本網濟寧訊 面對煤炭市場價格持續低迷的嚴峻形勢,臨礦集團古城煤礦持續發揮低成本優勢作用,“嚴”字當頭,精細管理,全員挖潛,大眾創效,推進企業度危求進。
該礦嚴控勞動用工,對(dui)勞動組織協調、運(yun)輸系統改(gai)造和責任包保區(qu)域進(jin)行劃分,合理重組了(le)井上、下12個崗(gang)位,減少用工48人(ren)次。“今年1月份,我們(men)對(dui)全礦各崗(gang)位2600多(duo)(duo)名(ming)員(yuan)(yuan)工進(jin)行了(le)梳理,把2300名(ming)員(yuan)(yuan)工納入了(le)市場化管理范圍,200多(duo)(duo)名(ming)機(ji)關后勤工作(zuo)人(ren)員(yuan)(yuan)納入了(le)績(ji)效(xiao)考核范疇,并為不能(neng)適應井下作(zuo)業的長(chang)傷、長(chang)病人(ren)員(yuan)(yuan)辦(ban)理了(le)轉崗(gang)手(shou)續。”市場化辦(ban)公室金牌員(yuan)(yuan)工孟凡(fan)永介紹。
材料(liao)(liao)是嚴控(kong)成本的重頭(tou)戲(xi)。圍繞提升(sheng)管理(li)(li),做優存量,進一步降低(di)生產成本,古城煤礦在實(shi)(shi)行目(mu)標成本管理(li)(li)的基(ji)礎(chu)上(shang)(shang),大力實(shi)(shi)施(shi)材料(liao)(liao)內部市場(chang)化三級(ji)運作模式,采用材料(liao)(liao)與工(gong)(gong)資(zi)捆綁式管理(li)(li),對材料(liao)(liao)費用、員工(gong)(gong)收入實(shi)(shi)行限額消(xiao)費、定額承包,做到“一分錢材料(liao)(liao)費就(jiu)等于一分錢工(gong)(gong)資(zi)”,并實(shi)(shi)現了(le)材料(liao)(liao)消(xiao)費、工(gong)(gong)資(zi)收入“一卡通”,使材料(liao)(liao)費同(tong)比(bi)減少了(le)20%以上(shang)(shang)。
隨(sui)著礦井開拓深度(du)的(de)不斷加大、后路巷修等零星工(gong)(gong)(gong)程(cheng)(cheng)(cheng)不斷增(zeng)加,古城(cheng)煤礦把規范零星工(gong)(gong)(gong)程(cheng)(cheng)(cheng)作(zuo)業列入月底驗(yan)收(shou)(shou)考(kao)核內容(rong),實行(xing)了(le)“一(yi)工(gong)(gong)(gong)程(cheng)(cheng)(cheng)、一(yi)驗(yan)收(shou)(shou)、一(yi)評比”制度(du),要求(qiu)在工(gong)(gong)(gong)程(cheng)(cheng)(cheng)申(shen)報后,由生(sheng)產(chan)(chan)、工(gong)(gong)(gong)資(zi)部(bu)門(men)和(he)施(shi)(shi)工(gong)(gong)(gong)單位(wei)三(san)方參與對工(gong)(gong)(gong)作(zuo)量(liang)進行(xing)工(gong)(gong)(gong)前定價。施(shi)(shi)工(gong)(gong)(gong)過程(cheng)(cheng)(cheng)中,生(sheng)產(chan)(chan)、工(gong)(gong)(gong)資(zi)部(bu)門(men)動(dong)態跟蹤、現場監督(du)工(gong)(gong)(gong)程(cheng)(cheng)(cheng)質量(liang)及其消耗(hao)定量(liang)。施(shi)(shi)工(gong)(gong)(gong)完成(cheng)后,再由生(sheng)產(chan)(chan)、工(gong)(gong)(gong)資(zi)部(bu)門(men)組織進行(xing)驗(yan)收(shou)(shou),最終(zhong)確定工(gong)(gong)(gong)程(cheng)(cheng)(cheng)量(liang),不僅提高了(le)用工(gong)(gong)(gong)效率,還嚴(yan)控(kong)了(le)材(cai)料支出,消除了(le)隱性浪費。
