煤(mei)礦安監員有著(zhu)“礦井警(jing)察(cha)”的(de)(de)光榮稱(cheng)號,他們往往只會通過罰(fa)(fa)款的(de)(de)形方式,制止一(yi)些不(bu)(bu)安全(quan)(quan)(quan)的(de)(de)行(xing)(xing)(xing)(xing)(xing)為(wei),但是也極(ji)易(yi)使(shi)職(zhi)工(gong)(gong)產生抵觸(chu)情(qing)緒,制造更多的(de)(de)不(bu)(bu)安全(quan)(quan)(quan)因(yin)素(su)。針對(dui)這一(yi)現狀,該公司推出了以(yi)說服教(jiao)育(yu)為(wei)主的(de)(de)“說理(li)式罰(fa)(fa)單”,即安全(quan)(quan)(quan)溫(wen)馨(xin)勸(quan)勉(mian)卡(ka)(ka)、安全(quan)(quan)(quan)溫(wen)馨(xin)告誡卡(ka)(ka)、安全(quan)(quan)(quan)溫(wen)馨(xin)約(yue)(yue)談(tan)卡(ka)(ka)、安全(quan)(quan)(quan)溫(wen)馨(xin)仲(zhong)裁(cai)卡(ka)(ka)四種類型。安全(quan)(quan)(quan)溫(wen)馨(xin)勸(quan)勉(mian)卡(ka)(ka)即對(dui)于初次(ci)輕微違(wei)(wei)章(zhang)(zhang)(zhang)行(xing)(xing)(xing)(xing)(xing)為(wei)的(de)(de)職(zhi)工(gong)(gong)對(dui)其(qi)違(wei)(wei)章(zhang)(zhang)(zhang)行(xing)(xing)(xing)(xing)(xing)為(wei)進行(xing)(xing)(xing)(xing)(xing)描述(shu)(shu)(shu),同時進行(xing)(xing)(xing)(xing)(xing)勸(quan)勉(mian)和提(ti)示(shi),勸(quan)導職(zhi)工(gong)(gong)進行(xing)(xing)(xing)(xing)(xing)改(gai)正(zheng);安全(quan)(quan)(quan)溫(wen)馨(xin)告誡卡(ka)(ka)即對(dui)二次(ci)輕微違(wei)(wei)章(zhang)(zhang)(zhang)或(huo)一(yi)次(ci)行(xing)(xing)(xing)(xing)(xing)為(wei)違(wei)(wei)章(zhang)(zhang)(zhang)職(zhi)工(gong)(gong),對(dui)其(qi)違(wei)(wei)章(zhang)(zhang)(zhang)行(xing)(xing)(xing)(xing)(xing)為(wei)進行(xing)(xing)(xing)(xing)(xing)描述(shu)(shu)(shu)、同時告知(zhi)違(wei)(wei)章(zhang)(zhang)(zhang)行(xing)(xing)(xing)(xing)(xing)為(wei)存在(zai)的(de)(de)危(wei)害(hai)和后果,起到(dao)對(dui)職(zhi)工(gong)(gong)進行(xing)(xing)(xing)(xing)(xing)告誡、警(jing)示(shi)的(de)(de)作用;安全(quan)(quan)(quan)溫(wen)馨(xin)約(yue)(yue)談(tan)卡(ka)(ka)即對(dui)三(san)次(ci)以(yi)上輕微違(wei)(wei)章(zhang)(zhang)(zhang)、兩次(ci)以(yi)上行(xing)(xing)(xing)(xing)(xing)為(wei)違(wei)(wei)章(zhang)(zhang)(zhang)和一(yi)次(ci)嚴重違(wei)(wei)章(zhang)(zhang)(zhang)職(zhi)工(gong)(gong),對(dui)違(wei)(wei)章(zhang)(zhang)(zhang)行(xing)(xing)(xing)(xing)(xing)為(wei)進行(xing)(xing)(xing)(xing)(xing)描述(shu)(shu)(shu)、告知(zhi)違(wei)(wei)章(zhang)(zhang)(zhang)行(xing)(xing)(xing)(xing)(xing)為(wei)存在(zai)的(de)(de)危(wei)害(hai)和后果,同時出具相(xiang)關依據(ju)對(dui)違(wei)(wei)章(zhang)(zhang)(zhang)者進行(xing)(xing)(xing)(xing)(xing)處罰(fa)(fa)。安全(quan)(quan)(quan)溫(wen)馨(xin)仲(zhong)裁(cai)即如(ru)職(zhi)工(gong)(gong)認(ren)為(wei)下達的(de)(de)安全(quan)(quan)(quan)約(yue)(yue)談(tan)卡(ka)(ka)對(dui)違(wei)(wei)章(zhang)(zhang)(zhang)行(xing)(xing)(xing)(xing)(xing)為(wei)描述(shu)(shu)(shu)不(bu)(bu)準(zhun)確、處罰(fa)(fa)依據(ju)不(bu)(bu)當者,可(ke)申請“三(san)違(wei)(wei)”仲(zhong)裁(cai)。

“四類”安全溫馨卡,打破了以往強硬性安全管理模式,創造了安全執法人員與職工和諧相處的軟環境,有效增強了職工的安全意識。據統計,自推行安全溫馨提示卡以來,違章率同比下降了40%,推動了礦井(jing)安(an)全生產。
