龍礦集團梁家煤礦廠務公開“擦亮”“尊嚴文化”名片

“無障礙”溝通(tong)“零距(ju)離(li)”對(dui)接,近(jin)日煙(yan)臺市推進(jin)企業工會與(yu)行政溝通(tong)協(xie)商機制建(jian)設觀摩培訓班在龍礦(kuang)集(ji)團(tuan)舉辦,梁(liang)家(jia)煤礦(kuang)作為唯一迎(ying)檢單(dan)位,以厚積底蘊優勢搭建(jian)企業與(yu)職工“連心橋”,讓(rang)廠務公開“擦亮”了(le)“尊(zun)嚴”文化名片(pian)。

“這個月綜(zong)(zong)采隊(dui)廠務(wu)公(gong)開及時,重(zhong)大事項民(min)主決(jue)策(ce),工(gong)(gong)資獎金(jin)分配合理,信(xin)息(xi)公(gong)正透明,員(yuan)工(gong)(gong)提出的(de)2條關于廠務(wu)公(gong)開的(de)合理化(hua)建(jian)議得(de)到全(quan)部落實,員(yuan)工(gong)(gong)隊(dui)伍思(si)想穩定。”這是梁家煤礦(kuang)綜(zong)(zong)采隊(dui)廠務(wu)公(gong)開信(xin)息(xi)監(jian)督員(yuan)趙思(si)遠呈送給該礦(kuang)紀檢科的(de)監(jian)督信(xin)息(xi)“民(min)情報告”。

像趙思遠一樣,該礦(kuang)(kuang)有20名普通員工被聘(pin)任為廠(chang)務(wu)公(gong)(gong)(gong)開(kai)(kai)(kai)信息監督員,履行基層(ceng)單位的(de)廠(chang)務(wu)公(gong)(gong)(gong)開(kai)(kai)(kai)實(shi)時監督、過程監察(cha)和(he)動態(tai)反饋職(zhi)責,礦(kuang)(kuang)井也構(gou)筑(zhu)形成了以班組公(gong)(gong)(gong)開(kai)(kai)(kai)為“點”、區務(wu)公(gong)(gong)(gong)開(kai)(kai)(kai)為“線”、重大事項(xiang)公(gong)(gong)(gong)開(kai)(kai)(kai)為“面(mian)”的(de)全礦(kuang)(kuang)“實(shi)時監督”廠(chang)務(wu)公(gong)(gong)(gong)開(kai)(kai)(kai)信息網絡(luo)系統。

近年來,該礦(kuang)(kuang)始終堅持(chi)“全心(xin)全意(yi)依靠職工辦(ban)企業”方針,不斷堅持(chi)和完善企業廠務公開(kai)和民主管(guan)理工作,讓職工多途徑、多渠(qu)道“知礦(kuang)(kuang)情(qing)、明(ming)礦(kuang)(kuang)事(shi)(shi)、議礦(kuang)(kuang)事(shi)(shi)”,以踐行“尊(zun)嚴(yan)文化”為動力,以公開(kai)、公平、公正(zheng)的陽光疊加效應,實現企業職工上下一心(xin)、共贏共享、推進(jin)發展。

“我(wo)們區(qu)的區(qu)務公(gong)開每月(yue)都(dou)會與我(wo)們‘面(mian)碰面(mian)’,員工(gong)(gong)(gong)人人心(xin)里都(dou)敞(chang)亮著呢。”正在(zai)區(qu)隊(dui)會議室“公(gong)開園(yuan)地”細(xi)心(xin)查看班組工(gong)(gong)(gong)分分配的機電工(gong)(gong)(gong)區(qu)員工(gong)(gong)(gong)葉鳴(ming)禾對筆者介(jie)紹說。在(zai)員工(gong)(gong)(gong)關(guan)心(xin)的工(gong)(gong)(gong)資(zi)分配方面(mian),他們推行ABC三卡考(kao)核辦法,區(qu)隊(dui)領(ling)導、民(min)管(guan)小(xiao)組成員共同研究分配方案;在(zai)區(qu)隊(dui)備用金使(shi)用方面(mian),執行黨政領(ling)導、分管(guan)領(ling)導層層簽(qian)定把關(guan),一月(yue)一公(gong)布。

“在‘礦(kuang)(kuang)(kuang)情(qing)公(gong)(gong)(gong)布(bu)欄(lan)’上,我們都能隨時看(kan)到礦(kuang)(kuang)(kuang)井(jing)安(an)全生(sheng)產信(xin)息(xi),以(yi)及重(zhong)點關注的民生(sheng)焦點……”去年該(gai)礦(kuang)(kuang)(kuang)在集團公(gong)(gong)(gong)司率(lv)先實施(shi)了廠務(wu)公(gong)(gong)(gong)開(kai)(kai)信(xin)息(xi)披露制度,通(tong)過(guo)礦(kuang)(kuang)(kuang)情(qing)公(gong)(gong)(gong)開(kai)(kai),緊緊圍繞(rao)關心員(yuan)工(gong)切身利(li)益、維護員(yuan)工(gong)民主權利(li)等問題,把“三重(zhong)一(yi)大”有關事項向員(yuan)工(gong)公(gong)(gong)(gong)開(kai)(kai),特別是(shi)員(yuan)工(gong)比較關心的收入分配、競聘上崗等問題,堅持公(gong)(gong)(gong)開(kai)(kai)、公(gong)(gong)(gong)平、公(gong)(gong)(gong)正和透(tou)明的原則,通(tong)過(guo)職工(gong)代表(biao)座談會(hui)(hui)、員(yuan)工(gong)工(gong)資獎金宣貫會(hui)(hui)及礦(kuang)(kuang)(kuang)井(jing)重(zhong)大信(xin)息(xi)披露會(hui)(hui)等形式,向員(yuan)工(gong)講明、講透(tou),真正做到“全公(gong)(gong)(gong)開(kai)(kai)”、“真公(gong)(gong)(gong)開(kai)(kai)”和“零遺漏(lou)”。

“礦(kuang)井(jing)倡導‘尊(zun)嚴(yan)’文化,我(wo)們(men)一(yi)(yi)線職工(gong)的知情權有(you)(you)了(le)保障,工(gong)資獎金公(gong)開(kai)透明,有(you)(you)疑問疑惑(huo)還組織來幫助我(wo)們(men)解(jie)答,這不(bu)正是(shi)對(dui)我(wo)們(men)一(yi)(yi)線職工(gong)最大的尊(zun)嚴(yan)嗎?”該礦(kuang)掘進(jin)工(gong)區(qu)放炮員張忠(zhong)軍說,“什么事情擺(bai)桌面上,什么事也沒有(you)(you)了(le);一(yi)(yi)線職工(gong)的干勁(jing)也大了(le),工(gong)作積極性也提高了(le),更減少(shao)了(le)日常(chang)工(gong)作中產生(sheng)的誤解(jie)和各種矛盾(dun)。”

“給(gei)職工(gong)一個(ge)(ge)交待,還職工(gong)一個(ge)(ge)明(ming)白”,梁家煤礦作為山東省推(tui)行廠(chang)務(wu)公(gong)開(kai)(kai)首(shou)批試點單位之一,自(zi)1999年(nian)7月開(kai)(kai)始推(tui)行廠(chang)務(wu)公(gong)開(kai)(kai)制度(du),先后迎接了全(quan)省煤炭(tan)系統廠(chang)務(wu)公(gong)開(kai)(kai)推(tui)進觀摩(mo)會、全(quan)國(guo)廠(chang)務(wu)公(gong)開(kai)(kai)督察調研等活動(dong),得(de)到了各(ge)級領導(dao)的高度(du)評價。
