肥礦集團:“兩化融合”助推轉型發展

今年以(yi)來,肥(fei)礦(kuang)集團認真(zhen)落實能源(yuan)集團“兩(liang)化(hua)融合”管理工(gong)作要求,結合實際,貫徹“減量”也是發展的(de)工(gong)作理念(nian),將“減少存(cun)量、降低(di)成(cheng)本”作為工(gong)作首要目標,打造極(ji)具肥(fei)礦(kuang)集團特色的(de)“四個一”兩(liang)化(hua)融合模(mo)式,做到(dao)破解難題(ti)“項目化(hua)”,助推企(qi)業(ye)“謀(mou)轉(zhuan)型”。

突出(chu)一個“特色”,肥(fei)礦集團(tuan)(tuan)打(da)破原有“集團(tuan)(tuan)部(bu)室、基(ji)層單位”的(de)層級(ji)管理模(mo)式,緊(jin)緊(jin)圍繞重點(dian)工作(zuo),形成(cheng)“集團(tuan)(tuan)公司部(bu)室+基(ji)層單位”綜合管理模(mo)式,成(cheng)立項(xiang)目(mu)工作(zuo)團(tuan)(tuan)隊,列出(chu)工作(zuo)項(xiang)目(mu)、制定工作(zuo)目(mu)標(biao)、明(ming)確時間節(jie)點(dian)和項(xiang)目(mu)責任人、獎懲(cheng)標(biao)準等相關內(nei)容(rong),積極開展降本(ben)增效工作(zuo);

打(da)造一個“體(ti)系”,根據“兩化(hua)(hua)(hua)(hua)(hua)(hua)融合”管(guan)(guan)理(li)(li)要求,分(fen)別(bie)下(xia)發了《“兩化(hua)(hua)(hua)(hua)(hua)(hua)融合”管(guan)(guan)理(li)(li)工(gong)(gong)(gong)作(zuo)(zuo)推(tui)進方案》、《精(jing)益化(hua)(hua)(hua)(hua)(hua)(hua)運(yun)營(ying)管(guan)(guan)理(li)(li)實施辦(ban)法》等文件,明確“板(ban)塊化(hua)(hua)(hua)(hua)(hua)(hua)管(guan)(guan)理(li)(li),項(xiang)目(mu)化(hua)(hua)(hua)(hua)(hua)(hua)實施,市場化(hua)(hua)(hua)(hua)(hua)(hua)考(kao)核,精(jing)益化(hua)(hua)(hua)(hua)(hua)(hua)運(yun)營(ying)”的項(xiang)目(mu)化(hua)(hua)(hua)(hua)(hua)(hua)管(guan)(guan)理(li)(li)思路,將重點(dian)工(gong)(gong)(gong)作(zuo)(zuo)分(fen)為“現(xian)有資(zi)產(chan)盤(pan)活、不(bu)良資(zi)產(chan)處置、稅(shui)收政策創(chuang)效(xiao)、人(ren)力(li)優化(hua)(hua)(hua)(hua)(hua)(hua)降本、經營(ying)轉(zhuan)型創(chuang)效(xiao)、基層黨建工(gong)(gong)(gong)作(zuo)(zuo)”六(liu)大工(gong)(gong)(gong)作(zuo)(zuo)板(ban)塊,分(fen)別(bie)成立“財務創(chuang)效(xiao)、資(zi)產(chan)處結、風險防(fang)控(kong)、法務案件處結、僵尸企業出清(qing)、人(ren)力(li)資(zi)源優化(hua)(hua)(hua)(hua)(hua)(hua)、黨建工(gong)(gong)(gong)作(zuo)(zuo)、轉(zhuan)型經營(ying)單(dan)位”等八(ba)個工(gong)(gong)(gong)作(zuo)(zuo)專(zhuan)班,制定項(xiang)目(mu)推(tui)進責任清(qing)單(dan),所有項(xiang)目(mu)專(zhuan)班用“精(jing)準點(dian)穴(xue)”式的開展(zhan)工(gong)(gong)(gong)作(zuo)(zuo);

研(yan)發(fa)一(yi)個“系統”,為了提(ti)高(gao)精益化(hua)運行效率(lv),發(fa)揮數字化(hua)管(guan)控的優(you)勢(shi),自主研(yan)發(fa)了精益化(hua)移動辦(ban)公APP系統,實現各項(xiang)工作(zuo)的填報、編輯和導入、導出等功能,實現每個項(xiang)目(mu)的進展情況實時(shi)(shi)更(geng)新,相(xiang)關(guan)人員(yuan)隨時(shi)(shi)可查,責任人時(shi)(shi)時(shi)(shi)預警(jing),考核一(yi)目(mu)了然(ran);

管(guan)(guan)控(kong)一“全程(cheng)”:為了(le)強化項目化管(guan)(guan)理(li),提高項目運行(xing)質(zhi)量,按照項目節(jie)點(dian)(dian)性(xing)(xing)質(zhi),將項目分為“一次性(xing)(xing)節(jie)點(dian)(dian)、周工作節(jie)點(dian)(dian)、月(yue)度(du)工作節(jie)點(dian)(dian)、階(jie)段性(xing)(xing)節(jie)點(dian)(dian)、年度(du)性(xing)(xing)節(jie)點(dian)(dian)”等五類,所有事項納入精益化運行(xing)管(guan)(guan)控(kong),執行(xing)“周調度(du)、月(yue)總(zong)結(jie)、階(jie)段性(xing)(xing)考核”管(guan)(guan)理(li),形(xing)成(cheng)“全覆蓋、全流程(cheng)、全方位、全時段”的動態(tai)管(guan)(guan)控(kong)體系。

截至(zhi)2021年7月末,各專(zhuan)班共計(ji)206個項目正常推(tui)進(jin)140項,占(zhan)比(bi)67.96%;已經(jing)(jing)辦結57項,占(zhan)比(bi)27.66%,財務創(chuang)效專(zhuan)班中物資公司(si)債務處置相關(guan)工作(zuo)進(jin)展(zhan)順利(li),人力資源(yuan)專(zhuan)班提前(qian)完成能源(yuan)集團(tuan)(tuan)2021年控員(yuan)目標(biao);辦結法(fa)務糾紛經(jing)(jing)濟案件35項,最大限(xian)度降低了(le)企業運行法(fa)律風(feng)險。項目化工作(zuo)的(de)有效推(tui)進(jin),為肥礦(kuang)集團(tuan)(tuan)轉型發展(zhan)夯實了(le)基礎。
