本(ben)網濟寧訊 今年(nian)以來(lai),臨(lin)礦集團(tuan)王(wang)樓煤礦以追求成(cheng)本(ben)最小化(hua)、實(shi)現效益(yi)最大化(hua)為目標(biao),在企業面臨(lin)諸多挑(tiao)戰和煤炭市場形勢復雜的大背(bei)景下,致力(li)“三提”工程、實(shi)現資源共享、推進技(ji)術創新(xin)、挖掘效益(yi)增(zeng)長(chang)點,今年(nian)上半(ban)年(nian)利潤(run)同(tong)比(bi)增(zeng)盈4000多萬元,順利實(shi)現了(le)上半(ban)年(nian)雙過半(ban)目標(biao)。
在煤(mei)(mei)(mei)炭(tan)行業去產能過(guo)程(cheng)中,該礦主動(dong)對(dui)接市(shi)場,化(hua)(hua)壓力(li)為(wei)(wei)動(dong)力(li),從提(ti)(ti)(ti)(ti)速、提(ti)(ti)(ti)(ti)質(zhi)、提(ti)(ti)(ti)(ti)效等方面(mian)精準(zhun)發力(li),推進(jin)企業逆(ni)勢攻堅。以“安全(quan)(quan)科學經濟開采(cai)”為(wei)(wei)手(shou)段(duan),以采(cai)掘工(gong)作面(mian)寫實(shi)(shi)為(wei)(wei)抓手(shou),從采(cai)區布置(zhi)、生產工(gong)藝(yi)、三機配套(tao)到生產組(zu)織(zhi)、原煤(mei)(mei)(mei)運(yun)輸、原煤(mei)(mei)(mei)入洗進(jin)行全(quan)(quan)過(guo)程(cheng)分析(xi),認真分析(xi)人、機、物方面(mian)存在的(de)(de)問題,并就(jiu)解決方案進(jin)行研究探討,為(wei)(wei)工(gong)作面(mian)提(ti)(ti)(ti)(ti)速提(ti)(ti)(ti)(ti)效創造條件,實(shi)(shi)現(xian)減(jian)頭面(mian)、減(jian)系(xi)統、減(jian)人員“三減(jian)目標(biao)”。目前(qian),通過(guo)提(ti)(ti)(ti)(ti)速提(ti)(ti)(ti)(ti)效,王樓礦井實(shi)(shi)現(xian)由前(qian)期(qi)(qi)的(de)(de)“兩采(cai)一(yi)備(bei)”逐步轉(zhuan)變為(wei)(wei)“一(yi)采(cai)一(yi)備(bei)”,實(shi)(shi)現(xian)了單面(mian)可以承擔全(quan)(quan)礦產量的(de)(de)預期(qi)(qi)目標(biao);軍城礦井在保(bao)(bao)證工(gong)作面(mian)正(zheng)常出煤(mei)(mei)(mei)的(de)(de)前(qian)提(ti)(ti)(ti)(ti)下,精減(jian)人員37人,人均工(gong)效提(ti)(ti)(ti)(ti)高(gao)至13.3噸/人。在產品提(ti)(ti)(ti)(ti)質(zhi)方面(mian),該礦牢固樹立“保(bao)(bao)煤(mei)(mei)(mei)質(zhi)就(jiu)是(shi)保(bao)(bao)市(shi)場,保(bao)(bao)煤(mei)(mei)(mei)質(zhi)就(jiu)是(shi)保(bao)(bao)飯碗”的(de)(de)思想(xiang),建立煤(mei)(mei)(mei)質(zhi)風險抵(di)押金(jin)制度,強化(hua)(hua)全(quan)(quan)過(guo)程(cheng)監督和(he)考核(he),將責(ze)任落實(shi)(shi)到人。1-6月份(fen),王樓礦井精煤(mei)(mei)(mei)回收(shou)率(lv)提(ti)(ti)(ti)(ti)高(gao)3%;軍城礦井精煤(mei)(mei)(mei)回收(shou)率(lv)提(ti)(ti)(ti)(ti)高(gao)2%。
為(wei)有效(xiao)降低(di)投資(zi)(zi)運營成(cheng)本(ben)(ben),形成(cheng)規(gui)模化開發、集約化布(bu)局、一(yi)體化發展、專業化管(guan)(guan)理的(de)(de)(de)(de)運行格局,該礦探索建立了王樓、軍(jun)城“人(ren)、財(cai)(cai)、物(wu)資(zi)(zi)源(yuan)共(gong)享(xiang)”平臺模式。首先在兩(liang)(liang)井(jing)(jing)洗煤廠(chang)實(shi)(shi)行一(yi)套(tao)班子、一(yi)個合(he)同、一(yi)個目標的(de)(de)(de)(de)綜合(he)承包模式,加大洗煤廠(chang)“大承包”的(de)(de)(de)(de)廣(guang)度(du)、深度(du)和力度(du),實(shi)(shi)現(xian)兩(liang)(liang)個洗煤廠(chang)人(ren)、財(cai)(cai)、物(wu)的(de)(de)(de)(de)主動共(gong)享(xiang),降低(di)洗選加工(gong)成(cheng)本(ben)(ben)。1-6月(yue)份(fen),洗煤廠(chang)噸(dun)煤加工(gong)費11.31元/噸(dun),同比下(xia)(xia)降4.93元/噸(dun),降幅(fu)30%。同時,在材料管(guan)(guan)理方面,加強兩(liang)(liang)礦井(jing)(jing)物(wu)資(zi)(zi)的(de)(de)(de)(de)共(gong)享(xiang)工(gong)作,利用(yong)“互聯(lian)網+”模式,實(shi)(shi)現(xian)兩(liang)(liang)礦井(jing)(jing)材料的(de)(de)(de)(de)分類管(guan)(guan)理、統(tong)一(yi)調配,實(shi)(shi)現(xian)資(zi)(zi)源(yuan)的(de)(de)(de)(de)最優利用(yong)。據(ju)統(tong)計(ji),1-6月(yue)份(fen),王樓礦井(jing)(jing)、軍(jun)城礦井(jing)(jing)總成(cheng)本(ben)(ben)費用(yong)下(xia)(xia)降2600萬元,降幅(fu)7%。

實(shi)(shi)施“大(da)洗煤(mei)、大(da)配煤(mei)”戰(zhan)略和(he)發(fa)展現(xian)代(dai)農(nong)業(ye)(ye),是該礦(kuang)(kuang)困難形勢下逆勢攻堅謀效(xiao)益(yi)的亮點(dian)效(xiao)益(yi)工(gong)(gong)程。該礦(kuang)(kuang)針對部(bu)分工(gong)(gong)作面(mian)原煤(mei)內灰較高(gao),影響精煤(mei)回收率的實(shi)(shi)際(ji),探索了(le)(le)(le)“大(da)洗煤(mei)、大(da)配煤(mei)”戰(zhan)略,以尋求新(xin)的經(jing)濟增(zeng)長點(dian),并簽(qian)訂經(jing)營業(ye)(ye)績(ji)承(cheng)包責(ze)任書,實(shi)(shi)現(xian)工(gong)(gong)資與銷(xiao)量(liang)、外(wai)購(gou)煤(mei)完全掛(gua)鉤,極(ji)大(da)提高(gao)了(le)(le)(le)銷(xiao)售及(ji)外(wai)購(gou)配煤(mei)的積極(ji)性。1-6月份,共(gong)配洗配銷(xiao)外(wai)購(gou)煤(mei)15萬(wan)噸,創效(xiao)187萬(wan)元(yuan)(yuan)。減(jian)少采(cai)煤(mei)塌陷(xian)的相(xiang)關賠償(chang)費用,避免采(cai)煤(mei)塌陷(xian)后造成(cheng)被動局面(mian),爭(zheng)取企業(ye)(ye)效(xiao)益(yi)最大(da)化,是該礦(kuang)(kuang)建立生態(tai)農(nong)業(ye)(ye)園(yuan),探索發(fa)展發(fa)展現(xian)代(dai)農(nong)業(ye)(ye)的初衷。據(ju)悉,僅建園(yuan)第(di)一(yi)年就實(shi)(shi)現(xian)收入545萬(wan)元(yuan)(yuan)、創效(xiao)115萬(wan)元(yuan)(yuan),并與任城區政府簽(qian)訂了(le)(le)(le)《礦(kuang)(kuang)山地質(zhi)環(huan)境治(zhi)理(li)工(gong)(gong)程代(dai)為治(zhi)理(li)協議(yi)》,預計爭(zheng)取治(zhi)理(li)資金7230萬(wan)元(yuan)(yuan),為礦(kuang)(kuang)井(jing)發(fa)展創造了(le)(le)(le)空間。還通過發(fa)展現(xian)代(dai)農(nong)業(ye)(ye)開辟了(le)(le)(le)新(xin)的就業(ye)(ye)崗位,將礦(kuang)(kuang)井(jing)部(bu)分富(fu)余(yu)人(ren)員(yuan)被流安置(zhi)到了(le)(le)(le)農(nong)業(ye)(ye)園(yuan),進(jin)一(yi)步優(you)化了(le)(le)(le)人(ren)力(li)資源配置(zhi),降低了(le)(le)(le)人(ren)工(gong)(gong)成(cheng)本,也打破了(le)(le)(le)“去(qu)產能”會導致“職工(gong)(gong)失業(ye)(ye)”的魔咒(zhou)。
