang)(xiang)(xiang)政治(zhi)工作(zuo)(zuo)(zuo)(zuo)的(de)(de)(de)必要性緊(jin)迫性。當前(qian),國有(you)(you)(you)企(qi)(qi)業所處的(de)(de)(de)社會(hui)環境、經營環境發(fa)生很大(da)(da)變(bian)化,公司制股(gu)份制改(gai)(gai)革(ge)和(he)用工制度(du)改(gai)(gai)革(ge)日益深化,農民(min)工、勞(lao)務派遣人員等職工群(qun)體(ti)大(da)(da)量涌現(xian),職工隊伍(wu)結構呈現(xian)出新變(bian)化新特(te)點(dian),職工思(si)想(xiang)(xiang)(xiang)觀念多(duo)元多(duo)樣多(duo)變(bian)趨勢明(ming)顯。與新形(xing)勢新任務的(de)(de)(de)要求相比,國有(you)(you)(you)企(qi)(qi)業思(si)想(xiang)(xiang)(xiang)政治(zhi)工作(zuo)(zuo)(zuo)(zuo)還存在許多(duo)薄弱環節,如工作(zuo)(zuo)(zuo)(zuo)覆蓋不到位、工作(zuo)(zuo)(zuo)(zuo)體(ti)制機(ji)制不順、工作(zuo)(zuo)(zuo)(zuo)方(fang)式方(fang)法(fa)簡單、陣地(di)設(she)施建設(she)不足、經費保障(zhang)不力、隊伍(wu)素質(zhi)有(you)(you)(you)待提高(gao)等,特(te)別是一些(xie)地(di)方(fang)和(he)企(qi)(qi)業不同程度(du)地(di)存在著忽視、削弱思(si)想(xiang)(xiang)(xiang)政治(zhi)工作(zuo)(zuo)(zuo)(zuo)的(de)(de)(de)現(xian)象。這(zhe)就迫切(qie)要求各級黨(dang)委(wei)、政府和(he)國有(you)(you)(you)企(qi)(qi)業黨(dang)組織從維護改(gai)(gai)革(ge)發(fa)展穩定(ding)大(da)(da)局的(de)(de)(de)高(gao)度(du),充分(fen)認識(shi)加強(qiang)和(he)改(gai)(gai)進(jin)新形(xing)勢下國有(you)(you)(you)企(qi)(qi)業思(si)想(xiang)(xiang)(xiang)政治(zhi)工作(zuo)(zuo)(zuo)(zuo)的(de)(de)(de)必要性緊(jin)迫性,進(jin)一步(bu)增強(qiang)做好國有(you)(you)(you)企(qi)(qi)業思(si)想(xiang)(xiang)(xiang)政治(zhi)工作(zuo)(zuo)(zuo)(zuo)的(de)(de)(de)責任感和(he)使命感。

    3.加強和改(gai)進(jin)新形勢下國(guo)有(you)企(qi)(qi)業(ye)思(si)想政治工(gong)作(zuo)的總體要求。高(gao)舉中國(guo)特色社(she)(she)會主義(yi)偉大(da)旗幟(zhi),以(yi)鄧小平(ping)(ping)理論和“三(san)個(ge)代(dai)表”重要思(si)想為指導(dao),深(shen)入貫(guan)徹落實科(ke)學(xue)發(fa)展(zhan)(zhan)觀,緊(jin)緊(jin)圍(wei)繞黨(dang)和國(guo)家(jia)工(gong)作(zuo)大(da)局,緊(jin)緊(jin)圍(wei)繞建設社(she)(she)會主義(yi)核心價值(zhi)體系(xi),緊(jin)密(mi)結(jie)合企(qi)(qi)業(ye)生產(chan)經營(ying)、改(gai)革(ge)發(fa)展(zhan)(zhan)中心任(ren)務,堅(jian)持(chi)(chi)(chi)解(jie)放(fang)思(si)想、實事求是、與時俱進(jin)、開拓創新,堅(jian)持(chi)(chi)(chi)黨(dang)的全心全意依(yi)靠工(gong)人(ren)(ren)階(jie)級根本方(fang)(fang)針,堅(jian)持(chi)(chi)(chi)以(yi)人(ren)(ren)為本、尊重人(ren)(ren)理解(jie)人(ren)(ren)關心人(ren)(ren),堅(jian)持(chi)(chi)(chi)把解(jie)決思(si)想問題(ti)與解(jie)決實際(ji)問題(ti)結(jie)合起來,貼近實際(ji)、貼近生活、貼近群眾,創新內(nei)容形式、創新方(fang)(fang)法手段(duan)、創新體制(zhi)機(ji)制(zhi),努力提高(gao)國(guo)有(you)企(qi)(qi)業(ye)思(si)想政治工(gong)作(zuo)科(ke)學(xue)化水(shui)平(ping)(ping),培養和造(zao)就有(you)理想、有(you)道(dao)德、有(you)文化、有(you)紀律的社(she)(she)會主義(yi)勞動(dong)者,為推動(dong)企(qi)(qi)業(ye)科(ke)學(xue)發(fa)展(zhan)(zhan)、促進(jin)社(she)(she)會和諧穩定作(zuo)出新貢獻。

    4.把改(gai)革創新(xin)(xin)(xin)(xin)(xin)(xin)貫穿于(yu)(yu)加強(qiang)和(he)改(gai)進(jin)新(xin)(xin)(xin)(xin)(xin)(xin)形勢(shi)下(xia)國有企業(ye)思想政(zheng)治(zhi)工(gong)(gong)(gong)(gong)作(zuo)(zuo)全過(guo)程。我們黨歷來高度重(zhong)(zhong)視(shi)國有企業(ye)思想政(zheng)治(zhi)工(gong)(gong)(gong)(gong)作(zuo)(zuo),在長期實踐中積累了許多好經(jing)驗好做(zuo)法(fa),必須大力繼承(cheng)和(he)發揚。同時,要(yao)結合形勢(shi)任(ren)務的(de)(de)(de)(de)(de)發展(zhan)變化(hua),研究新(xin)(xin)(xin)(xin)(xin)(xin)情(qing)況,解決新(xin)(xin)(xin)(xin)(xin)(xin)問題(ti),創造(zao)新(xin)(xin)(xin)(xin)(xin)(xin)經(jing)驗,增強(qiang)工(gong)(gong)(gong)(gong)作(zuo)(zuo)針對性(xing)(xing)(xing)(xing)實效性(xing)(xing)(xing)(xing)和(he)吸引力感染(ran)力。要(yao)適(shi)應(ying)經(jing)濟(ji)基礎、體制環境(jing)、社會(hui)條件(jian)和(he)傳播(bo)方式深刻變化(hua)的(de)(de)(de)(de)(de)新(xin)(xin)(xin)(xin)(xin)(xin)形勢(shi),以(yi)時代的(de)(de)(de)(de)(de)眼(yan)光審視(shi)國有企業(ye)思想政(zheng)治(zhi)工(gong)(gong)(gong)(gong)作(zuo)(zuo)的(de)(de)(de)(de)(de)實踐發展(zhan),以(yi)改(gai)革的(de)(de)(de)(de)(de)思路(lu)尋求加強(qiang)和(he)改(gai)進(jin)工(gong)(gong)(gong)(gong)作(zuo)(zuo)的(de)(de)(de)(de)(de)新(xin)(xin)(xin)(xin)(xin)(xin)途徑新(xin)(xin)(xin)(xin)(xin)(xin)辦法(fa),不斷豐富(fu)工(gong)(gong)(gong)(gong)作(zuo)(zuo)的(de)(de)(de)(de)(de)內涵(han)外(wai)延。要(yao)適(shi)應(ying)職工(gong)(gong)(gong)(gong)群(qun)(qun)眾(zhong)(zhong)接受(shou)(shou)心理的(de)(de)(de)(de)(de)新(xin)(xin)(xin)(xin)(xin)(xin)特(te)點,廣(guang)泛(fan)運用宣講(jiang)報告(gao)、展(zhan)覽展(zhan)示(shi)、文(wen)體活動、影(ying)視(shi)片等群(qun)(qun)眾(zhong)(zhong)喜聞樂見、形象(xiang)生(sheng)動的(de)(de)(de)(de)(de)教育(yu)形式,把思想性(xing)(xing)(xing)(xing)、知識性(xing)(xing)(xing)(xing)、趣味性(xing)(xing)(xing)(xing)統(tong)一起來。要(yao)適(shi)應(ying)大眾(zhong)(zhong)傳媒(mei)特(te)別是(shi)互(hu)聯網、手機等新(xin)(xin)(xin)(xin)(xin)(xin)興(xing)媒(mei)體廣(guang)泛(fan)普及的(de)(de)(de)(de)(de)新(xin)(xin)(xin)(xin)(xin)(xin)趨(qu)勢(shi),有效利用職工(gong)(gong)(gong)(gong)群(qun)(qun)眾(zhong)(zhong)經(jing)常接觸、便于(yu)(yu)接受(shou)(shou)的(de)(de)(de)(de)(de)傳播(bo)渠(qu)道,更好地(di)發揮大眾(zhong)(zhong)傳媒(mei)在職工(gong)(gong)(gong)(gong)思想政(zheng)治(zhi)工(gong)(gong)(gong)(gong)作(zuo)(zuo)中的(de)(de)(de)(de)(de)作(zuo)(zuo)用。要(yao)適(shi)應(ying)職工(gong)(gong)(gong)(gong)群(qun)(qun)眾(zhong)(zhong)主體意(yi)識、參(can)(can)與(yu)意(yi)識日益增強(qiang)的(de)(de)(de)(de)(de)新(xin)(xin)(xin)(xin)(xin)(xin)變化(hua),多搭建職工(gong)(gong)(gong)(gong)群(qun)(qun)眾(zhong)(zhong)樂于(yu)(yu)參(can)(can)與(yu)、便于(yu)(yu)參(can)(can)與(yu)的(de)(de)(de)(de)(de)活動平(ping)臺(tai),吸引職工(gong)(gong)(gong)(gong)群(qun)(qun)眾(zhong)(zhong)廣(guang)泛(fan)參(can)(can)與(yu),加強(qiang)自我教育(yu)。要(yao)適(shi)應(ying)“單位人”向“社會(hui)人”轉變的(de)(de)(de)(de)(de)新(xin)(xin)(xin)(xin)(xin)(xin)情(qing)況,注(zhu)重(zhong)(zhong)發揮街道(社區)組織的(de)(de)(de)(de)(de)作(zuo)(zuo)用,形成做(zuo)好職工(gong)(gong)(gong)(gong)思想政(zheng)治(zhi)工(gong)(gong)(gong)(gong)作(zuo)(zuo)的(de)(de)(de)(de)(de)合力。

    二、加強和改進新形勢下國有企業思想政治工作的主要任務

    5.推(tui)進社會主義(yi)(yi)核(he)心(xin)(xin)(xin)價(jia)值(zhi)體(ti)(ti)系(xi)(xi)的學習教育,堅(jian)定干(gan)部(bu)職(zhi)工(gong)對中(zhong)國特(te)(te)色社會主義(yi)(yi)的信念。要把社會主義(yi)(yi)核(he)心(xin)(xin)(xin)價(jia)值(zhi)體(ti)(ti)系(xi)(xi)貫穿于國有企業思(si)想(xiang)政治(zhi)工(gong)作各(ge)個(ge)方面,堅(jian)持不懈地(di)開(kai)(kai)展(zhan)中(zhong)國特(te)(te)色社會主義(yi)(yi)理(li)(li)論體(ti)(ti)系(xi)(xi)宣傳普及活動,深(shen)入(ru)學習實踐科學發展(zhan)觀(guan),使馬克(ke)思(si)主義(yi)(yi)中(zhong)國化(hua)最新成果深(shen)入(ru)人心(xin)(xin)(xin);開(kai)(kai)展(zhan)理(li)(li)想(xiang)信念教育,引(yin)導干(gan)部(bu)職(zhi)工(gong)牢固樹立中(zhong)國特(te)(te)色社會主義(yi)(yi)共(gong)同理(li)(li)想(xiang)和正確的世界觀(guan)、人生觀(guan)、價(jia)值(zhi)觀(guan);開(kai)(kai)展(zhan)以愛國主義(yi)(yi)為核(he)心(xin)(xin)(xin)的民(min)族精(jing)(jing)神和以改革創新為核(he)心(xin)(xin)(xin)的時代精(jing)(jing)神教育,增強干(gan)部(bu)職(zhi)工(gong)的國家意識、公民(min)意識;開(kai)(kai)展(zhan)社會主義(yi)(yi)榮辱觀(guan)的宣傳教育,弘(hong)揚(yang)中(zhong)國工(gong)人階級偉(wei)大品格。

    6.強化(hua)形勢政策教育,激勵干部(bu)職(zhi)(zhi)(zhi)工(gong)積極投身改(gai)革開(kai)放和(he)社會(hui)主義(yi)現代(dai)化(hua)建(jian)設。要結合國(guo)(guo)(guo)際國(guo)(guo)(guo)內形勢的(de)(de)(de)發展(zhan)(zhan)(zhan)變化(hua)、黨(dang)和(he)國(guo)(guo)(guo)家(jia)(jia)重大(da)政策措施(shi)的(de)(de)(de)出臺,宣傳(chuan)我國(guo)(guo)(guo)各(ge)(ge)項(xiang)事(shi)業取得的(de)(de)(de)新進(jin)(jin)展(zhan)(zhan)(zhan)新成就(jiu),分析(xi)經濟社會(hui)發展(zhan)(zhan)(zhan)面臨(lin)的(de)(de)(de)機遇和(he)挑戰,講解中(zhong)央(yang)的(de)(de)(de)決策部(bu)署,幫助(zhu)干部(bu)職(zhi)(zhi)(zhi)工(gong)正確認(ren)識形勢、準確理解黨(dang)和(he)國(guo)(guo)(guo)家(jia)(jia)的(de)(de)(de)大(da)政方針(zhen)。要針(zhen)對干部(bu)職(zhi)(zhi)(zhi)工(gong)普(pu)遍關(guan)心(xin)(xin)的(de)(de)(de)勞動就(jiu)業、社會(hui)保障、收(shou)入分配(pei)、教育衛生、居民住房、安(an)全生產等熱點問題,把黨(dang)和(he)政府的(de)(de)(de)各(ge)(ge)項(xiang)政策措施(shi)講清楚,把對人民群眾(zhong)的(de)(de)(de)利益安(an)排講明白,做好(hao)解疑釋惑、增(zeng)進(jin)(jin)共識工(gong)作。要及時(shi)向(xiang)干部(bu)職(zhi)(zhi)(zhi)工(gong)闡釋企業市場(chang)環境的(de)(de)(de)新變化(hua)和(he)企業改(gai)革發展(zhan)(zhan)(zhan)的(de)(de)(de)新任務(wu),介紹企業發展(zhan)(zhan)(zhan)的(de)(de)(de)長遠規(gui)劃和(he)實施(shi)步驟,堅定干部(bu)職(zhi)(zhi)(zhi)工(gong)搞好(hao)國(guo)(guo)(guo)有企業的(de)(de)(de)信心(xin)(xin)。

    三、建立健全國有企業思想政治工作的責任體系和保障機制

    12.充分(fen)調動(dong)企(qi)業基(ji)層黨(dang)(dang)(dang)組(zu)(zu)織做好思(si)想政(zheng)治(zhi)工(gong)作(zuo)的(de)積極性(xing)創造性(xing)。要(yao)有效(xiao)發揮(hui)分(fen)廠分(fen)公司、車間、班(ban)組(zu)(zu)等(deng)企(qi)業基(ji)層黨(dang)(dang)(dang)組(zu)(zu)織教育(yu)(yu)群(qun)眾(zhong)(zhong)、服務(wu)群(qun)眾(zhong)(zhong)的(de)重(zhong)要(yao)作(zuo)用,嚴(yan)格執行支部(bu)黨(dang)(dang)(dang)員(yuan)(yuan)(yuan)大會(hui)(hui)、支部(bu)委(wei)員(yuan)(yuan)(yuan)會(hui)(hui)、黨(dang)(dang)(dang)小(xiao)組(zu)(zu)會(hui)(hui)和黨(dang)(dang)(dang)課“三會(hui)(hui)一(yi)課”制度,大力推廣(guang)“黨(dang)(dang)(dang)員(yuan)(yuan)(yuan)責任區”、“黨(dang)(dang)(dang)員(yuan)(yuan)(yuan)先鋒崗”等(deng)做法,動(dong)員(yuan)(yuan)(yuan)組(zu)(zu)織廣(guang)大黨(dang)(dang)(dang)員(yuan)(yuan)(yuan)做好群(qun)眾(zhong)(zhong)工(gong)作(zuo),團結(jie)帶領全(quan)體職(zhi)工(gong)干事創業。要(yao)認(ren)真(zhen)組(zu)(zu)織政(zheng)治(zhi)理(li)論(lun)學(xue)習和主題教育(yu)(yu)活動(dong),把黨(dang)(dang)(dang)的(de)理(li)論(lun)路線方針政(zheng)策(ce)傳達到(dao)每(mei)位職(zhi)工(gong)、落實到(dao)基(ji)層一(yi)線。要(yao)舉辦經(jing)常性(xing)的(de)座談(tan)會(hui)(hui)懇(ken)談(tan)會(hui)(hui),做好日常面(mian)對面(mian)溝通和一(yi)對一(yi)談(tan)心,了(le)解職(zhi)工(gong)思(si)想、學(xue)習和工(gong)作(zuo)情況,聽取職(zhi)工(gong)意見和建議(yi),找準(zhun)思(si)想政(zheng)治(zhi)工(gong)作(zuo)與職(zhi)工(gong)所(suo)思(si)所(suo)盼所(suo)憂(you)的(de)契合點,真(zhen)正把工(gong)作(zuo)做到(dao)職(zhi)工(gong)心坎(kan)上。

    16.加(jia)大企(qi)業(ye)思(si)(si)想(xiang)(xiang)政(zheng)治(zhi)工作經費(fei)保障和陣地建(jian)設(she)力度。國有企(qi)業(ye)要(yao)把日常(chang)思(si)(si)想(xiang)(xiang)政(zheng)治(zhi)工作經費(fei)列(lie)入(ru)企(qi)業(ye)年度經費(fei)總體預算,具體額度可根據(ju)企(qi)業(ye)經營情況確定。要(yao)加(jia)強企(qi)業(ye)報刊、廣(guang)(guang)播、電視、網(wang)站以及圖書室、活動室、文化宮、俱樂部、電影(ying)院(yuan)、文化廣(guang)(guang)場等宣(xuan)傳(chuan)思(si)(si)想(xiang)(xiang)文化陣地建(jian)設(she),為豐富(fu)干部職(zhi)工精(jing)神文化生活搭建(jian)更多載(zai)體。要(yao)加(jia)大企(qi)業(ye)內部網(wang)絡(luo)建(jian)設(she)的(de)投(tou)入(ru),建(jian)立(li)網(wang)絡(luo)、手機即(ji)時(shi)交流平臺(tai),開設(she)新(xin)聞、訪談、論壇、博(bo)客、微博(bo)、學習園地等欄目,構(gou)建(jian)高(gao)(gao)效、互動、個性化的(de)企(qi)業(ye)思(si)(si)想(xiang)(xiang)政(zheng)治(zhi)工作網(wang)絡(luo)體系(xi)。要(yao)加(jia)強對(dui)企(qi)業(ye)各類宣(xuan)傳(chuan)思(si)(si)想(xiang)(xiang)文化陣地的(de)管理,做到把握導向、改善條(tiao)件、優化服務、高(gao)(gao)效利用。

    四、加強對國有企業思想政治工作的組織領導

    18.加強國(guo)(guo)有(you)資(zi)產(chan)監管機(ji)構對國(guo)(guo)有(you)企(qi)業(ye)(ye)思想政(zheng)治(zhi)工(gong)作(zuo)(zuo)(zuo)(zuo)的(de)組織協調。要根(gen)據(ju)不同(tong)類型國(guo)(guo)有(you)企(qi)業(ye)(ye)的(de)實(shi)際情(qing)況和(he)特點進行分類指導(dao)(dao),鼓勵(li)支(zhi)持(chi)企(qi)業(ye)(ye)創(chuang)造性地開展思想政(zheng)治(zhi)工(gong)作(zuo)(zuo)(zuo)(zuo),督(du)促企(qi)業(ye)(ye)落實(shi)思想政(zheng)治(zhi)工(gong)作(zuo)(zuo)(zuo)(zuo)責(ze)任(ren)制(zhi)、完善相關領導(dao)(dao)體(ti)制(zhi)和(he)工(gong)作(zuo)(zuo)(zuo)(zuo)機(ji)制(zhi)。要把思想政(zheng)治(zhi)工(gong)作(zuo)(zuo)(zuo)(zuo)納入企(qi)業(ye)(ye)綜(zong)合(he)績效考評(ping)(ping)體(ti)系(xi)和(he)企(qi)業(ye)(ye)黨(dang)政(zheng)領導(dao)(dao)班子年度考核管理目標,并(bing)作(zuo)(zuo)(zuo)(zuo)為評(ping)(ping)價和(he)使用(yong)干部的(de)重要依據(ju)。中央宣(xuan)傳部要會同(tong)國(guo)(guo)務院(yuan)國(guo)(guo)資(zi)委(wei)等(deng)部門在深入調查(cha)研究的(de)基礎上(shang),制(zhi)定下發(fa)國(guo)(guo)有(you)企(qi)業(ye)(ye)思想政(zheng)治(zhi)工(gong)作(zuo)(zuo)(zuo)(zuo)評(ping)(ping)價指標體(ti)系(xi),為考核工(gong)作(zuo)(zuo)(zuo)(zuo)的(de)有(you)效開展提供(gong)科學依據(ju)。

    19.加強思(si)(si)想政(zheng)(zheng)治工作(zuo)研究會(hui)對(dui)國(guo)有(you)(you)企業(ye)(ye)思(si)(si)想政(zheng)(zheng)治工作(zuo)的(de)調(diao)查研究。各有(you)(you)關(guan)地區、行業(ye)(ye)、企業(ye)(ye)思(si)(si)想政(zheng)(zheng)治工作(zuo)研究會(hui)要采取多種(zhong)方(fang)式,深入開展企業(ye)(ye)輿情調(diao)查,跟蹤職工思(si)(si)想動態,及時發現熱點難(nan)點問題,探索(suo)新(xin)形(xing)勢(shi)下(xia)國(guo)有(you)(you)企業(ye)(ye)思(si)(si)想政(zheng)(zheng)治工作(zuo)的(de)特點和規律(lv),提(ti)出加強和改(gai)進工作(zuo)的(de)對(dui)策建議(yi),為領導科學(xue)決(jue)策提(ti)供服務。中(zhong)國(guo)思(si)(si)想政(zheng)(zheng)治工作(zuo)研究會(hui)要總結推廣(guang)有(you)(you)價(jia)值(zhi)的(de)學(xue)術成果和基層(ceng)創造的(de)新(xin)鮮經驗,促進國(guo)有(you)(you)企業(ye)(ye)思(si)(si)想政(zheng)(zheng)治工作(zuo)水(shui)平不斷提(ti)高(gao)。
