馬克(ke)思說(shuo)過,哲學家們(men)只是(shi)用不(bu)同(tong)的方式解(jie)釋世(shi)界,而(er)問(wen)題(ti)(ti)在(zai)(zai)于改變世(shi)界。解(jie)決(jue)“四風”問(wen)題(ti)(ti)同(tong)樣如此(ci),聽取意見、認識問(wen)題(ti)(ti)固然重要(yao),但是(shi)關鍵(jian)還是(shi)要(yao)解(jie)決(jue)問(wen)題(ti)(ti)。“抓住整改落實和建(jian)章立制兩個關鍵(jian)”,習近平(ping)總書記在(zai)(zai)西柏坡調研時的重要(yao)講(jiang)話(hua),為(wei)群(qun)眾路線(xian)教育(yu)實踐活動指明(ming)了著力點、找到了突破(po)口。
聽(ting)取(qu)(qu)意(yi)(yi)見(jian)是基礎,查擺問(wen)(wen)(wen)題(ti)(ti)(ti)是前提,解決(jue)(jue)問(wen)(wen)(wen)題(ti)(ti)(ti)才(cai)是關鍵。對(dui)聽(ting)取(qu)(qu)到(dao)(dao)的意(yi)(yi)見(jian)、查擺出(chu)的問(wen)(wen)(wen)題(ti)(ti)(ti),只(zhi)有針對(dui)性地制定(ding)整(zheng)(zheng)(zheng)改措施(shi)、規定(ding)整(zheng)(zheng)(zheng)改時(shi)限,并且(qie)一(yi)(yi)絲不(bu)(bu)茍地落實到(dao)(dao)實踐(jian)中(zhong),轉化為黨員(yuan)干部的自覺(jue)行(xing)動,才(cai)能把意(yi)(yi)見(jian)變(bian)成行(xing)動,將問(wen)(wen)(wen)題(ti)(ti)(ti)化為動力,真正解決(jue)(jue)作風中(zhong)存在的突(tu)出(chu)問(wen)(wen)(wen)題(ti)(ti)(ti)。反之(zhi),如果聽(ting)到(dao)(dao)了群眾意(yi)(yi)見(jian)、發現了作風問(wen)(wen)(wen)題(ti)(ti)(ti),卻不(bu)(bu)把意(yi)(yi)見(jian)貫徹到(dao)(dao)整(zheng)(zheng)(zheng)改措施(shi)中(zhong),不(bu)(bu)對(dui)問(wen)(wen)(wen)題(ti)(ti)(ti)有的放矢(shi)、對(dui)準焦距,如何(he)解決(jue)(jue)問(wen)(wen)(wen)題(ti)(ti)(ti)、轉變(bian)作風?如果整(zheng)(zheng)(zheng)改措施(shi)僅(jin)僅(jin)停留在口(kou)(kou)頭上講了、文件(jian)上寫了,或者執行(xing)時(shi)重(zhong)形式(shi)輕(qing)內容(rong)、重(zhong)口(kou)(kou)號輕(qing)行(xing)動、重(zhong)數量輕(qing)質量,談何(he)真抓(zhua)(zhua)實干、取(qu)(qu)得實效?就(jiu)(jiu)此而言,要打消等待觀望,要克服形式(shi)主義,就(jiu)(jiu)要緊(jin)緊(jin)抓(zhua)(zhua)住“整(zheng)(zheng)(zheng)改落實”這一(yi)(yi)關鍵,什么(me)(me)問(wen)(wen)(wen)題(ti)(ti)(ti)突(tu)出(chu)就(jiu)(jiu)著重(zhong)解決(jue)(jue)什么(me)(me)問(wen)(wen)(wen)題(ti)(ti)(ti),什么(me)(me)問(wen)(wen)(wen)題(ti)(ti)(ti)緊(jin)迫就(jiu)(jiu)抓(zhua)(zhua)緊(jin)解決(jue)(jue)什么(me)(me)問(wen)(wen)(wen)題(ti)(ti)(ti),積(ji)(ji)小(xiao)勝為大勝、積(ji)(ji)跬(kui)步至(zhi)千里。
政貴有(you)(you)恒(heng),治須有(you)(you)常(chang)。作(zuo)風問(wen)題具(ju)有(you)(you)頑固性、反(fan)復性,抓一抓有(you)(you)好(hao)轉,松(song)一松(song)就反(fan)彈。要(yao)把整(zheng)改(gai)落實的(de)(de)(de)(de)成(cheng)(cheng)效(xiao)鞏固下去、堅(jian)持下去,要(yao)實現(xian)對(dui)“四風”問(wen)題的(de)(de)(de)(de)經(jing)常(chang)抓、長期抓,關鍵是(shi)(shi)(shi)建章(zhang)立制(zhi)(zhi)(zhi)(zhi)。反(fan)復發生的(de)(de)(de)(de)問(wen)題要(yao)從(cong)(cong)(cong)(cong)規律上(shang)(shang)找(zhao)原(yuan)因(yin),普遍發生的(de)(de)(de)(de)問(wen)題要(yao)從(cong)(cong)(cong)(cong)體制(zhi)(zhi)(zhi)(zhi)機(ji)制(zhi)(zhi)(zhi)(zhi)上(shang)(shang)找(zhao)原(yuan)因(yin)。“四風”問(wen)題反(fan)復出(chu)現(xian)、屢禁難(nan)絕,成(cheng)(cheng)為人(ren)民群眾(zhong)反(fan)映強烈(lie)的(de)(de)(de)(de)突(tu)出(chu)問(wen)題,從(cong)(cong)(cong)(cong)根本上(shang)(shang)要(yao)從(cong)(cong)(cong)(cong)體制(zhi)(zhi)(zhi)(zhi)機(ji)制(zhi)(zhi)(zhi)(zhi)中找(zhao)原(yuan)因(yin),要(yao)從(cong)(cong)(cong)(cong)建章(zhang)立制(zhi)(zhi)(zhi)(zhi)上(shang)(shang)想辦法。“制(zhi)(zhi)(zhi)(zhi)度(du)(du)問(wen)題不(bu)(bu)解決,思想作(zuo)風問(wen)題也(ye)(ye)解決不(bu)(bu)了”。試(shi)想,如果忽視了建章(zhang)立制(zhi)(zhi)(zhi)(zhi),熱衷(zhong)一時效(xiao)果、追求短期改(gai)善(shan)、沉迷表面功夫,因(yin)此沾(zhan)(zhan)沾(zhan)(zhan)自(zi)喜、固步(bu)自(zi)封(feng)、止(zhi)步(bu)不(bu)(bu)前,不(bu)(bu)良作(zuo)風難(nan)免在活動之后卷土重(zhong)來(lai)(lai),已(yi)經(jing)取(qu)得(de)的(de)(de)(de)(de)成(cheng)(cheng)果也(ye)(ye)很難(nan)鞏固。在這個意(yi)義上(shang)(shang),制(zhi)(zhi)(zhi)(zhi)度(du)(du)建設既是(shi)(shi)(shi)活動的(de)(de)(de)(de)目標(biao),也(ye)(ye)是(shi)(shi)(shi)活動取(qu)得(de)成(cheng)(cheng)效(xiao)的(de)(de)(de)(de)關鍵,只有(you)(you)把整(zheng)改(gai)措施用(yong)(yong)規章(zhang)明(ming)確下來(lai)(lai),把落實意(yi)見用(yong)(yong)制(zhi)(zhi)(zhi)(zhi)度(du)(du)固定下來(lai)(lai),才有(you)(you)望從(cong)(cong)(cong)(cong)源頭上(shang)(shang)遏(e)制(zhi)(zhi)(zhi)(zhi)不(bu)(bu)正之風,從(cong)(cong)(cong)(cong)根本上(shang)(shang)解決突(tu)出(chu)問(wen)題。
正(zheng)如中央領導同志指出的(de),敢(gan)不敢(gan)于、善不善于解決(jue)問題(ti),是對黨性和(he)能力的(de)考驗(yan)。緊(jin)緊(jin)抓住整改(gai)落實和(he)建章立(li)制兩個(ge)關鍵,實現從認(ren)識層(ceng)面到(dao)實踐(jian)層(ceng)面的(de)飛躍,做(zuo)到(dao)以“知(zhi)(zhi)”促(cu)“行(xing)”、以“行(xing)”促(cu)“知(zhi)(zhi)”、知(zhi)(zhi)行(xing)合(he)一,我們就能確保教育實踐(jian)活動取(qu)得作風改(gai)進、群眾滿意的(de)實效,真正(zheng)做(zuo)到(dao)善做(zuo)善成、善始(shi)善終。
