本網(wang)濟(ji)南訊 8月23日,能源集團召(zhao)開信訪(fang)穩定(ding)工作座談會,董事(shi)、黨委副書(shu)記田(tian)志鋒(feng)主持會議(yi)并講話,黨委常委、董事(shi)、工會主席宿洪濤總結今年以來信訪(fang)穩定(ding)工作,分析當前形勢(shi),安排部署下一步工作任(ren)務。
會上(shang),各單位(wei)座談交流了今年以來的信(xin)訪穩定工作開展情(qing)況(kuang)、存在的主(zhu)要問題及下一(yi)步工作打算。
宿洪(hong)(hong)濤在講話中指(zhi)出(chu),今年以來,是能源(yuan)集(ji)(ji)團改(gai)革發(fa)展取得較好(hao)成(cheng)績的(de)時(shi)期,也是信(xin)訪(fang)(fang)(fang)穩定(ding)(ding)工(gong)(gong)作應對挑(tiao)戰、穩步推進(jin)的(de)時(shi)期,信(xin)訪(fang)(fang)(fang)穩定(ding)(ding)形(xing)勢總體(ti)上呈現(xian)(xian)(xian)“三下(xia)降(jiang)(jiang)一趨(qu)好(hao)”局面(mian),即:信(xin)訪(fang)(fang)(fang)總量下(xia)降(jiang)(jiang)、集(ji)(ji)體(ti)訪(fang)(fang)(fang)數(shu)量下(xia)降(jiang)(jiang)、到(dao)省進(jin)京信(xin)訪(fang)(fang)(fang)量下(xia)降(jiang)(jiang)、信(xin)訪(fang)(fang)(fang)秩序趨(qu)向好(hao)轉。總體(ti)呈現(xian)(xian)(xian)五個(ge)特點:各(ge)級責任主體(ti)逐步壓實,風險評估制度(du)認(ren)真執行,案(an)件化解辦(ban)理再創新(xin)高,超前預(yu)防預(yu)控得到(dao)加強,集(ji)(ji)體(ti)訪(fang)(fang)(fang)處置(zhi)方法(fa)得當、效果明顯。在對當前形(xing)勢的(de)分析上,宿洪(hong)(hong)濤指(zhi)出(chu):今后(hou)一個(ge)時(shi)期,對能源(yuan)集(ji)(ji)團來講,市場(chang)形(xing)勢依然(ran)嚴峻,制約因素更加突(tu)出(chu),改(gai)革發(fa)展過(guo)程中尚未解決的(de)老問題(ti)與(yu)新(xin)形(xing)勢下(xia)出(chu)現(xian)(xian)(xian)的(de)新(xin)矛盾相互交織,信(xin)訪(fang)(fang)(fang)穩定(ding)(ding)工(gong)(gong)作面(mian)臨著嚴峻困難(nan)和(he)考驗,預(yu)計將是信(xin)訪(fang)(fang)(fang)穩定(ding)(ding)問題(ti)、信(xin)訪(fang)(fang)(fang)案(an)件頻(pin)發(fa)的(de)一個(ge)時(shi)期。
宿洪濤強調,今后一個時期是能源集團深化改革、提質增效的關鍵階段,穩定的環境至關重要。各單位要緊緊圍繞企業改革發展工作大局,認清形勢,勇于擔當,進一步增強做好信訪穩定工作的責任感和緊迫感,積極適應新常態,樹立新理念,應對新挑戰,努力打好離退休人員住房補貼調整、“僵尸企業”和去產能職工安置、肥礦集團改革重組、省屬監獄煤礦劃轉“四大信訪穩定攻堅戰”,實現信訪總量、到省進京信訪量特別是集體訪數量繼續有明顯下降,在能源集團范圍內努力做到“五個確保不發生”。要著力在實現“六個新突破”上狠下功夫,即堅持抓示范引領,在責任落實上實現新突破;堅持抓依法治訪,在規范信訪工作秩序上實現新突破;堅持抓案結事了,在信訪積案化解上實現新突破;堅持抓事前防范,在預防預控上實現新突破;堅持關注熱點問題,在集體訪處置上實現新突破;堅持抓隊伍建設,在提高信訪干部綜合素質上實現新突破。
田志鋒在(zai)講話中對(dui)今年(nian)(nian)以來(lai)的信訪穩定(ding)工作給予(yu)了(le)充(chong)分肯(ken)定(ding),在(zai)聽取各(ge)單(dan)位情況匯報(bao)后,他指(zhi)出(chu),今年(nian)(nian)以來(lai)各(ge)單(dan)位面對(dui)復雜嚴峻的信訪形勢,強化(hua)責任落實,狠(hen)抓問題化(hua)解,做了(le)大(da)量深入(ru)細致的工作,取得了(le)較好成效(xiao),總體呈現四個(ge)特點,一是(shi)領導重視,落實有(you)力;二是(shi)心(xin)中有(you)數,態(tai)度誠懇;三是(shi)工作扎實,成效(xiao)明顯;四是(shi)務實創新,實用性強。
關于(yu)下一步的(de)(de)工(gong)(gong)(gong)(gong)(gong)作(zuo),田志鋒提出(chu)了四(si)點(dian)要求(qiu):一是(shi)(shi)信(xin)(xin)(xin)訪(fang)(fang)(fang)穩(wen)(wen)(wen)(wen)(wen)定(ding)(ding)工(gong)(gong)(gong)(gong)(gong)作(zuo)是(shi)(shi)政(zheng)治任務,要高度重(zhong)視。要提高對信(xin)(xin)(xin)訪(fang)(fang)(fang)穩(wen)(wen)(wen)(wen)(wen)定(ding)(ding)工(gong)(gong)(gong)(gong)(gong)作(zuo)政(zheng)治性的(de)(de)認識(shi),配強配齊信(xin)(xin)(xin)訪(fang)(fang)(fang)穩(wen)(wen)(wen)(wen)(wen)定(ding)(ding)工(gong)(gong)(gong)(gong)(gong)作(zuo)人員,滿足工(gong)(gong)(gong)(gong)(gong)作(zuo)開(kai)展的(de)(de)各項所需(xu)。二是(shi)(shi)要抓住工(gong)(gong)(gong)(gong)(gong)作(zuo)重(zhong)點(dian),下決(jue)心(xin)(xin)解(jie)(jie)決(jue)好(hao)(hao)(hao)信(xin)(xin)(xin)訪(fang)(fang)(fang)突(tu)出(chu)問(wen)(wen)題(ti)。重(zhong)點(dian)關注能在企(qi)業(ye)范圍內引起(qi)較大(da)(da)影(ying)響(xiang)的(de)(de)不穩(wen)(wen)(wen)(wen)(wen)定(ding)(ding)問(wen)(wen)題(ti),按照(zhao)問(wen)(wen)題(ti)大(da)(da)小(xiao),輕(qing)重(zhong)緩急分(fen)(fen)類(lei)分(fen)(fen)層次(ci)抓好(hao)(hao)(hao)落實,更(geng)要敢(gan)于(yu)擔當、明確(que)責(ze)(ze)任,迎(ying)難(nan)而上(shang),將問(wen)(wen)題(ti)化解(jie)(jie)在本(ben)企(qi)業(ye)內部(bu)。三(san)是(shi)(shi)要突(tu)出(chu)齊抓共(gong)管。樹立信(xin)(xin)(xin)訪(fang)(fang)(fang)穩(wen)(wen)(wen)(wen)(wen)定(ding)(ding)工(gong)(gong)(gong)(gong)(gong)作(zuo)“大(da)(da)家有責(ze)(ze)”的(de)(de)理(li)念,各級(ji)各部(bu)門相互支持、密切(qie)配合(he)、齊心(xin)(xin)協(xie)力做(zuo)好(hao)(hao)(hao)信(xin)(xin)(xin)訪(fang)(fang)(fang)穩(wen)(wen)(wen)(wen)(wen)定(ding)(ding)工(gong)(gong)(gong)(gong)(gong)作(zuo),各單(dan)位(wei)要按照(zhao)信(xin)(xin)(xin)訪(fang)(fang)(fang)工(gong)(gong)(gong)(gong)(gong)作(zuo)聯席會議制度的(de)(de)要求(qiu),黨(dang)政(zheng)主(zhu)要領(ling)導每季度至少一次(ci)專題(ti)研究化解(jie)(jie)信(xin)(xin)(xin)訪(fang)(fang)(fang)突(tu)出(chu)問(wen)(wen)題(ti),相關部(bu)門共(gong)同(tong)參與,以(yi)此推(tui)進重(zhong)大(da)(da)信(xin)(xin)(xin)訪(fang)(fang)(fang)穩(wen)(wen)(wen)(wen)(wen)定(ding)(ding)問(wen)(wen)題(ti)的(de)(de)化解(jie)(jie)。四(si)是(shi)(shi)振奮精神(shen),堅定(ding)(ding)信(xin)(xin)(xin)心(xin)(xin)抓發展。正確(que)處(chu)理(li)改革、發展與穩(wen)(wen)(wen)(wen)(wen)定(ding)(ding)的(de)(de)關系,自覺主(zhu)動地把信(xin)(xin)(xin)訪(fang)(fang)(fang)穩(wen)(wen)(wen)(wen)(wen)定(ding)(ding)工(gong)(gong)(gong)(gong)(gong)作(zuo)與搞好(hao)(hao)(hao)生產經營有機結合(he)起(qi)來,堅定(ding)(ding)不移地為推(tui)動發展創造良好(hao)(hao)(hao)環(huan)境,做(zuo)到“以(yi)穩(wen)(wen)(wen)(wen)(wen)定(ding)(ding)促發展、以(yi)發展保穩(wen)(wen)(wen)(wen)(wen)定(ding)(ding)”。
