為認真貫徹落實省(sheng)國資委黨(dang)(dang)(dang)委《關于(yu)新形勢下充分發揮(hui)黨(dang)(dang)(dang)組織(zhi)政(zheng)(zheng)治(zhi)(zhi)核心作(zuo)用進(jin)一步加強(qiang)改(gai)進(jin)省(sheng)管企(qi)業黨(dang)(dang)(dang)建(jian)和(he)思想政(zheng)(zheng)治(zhi)(zhi)工作(zuo)的意見》(魯國資黨(dang)(dang)(dang)〔2014〕8號(hao)文)精(jing)神(shen),切(qie)實提高各級(ji)黨(dang)(dang)(dang)組織(zhi)工作(zuo)科(ke)學化水(shui)平,在推動(dong)企(qi)業深(shen)化改(gai)革、轉(zhuan)型發展、和(he)諧穩定中提供更加強(qiang)有力的政(zheng)(zheng)治(zhi)(zhi)優勢和(he)組織(zhi)保障,經能源集團(tuan)黨(dang)(dang)(dang)委研究,特提出(chu)以下實施意見。
一、加強改進新形勢下黨(dang)建思想政治工作的(de)重要(yao)意義、總體要(yao)求和(he)目標任務
1.加強(qiang)(qiang)(qiang)(qiang)改(gai)進(jin)新(xin)(xin)(xin)形勢(shi)(shi)下(xia)企(qi)業(ye)黨(dang)(dang)(dang)建(jian)(jian)(jian)思(si)(si)(si)(si)想政(zheng)(zheng)(zheng)治(zhi)(zhi)(zhi)工(gong)(gong)作(zuo)(zuo)(zuo)重要(yao)而緊(jin)迫(po)。黨(dang)(dang)(dang)建(jian)(jian)(jian)和(he)(he)(he)思(si)(si)(si)(si)想政(zheng)(zheng)(zheng)治(zhi)(zhi)(zhi)工(gong)(gong)作(zuo)(zuo)(zuo)是(shi)(shi)(shi)我們黨(dang)(dang)(dang)的(de)(de)(de)(de)(de)優良傳(chuan)統(tong)和(he)(he)(he)政(zheng)(zheng)(zheng)治(zhi)(zhi)(zhi)優勢(shi)(shi),是(shi)(shi)(shi)推動國有(you)企(qi)業(ye)改(gai)革發(fa)(fa)展(zhan)(zhan)穩(wen)定的(de)(de)(de)(de)(de)根本保(bao)證(zheng)(zheng),在(zai)把關定向、動員組織、服務(wu)群眾、促進(jin)和(he)(he)(he)諧等方(fang)(fang)面(mian)(mian)具有(you)不(bu)可替代(dai)(dai)的(de)(de)(de)(de)(de)重要(yao)作(zuo)(zuo)(zuo)用(yong)(yong)。多(duo)年來(lai)特別(bie)是(shi)(shi)(shi)能源集(ji)團(tuan)成立以(yi)來(lai),各級黨(dang)(dang)(dang)組織堅(jian)持圍繞(rao)中(zhong)(zhong)心、服務(wu)大(da)(da)(da)局,積極探(tan)索加強(qiang)(qiang)(qiang)(qiang)改(gai)進(jin)黨(dang)(dang)(dang)建(jian)(jian)(jian)和(he)(he)(he)思(si)(si)(si)(si)想政(zheng)(zheng)(zheng)治(zhi)(zhi)(zhi)工(gong)(gong)作(zuo)(zuo)(zuo)的(de)(de)(de)(de)(de)新(xin)(xin)(xin)思(si)(si)(si)(si)路、新(xin)(xin)(xin)途徑、新(xin)(xin)(xin)方(fang)(fang)法,在(zai)促進(jin)企(qi)業(ye)改(gai)革發(fa)(fa)展(zhan)(zhan)穩(wen)定中(zhong)(zhong)發(fa)(fa)揮(hui)了應(ying)(ying)有(you)作(zuo)(zuo)(zuo)用(yong)(yong)。但是(shi)(shi)(shi)應(ying)(ying)當清醒地(di)認識(shi)到,企(qi)業(ye)在(zai)發(fa)(fa)展(zhan)(zhan)的(de)(de)(de)(de)(de)過程(cheng)中(zhong)(zhong)和(he)(he)(he)前進(jin)的(de)(de)(de)(de)(de)道路上,面(mian)(mian)臨(lin)著諸多(duo)新(xin)(xin)(xin)的(de)(de)(de)(de)(de)矛(mao)盾(dun)、新(xin)(xin)(xin)的(de)(de)(de)(de)(de)挑戰(zhan)、新(xin)(xin)(xin)的(de)(de)(de)(de)(de)課題(ti),亟(ji)(ji)需(xu)解(jie)決和(he)(he)(he)破(po)解(jie)。從(cong)國際上看(kan),經(jing)(jing)濟(ji)全球化(hua)深(shen)(shen)入(ru)(ru)發(fa)(fa)展(zhan)(zhan),大(da)(da)(da)集(ji)團(tuan)、大(da)(da)(da)企(qi)業(ye)間的(de)(de)(de)(de)(de)競(jing)爭日趨激烈;從(cong)黨(dang)(dang)(dang)的(de)(de)(de)(de)(de)自身建(jian)(jian)(jian)設來(lai)看(kan),“四(si)(si)大(da)(da)(da)考驗”、“四(si)(si)大(da)(da)(da)危(wei)險”更加尖銳(rui)地(di)擺在(zai)全黨(dang)(dang)(dang)面(mian)(mian)前;從(cong)改(gai)革發(fa)(fa)展(zhan)(zhan)的(de)(de)(de)(de)(de)形勢(shi)(shi)看(kan),改(gai)革進(jin)入(ru)(ru)深(shen)(shen)水區(qu)和(he)(he)(he)攻堅(jian)期(qi),經(jing)(jing)濟(ji)發(fa)(fa)展(zhan)(zhan)進(jin)入(ru)(ru)中(zhong)(zhong)高速發(fa)(fa)展(zhan)(zhan)的(de)(de)(de)(de)(de)“新(xin)(xin)(xin)常態(tai)”;從(cong)企(qi)業(ye)來(lai)看(kan),處在(zai)新(xin)(xin)(xin)一(yi)(yi)輪(lun)度(du)危(wei)求(qiu)進(jin)、轉型升級的(de)(de)(de)(de)(de)特殊時期(qi)。新(xin)(xin)(xin)形勢(shi)(shi)、新(xin)(xin)(xin)任(ren)務(wu)對黨(dang)(dang)(dang)建(jian)(jian)(jian)和(he)(he)(he)思(si)(si)(si)(si)想政(zheng)(zheng)(zheng)治(zhi)(zhi)(zhi)工(gong)(gong)作(zuo)(zuo)(zuo)提(ti)出(chu)了新(xin)(xin)(xin)要(yao)求(qiu)、新(xin)(xin)(xin)期(qi)待。同時,也應(ying)(ying)看(kan)到,企(qi)業(ye)黨(dang)(dang)(dang)建(jian)(jian)(jian)和(he)(he)(he)思(si)(si)(si)(si)想政(zheng)(zheng)(zheng)治(zhi)(zhi)(zhi)工(gong)(gong)作(zuo)(zuo)(zuo)還存在(zai)一(yi)(yi)些不(bu)夠(gou)(gou)適應(ying)(ying)的(de)(de)(de)(de)(de)問(wen)題(ti),主要(yao)是(shi)(shi)(shi):個別(bie)黨(dang)(dang)(dang)組織戰(zhan)斗力(li)不(bu)夠(gou)(gou)強(qiang)(qiang)(qiang)(qiang),黨(dang)(dang)(dang)員“空白”班組較多(duo),發(fa)(fa)揮(hui)作(zuo)(zuo)(zuo)用(yong)(yong)不(bu)夠(gou)(gou)到位(wei)(wei);黨(dang)(dang)(dang)建(jian)(jian)(jian)和(he)(he)(he)思(si)(si)(si)(si)想政(zheng)(zheng)(zheng)治(zhi)(zhi)(zhi)工(gong)(gong)作(zuo)(zuo)(zuo)系(xi)統(tong)化(hua)管理體制亟(ji)(ji)待健(jian)全,制度(du)體系(xi)尚(shang)待完(wan)善,考核評(ping)價機制有(you)待完(wan)善,與生產經(jing)(jing)營的(de)(de)(de)(de)(de)融合仍需(xu)深(shen)(shen)化(hua);工(gong)(gong)作(zuo)(zuo)(zuo)開展(zhan)(zhan)不(bu)夠(gou)(gou)平(ping)衡,特別(bie)是(shi)(shi)(shi)改(gai)制單位(wei)(wei)普遍成為薄弱地(di)帶,境外、省外以(yi)及混合所有(you)制單位(wei)(wei)的(de)(de)(de)(de)(de)黨(dang)(dang)(dang)建(jian)(jian)(jian)和(he)(he)(he)思(si)(si)(si)(si)想政(zheng)(zheng)(zheng)治(zhi)(zhi)(zhi)工(gong)(gong)作(zuo)(zuo)(zuo)需(xu)要(yao)深(shen)(shen)入(ru)(ru)探(tan)索研究;政(zheng)(zheng)(zheng)工(gong)(gong)干部存在(zai)年齡偏大(da)(da)(da)、能力(li)素質偏低等現象,工(gong)(gong)作(zuo)(zuo)(zuo)方(fang)(fang)式方(fang)(fang)法與時代(dai)(dai)的(de)(de)(de)(de)(de)要(yao)求(qiu)不(bu)夠(gou)(gou)適應(ying)(ying)。以(yi)上問(wen)題(ti)影響(xiang)和(he)(he)(he)制約(yue)了黨(dang)(dang)(dang)建(jian)(jian)(jian)和(he)(he)(he)思(si)(si)(si)(si)想政(zheng)(zheng)(zheng)治(zhi)(zhi)(zhi)工(gong)(gong)作(zuo)(zuo)(zuo)優勢(shi)(shi)發(fa)(fa)揮(hui)。各級黨(dang)(dang)(dang)組織要(yao)充分認識(shi)進(jin)一(yi)(yi)步加強(qiang)(qiang)(qiang)(qiang)新(xin)(xin)(xin)形勢(shi)(shi)下(xia)黨(dang)(dang)(dang)建(jian)(jian)(jian)和(he)(he)(he)思(si)(si)(si)(si)想政(zheng)(zheng)(zheng)治(zhi)(zhi)(zhi)工(gong)(gong)作(zuo)(zuo)(zuo)的(de)(de)(de)(de)(de)必要(yao)性、緊(jin)迫(po)性,切實(shi)增(zeng)強(qiang)(qiang)(qiang)(qiang)責任(ren)感(gan)和(he)(he)(he)使命感(gan),以(yi)更加開闊的(de)(de)(de)(de)(de)視野、更加創新(xin)(xin)(xin)的(de)(de)(de)(de)(de)思(si)(si)(si)(si)維、更加堅(jian)定的(de)(de)(de)(de)(de)信心,奮力(li)開創黨(dang)(dang)(dang)建(jian)(jian)(jian)和(he)(he)(he)思(si)(si)(si)(si)想政(zheng)(zheng)(zheng)治(zhi)(zhi)(zhi)工(gong)(gong)作(zuo)(zuo)(zuo)新(xin)(xin)(xin)局面(mian)(mian),為推動企(qi)業(ye)新(xin)(xin)(xin)一(yi)(yi)輪(lun)大(da)(da)(da)發(fa)(fa)展(zhan)(zhan)提(ti)供(gong)堅(jian)強(qiang)(qiang)(qiang)(qiang)有(you)力(li)的(de)(de)(de)(de)(de)政(zheng)(zheng)(zheng)治(zhi)(zhi)(zhi)、思(si)(si)(si)(si)想和(he)(he)(he)組織保(bao)證(zheng)(zheng)。
2.總體要求和工作目標。能源集團黨建和思想政治工作要緊跟時代,適應形勢,立足實際,發揮優勢,繼承傳統,開拓創新,充分發揮好“生命線”作用,不斷提升企業“軟實力”。總體要求和工作目標是:高舉中國特色社會主義偉大旗幟,堅持以鄧小平理論、“三個代表”重要思想和科學發展觀為指導,深入學習貫徹習近平總書記一系列重要講話精神,按照省國資委黨委總體部署,圍繞“一個中心”,堅持“兩個突出”,構建“三大格局”,實現“四個四目標”,不斷提升黨建和思想政治工作科學化水平,為打造現代化國際化卓越能源企業提供有力的政治保障和精神動力。圍繞“一(yi)個(ge)中心”即:緊緊圍繞企(qi)業生產經營(ying)(ying)、轉型發(fa)展中心任務開展黨(dang)(dang)建(jian)(jian)(jian)和(he)思(si)想政(zheng)治(zhi)工(gong)作(zuo);堅(jian)持(chi)“兩個(ge)突出”即:突出黨(dang)(dang)建(jian)(jian)(jian)和(he)思(si)想政(zheng)治(zhi)工(gong)作(zuo)的(de)(de)制度化、規范化,突出黨(dang)(dang)建(jian)(jian)(jian)和(he)思(si)想政(zheng)治(zhi)工(gong)作(zuo)的(de)(de)特色化、品牌(pai)化;構建(jian)(jian)(jian)“三大(da)(da)格(ge)(ge)局(ju)”即:構建(jian)(jian)(jian)“一(yi)崗(gang)雙責”的(de)(de)大(da)(da)政(zheng)工(gong)格(ge)(ge)局(ju),構建(jian)(jian)(jian)香(xiang)蕉视(shi)频下(xia)载的(de)(de)大(da)(da)融合格(ge)(ge)局(ju),構建(jian)(jian)(jian)創(chuang)新交流的(de)(de)大(da)(da)平臺格(ge)(ge)局(ju);實現“四(si)個(ge)四(si)目標”即:建(jian)(jian)(jian)設(she)“政(zheng)治(zhi)素質(zhi)好、經營(ying)(ying)業績好、團(tuan)結協作(zuo)好、作(zuo)風形象好”的(de)(de)“四(si)好”領導班(ban)子,建(jian)(jian)(jian)設(she)“政(zheng)治(zhi)引領力(li)強、推動(dong)發(fa)展力(li)強、改革(ge)創(chuang)新力(li)強、凝聚(ju)保障力(li)強”的(de)(de)“四(si)強”黨(dang)(dang)組(zu)織,建(jian)(jian)(jian)設(she)“政(zheng)治(zhi)素質(zhi)優(you)、崗(gang)位技能(neng)優(you)、工(gong)作(zuo)業績優(you)、群眾(zhong)評價優(you)”的(de)(de)“四(si)優(you)”黨(dang)(dang)員隊伍,建(jian)(jian)(jian)設(she)“有(you)理(li)想、有(you)道德、有(you)文化、有(you)紀律”的(de)(de)“四(si)有(you)”職工(gong)隊伍。
二(er)、全面加強各級領(ling)導(dao)班子建設(she)
3.始終把思(si)(si)想(xiang)(xiang)建設(she)放在各(ge)級(ji)領導(dao)班(ban)子建設(she)的(de)(de)首位。堅(jian)持(chi)用中國特(te)色社會主義理(li)論體系(xi)武裝頭(tou)腦,深(shen)化對黨(dang)(dang)的(de)(de)最新(xin)理(li)論成(cheng)果(guo)的(de)(de)認識(shi)(shi),堅(jian)定理(li)想(xiang)(xiang)信(xin)念,凝聚改(gai)(gai)革發展共(gong)識(shi)(shi),增強(qiang)(qiang)道路(lu)自信(xin)、理(li)論自信(xin)、制度自信(xin),在思(si)(si)想(xiang)(xiang)上政(zheng)治(zhi)上行(xing)動上同黨(dang)(dang)中央保持(chi)高度一致,確(que)保企業改(gai)(gai)革發展的(de)(de)正確(que)方向。各(ge)級(ji)領導(dao)班(ban)子要(yao)持(chi)續不(bu)斷(duan)(duan)地(di)通過解放思(si)(si)想(xiang)(xiang)、轉變觀(guan)念的(de)(de)教(jiao)育(yu)實(shi)踐活動,不(bu)斷(duan)(duan)增強(qiang)(qiang)憂患意(yi)識(shi)(shi)、責任(ren)意(yi)識(shi)(shi)、創新(xin)意(yi)識(shi)(shi)和奉獻意(yi)識(shi)(shi),特(te)別是在改(gai)(gai)革發展的(de)(de)特(te)殊時期,要(yao)講政(zheng)治(zhi)、顧大局,確(que)保能源集團上下政(zheng)令暢通,各(ge)項(xiang)舉(ju)措順利推(tui)進、落到實(shi)處。要(yao)進一步(bu)完善和落實(shi)黨(dang)(dang)委中心組學(xue)習制度,堅(jian)持(chi)好“學(xue)理(li)論、議大事(shi)、轉觀(guan)念、出思(si)(si)路(lu)”功能定位,努(nu)力建設(she)學(xue)習型領導(dao)班(ban)子,不(bu)斷(duan)(duan)增強(qiang)(qiang)工作的(de)(de)原則(ze)性(xing)、系(xi)統性(xing)、預見性(xing)、創造性(xing),不(bu)斷(duan)(duan)增強(qiang)(qiang)引領發展的(de)(de)能力、駕(jia)馭市場的(de)(de)能力、構建和諧的(de)(de)能力和依法辦事(shi)的(de)(de)能力。
4.始終把維護(hu)團(tuan)結、保持活(huo)(huo)(huo)力作為(wei)各級(ji)(ji)(ji)領(ling)(ling)導(dao)班子(zi)建設(she)的(de)(de)(de)核心內容。堅持和完善黨員領(ling)(ling)導(dao)干(gan)(gan)部(bu)(bu)雙(shuang)重組織生(sheng)活(huo)(huo)(huo)制度,領(ling)(ling)導(dao)班子(zi)民主生(sheng)活(huo)(huo)(huo)會每年至(zhi)少召開一次,上級(ji)(ji)(ji)黨組織應(ying)派(pai)員參加下一級(ji)(ji)(ji)黨組織的(de)(de)(de)民主生(sheng)活(huo)(huo)(huo)會,切實保證(zheng)會議(yi)質(zhi)量,建設(she)團(tuan)結和諧(xie)、心情(qing)舒暢(chang)、充滿生(sheng)機、富有活(huo)(huo)(huo)力的(de)(de)(de)堅強領(ling)(ling)導(dao)集體。各級(ji)(ji)(ji)領(ling)(ling)導(dao)干(gan)(gan)部(bu)(bu)和班子(zi)成員要(yao)倍加珍視團(tuan)結,相(xiang)互信任、相(xiang)互尊重、相(xiang)互支持,思(si)想常見面、工(gong)作常交流、感情(qing)常溝通,真正像(xiang)愛護(hu)自(zi)己(ji)的(de)(de)(de)眼睛一樣維護(hu)班子(zi)的(de)(de)(de)團(tuan)結。要(yao)不斷優化領(ling)(ling)導(dao)班子(zi)配備,形成班子(zi)成員年齡、經歷、知(zhi)識互補的(de)(de)(de)合(he)(he)理(li)結構,增強班子(zi)整(zheng)體功能。加大交流力度,形成黨務、行政與其他業(ye)務類干(gan)(gan)部(bu)(bu)上下交流、平行交流通道,培養(yang)復(fu)合(he)(he)型(xing)領(ling)(ling)導(dao)干(gan)(gan)部(bu)(bu)。
5.始(shi)(shi)終把(ba)作風(feng)建設緊(jin)緊(jin)抓住不放松。“作風(feng)建設永遠(yuan)在路上,永遠(yuan)沒有休止符(fu)”。要鞏固群(qun)眾路線教(jiao)育實踐活(huo)動成果(guo),在各級領(ling)導(dao)(dao)班子、領(ling)導(dao)(dao)干部中大力倡導(dao)(dao)“六種作風(feng)”,即:科學治企、依(yi)法(fa)治企的(de)民(min)主之風(feng);精益(yi)求精、止于至(zhi)善的(de)嚴謹之風(feng);舍我其誰、恪盡職(zhi)守的(de)擔當之風(feng);抓鐵有痕、踏石留印的(de)務實之風(feng);艱(jian)苦奮斗、精細管理(li)的(de)勤儉之風(feng);遵法(fa)守紀、一(yi)身正氣的(de)清廉(lian)之風(feng)。通過(guo)持之以(yi)恒地加(jia)強作風(feng)建設,始(shi)(shi)終保持和(he)發展先進(jin)性(xing)、純潔(jie)性(xing)。
6.始(shi)終把民主(zhu)集(ji)中(zhong)制作為(wei)科學決(jue)策(ce)的基本原(yuan)則。按照“集(ji)體領導、民主(zhu)集(ji)中(zhong)、個別醞釀、會(hui)議決(jue)定”的民主(zhu)集(ji)中(zhong)制原(yuan)則,建立健全決(jue)策(ce)制度和議事規則,把民主(zhu)討論(lun)、集(ji)體決(jue)策(ce)與明確分工、落實責任結(jie)合(he)起來,保證(zheng)企業領導班子(zi)高效(xiao)、協調運(yun)轉(zhuan)。建立完善情況通報、反映等制度及重(zhong)大(da)決(jue)策(ce)溝通機制,提升科學決(jue)策(ce)、民主(zhu)決(jue)策(ce)、依法決(jue)策(ce)水平。
三、認真落實黨組(zu)織參與企業重大問題(ti)決策制(zhi)度
7.建立健全有(you)利于黨組織(zhi)參與(yu)企業重(zhong)大問題決策的(de)(de)領導體制。堅持和(he)完善“雙(shuang)向(xiang)進(jin)入、交(jiao)叉任(ren)職”的(de)(de)領導體制,符合(he)條件的(de)(de)黨委(wei)成員,可以通(tong)過(guo)法定程序(xu)進(jin)入董事(shi)(shi)(shi)(shi)會(hui)(hui)、監事(shi)(shi)(shi)(shi)會(hui)(hui)和(he)經理(li)(li)層(ceng),董事(shi)(shi)(shi)(shi)會(hui)(hui)、監事(shi)(shi)(shi)(shi)會(hui)(hui)、經理(li)(li)層(ceng)中符合(he)條件的(de)(de)黨員可以依照有(you)關規(gui)定和(he)程序(xu)進(jin)入黨委(wei)會(hui)(hui)。既要適當交(jiao)叉,又要防止過(guo)度重(zhong)合(he),發揮好公(gong)司(si)治(zhi)理(li)(li)結(jie)(jie)構作用。非上市(shi)公(gong)司(si)的(de)(de)董事(shi)(shi)(shi)(shi)會(hui)(hui)提(ti)名委(wei)員會(hui)(hui)主任(ren)原(yuan)則上由(you)黨委(wei)書記擔任(ren)。在(zai)(zai)健全公(gong)司(si)法人(ren)治(zhi)理(li)(li)結(jie)(jie)構的(de)(de)同(tong)時,進(jin)一(yi)(yi)步明確“三(san)會(hui)(hui)一(yi)(yi)層(ceng)”在(zai)(zai)“三(san)重(zhong)一(yi)(yi)大”等(deng)方面的(de)(de)職責、權(quan)限和(he)議事(shi)(shi)(shi)(shi)規(gui)則。
8.明確黨組(zu)織參與(yu)企(qi)(qi)業(ye)(ye)(ye)重(zhong)(zhong)(zhong)(zhong)(zhong)(zhong)大(da)(da)問題(ti)決(jue)(jue)策的(de)(de)(de)主要(yao)內容(rong)(rong)。一般包括:(1)企(qi)(qi)業(ye)(ye)(ye)貫徹(che)執行黨的(de)(de)(de)路(lu)線方針政(zheng)策、國家法律法規(gui)和(he)上(shang)級重(zhong)(zhong)(zhong)(zhong)(zhong)(zhong)要(yao)決(jue)(jue)定的(de)(de)(de)重(zhong)(zhong)(zhong)(zhong)(zhong)(zhong)大(da)(da)舉(ju)措;(2)企(qi)(qi)業(ye)(ye)(ye)發展(zhan)戰略、中(zhong)(zhong)長(chang)期發展(zhan)規(gui)劃(hua)、生產(chan)經營(ying)方針;(3)企(qi)(qi)業(ye)(ye)(ye)重(zhong)(zhong)(zhong)(zhong)(zhong)(zhong)大(da)(da)投融資(zi)方案、重(zhong)(zhong)(zhong)(zhong)(zhong)(zhong)大(da)(da)投資(zi)項目、技術改造方案和(he)資(zi)產(chan)重(zhong)(zhong)(zhong)(zhong)(zhong)(zhong)組(zu)、資(zi)本運作中(zhong)(zhong)的(de)(de)(de)原則性方向性問題(ti);(4)企(qi)(qi)業(ye)(ye)(ye)重(zhong)(zhong)(zhong)(zhong)(zhong)(zhong)要(yao)改革方案和(he)重(zhong)(zhong)(zhong)(zhong)(zhong)(zhong)要(yao)管理(li)制度的(de)(de)(de)制定、修改;(5)企(qi)(qi)業(ye)(ye)(ye)中(zhong)(zhong)層(ceng)以(yi)(yi)上(shang)經營(ying)管理(li)人員的(de)(de)(de)選聘、考核、薪酬(chou)、管理(li)和(he)監督;(6)企(qi)(qi)業(ye)(ye)(ye)的(de)(de)(de)合并、分(fen)立、變更、解散以(yi)(yi)及(ji)(ji)內部(bu)管理(li)機(ji)構的(de)(de)(de)設(she)置和(he)調(diao)整(zheng),下屬企(qi)(qi)業(ye)(ye)(ye)的(de)(de)(de)設(she)立和(he)撤銷;(7)涉及(ji)(ji)職(zhi)工群眾(zhong)切身(shen)利(li)益的(de)(de)(de)重(zhong)(zhong)(zhong)(zhong)(zhong)(zhong)大(da)(da)問題(ti);(8)企(qi)(qi)業(ye)(ye)(ye)在特別重(zhong)(zhong)(zhong)(zhong)(zhong)(zhong)大(da)(da)安(an)全生產(chan)、維(wei)護穩定等涉及(ji)(ji)企(qi)(qi)業(ye)(ye)(ye)政(zheng)治責任(ren)和(he)社會責任(ren)方面采取(qu)的(de)(de)(de)重(zhong)(zhong)(zhong)(zhong)(zhong)(zhong)要(yao)措施。企(qi)(qi)業(ye)(ye)(ye)黨委可以(yi)(yi)在以(yi)(yi)上(shang)內容(rong)(rong)范圍(wei)內,根據(ju)實際確定參與(yu)重(zhong)(zhong)(zhong)(zhong)(zhong)(zhong)大(da)(da)問題(ti)決(jue)(jue)策的(de)(de)(de)具體(ti)內容(rong)(rong)。
9.建立(li)和(he)(he)完善(shan)參與重(zhong)(zhong)大問(wen)(wen)題決策(ce)(ce)(ce)的(de)(de)(de)程(cheng)序和(he)(he)工作機制。按(an)照“集體(ti)研究、雙(shuang)向(xiang)反映、分別體(ti)現、科學民主”的(de)(de)(de)要(yao)(yao)求,企(qi)業(ye)(ye)董(dong)(dong)事會(hui)、經理(li)(li)層研究決定(ding)重(zhong)(zhong)大問(wen)(wen)題,要(yao)(yao)將議題和(he)(he)有關內容提(ti)前通報(bao)企(qi)業(ye)(ye)黨委(wei);企(qi)業(ye)(ye)黨委(wei)在(zai)一(yi)定(ding)期限內進行調查研究,征(zheng)求黨員(yuan)代表和(he)(he)職(zhi)工代表意(yi)(yi)(yi)見,召開會(hui)議集體(ti)討論(lun),形成黨委(wei)的(de)(de)(de)意(yi)(yi)(yi)見和(he)(he)建議,并以書面形式提(ti)交(jiao)董(dong)(dong)事會(hui)、經理(li)(li)層;黨委(wei)認為另有需要(yao)(yao)董(dong)(dong)事會(hui)、經理(li)(li)層決策(ce)(ce)(ce)的(de)(de)(de)重(zhong)(zhong)大問(wen)(wen)題,可(ke)向(xiang)董(dong)(dong)事會(hui)、經理(li)(li)層提(ti)出(chu);董(dong)(dong)事會(hui)、經理(li)(li)層獨立(li)決策(ce)(ce)(ce),通過法(fa)定(ding)程(cheng)序進入法(fa)人治理(li)(li)結(jie)構的(de)(de)(de)黨員(yuan),在(zai)重(zhong)(zhong)大問(wen)(wen)題決策(ce)(ce)(ce)時應體(ti)現企(qi)業(ye)(ye)黨組(zu)織(zhi)意(yi)(yi)(yi)愿,決策(ce)(ce)(ce)議案正式提(ti)交(jiao)前要(yao)(yao)就(jiu)黨組(zu)織(zhi)的(de)(de)(de)有關意(yi)(yi)(yi)見和(he)(he)建議與董(dong)(dong)事會(hui)、經理(li)(li)層其(qi)他成員(yuan)進行溝通;企(qi)業(ye)(ye)重(zhong)(zhong)大決策(ce)(ce)(ce)做出(chu)后,黨組(zu)織(zhi)要(yao)(yao)發動各級(ji)組(zu)織(zhi)和(he)(he)黨員(yuan),團(tuan)結(jie)帶領廣大職(zhi)工保證決策(ce)(ce)(ce)的(de)(de)(de)實(shi)施。發現企(qi)業(ye)(ye)重(zhong)(zhong)大問(wen)(wen)題決策(ce)(ce)(ce)不(bu)符合(he)黨和(he)(he)國家方針(zhen)政策(ce)(ce)(ce)、法(fa)律法(fa)規、損(sun)害出(chu)資人利益和(he)(he)職(zhi)工合(he)法(fa)權益時,應及時提(ti)出(chu)意(yi)(yi)(yi)見,如得(de)不(bu)到糾(jiu)正,應及時向(xiang)上級(ji)黨組(zu)織(zhi)報(bao)告。
四(si)、充分發揮黨組織(zhi)在企業人才隊伍建設中的(de)作用
10.明確企(qi)(qi)業黨組(zu)(zu)織選(xuan)(xuan)(xuan)人(ren)(ren)用(yong)人(ren)(ren)職(zhi)責(ze)。建立與現代(dai)企(qi)(qi)業制度(du)相(xiang)適應的(de)(de)選(xuan)(xuan)(xuan)人(ren)(ren)用(yong)人(ren)(ren)機(ji)制,把黨管(guan)(guan)干(gan)部原(yuan)則和(he)(he)董(dong)(dong)事(shi)會依(yi)法(fa)選(xuan)(xuan)(xuan)擇經(jing)營管(guan)(guan)理(li)者以及經(jing)營管(guan)(guan)理(li)者依(yi)法(fa)行使(shi)用(yong)人(ren)(ren)權相(xiang)結合(he),積極探索(suo)適應公(gong)司治理(li)結構要(yao)(yao)求(qiu)、保證黨委(wei)在選(xuan)(xuan)(xuan)人(ren)(ren)用(yong)人(ren)(ren)中(zhong)有效發揮作(zuo)用(yong)的(de)(de)途徑(jing)和(he)(he)方法(fa)。主要(yao)(yao)職(zhi)責(ze)是:(1)貫徹落(luo)實黨管(guan)(guan)干(gan)部路線(xian)方針(zhen)政策(ce),堅持(chi)五湖四(si)海、任人(ren)(ren)唯賢,堅持(chi)德才兼(jian)備(bei)、以德為先,堅持(chi)注(zhu)重實際、群眾公(gong)認;(2)建立健全(quan)符合(he)現代(dai)企(qi)(qi)業制度(du)要(yao)(yao)求(qiu)、體現企(qi)(qi)業特點的(de)(de)領導(dao)人(ren)(ren)員選(xuan)(xuan)(xuan)任和(he)(he)管(guan)(guan)理(li)制度(du),并按(an)照董(dong)(dong)事(shi)會、經(jing)理(li)層(ceng)的(de)(de)不同職(zhi)責(ze)組(zu)(zu)織實施(shi);(3)對(dui)董(dong)(dong)事(shi)會提名委(wei)員會或總(zong)經(jing)理(li)提名的(de)(de)人(ren)(ren)選(xuan)(xuan)(xuan)進(jin)行醞釀并提出意見和(he)(he)建議,或者向董(dong)(dong)事(shi)會提名委(wei)員會、總(zong)經(jing)理(li)推薦提名人(ren)(ren)選(xuan)(xuan)(xuan);(4)對(dui)擬任人(ren)(ren)選(xuan)(xuan)(xuan)進(jin)行考察,集體研究提出意見和(he)(he)建議;(5)加(jia)強后備(bei)領導(dao)人(ren)(ren)員隊伍建設;(6)加(jia)強對(dui)選(xuan)(xuan)(xuan)人(ren)(ren)用(yong)人(ren)(ren)工作(zuo)的(de)(de)監(jian)督。
11.健(jian)全完善選(xuan)(xuan)(xuan)(xuan)(xuan)人(ren)(ren)(ren)(ren)用(yong)人(ren)(ren)(ren)(ren)機(ji)制(zhi)(zhi)。進(jin)(jin)一(yi)步(bu)完善符(fu)合現代企(qi)業(ye)(ye)制(zhi)(zhi)度(du)要(yao)求的(de)企(qi)業(ye)(ye)領(ling)(ling)導(dao)人(ren)(ren)(ren)(ren)員管(guan)(guan)(guan)理(li)(li)辦法,積極(ji)推(tui)(tui)動選(xuan)(xuan)(xuan)(xuan)(xuan)人(ren)(ren)(ren)(ren)用(yong)人(ren)(ren)(ren)(ren)制(zhi)(zhi)度(du)改革。加快推(tui)(tui)進(jin)(jin)職業(ye)(ye)經(jing)理(li)(li)人(ren)(ren)(ren)(ren)制(zhi)(zhi)度(du)建設,積極(ji)推(tui)(tui)行企(qi)業(ye)(ye)各級領(ling)(ling)導(dao)人(ren)(ren)(ren)(ren)員聘任(ren)制(zhi)(zhi)、任(ren)期制(zhi)(zhi),逐(zhu)(zhu)步(bu)推(tui)(tui)行經(jing)營管(guan)(guan)(guan)理(li)(li)人(ren)(ren)(ren)(ren)員市場化(hua)選(xuan)(xuan)(xuan)(xuan)(xuan)聘、契約化(hua)管(guan)(guan)(guan)理(li)(li),嚴格崗(gang)位(wei)聘任(ren)、任(ren)期管(guan)(guan)(guan)理(li)(li)和(he)(he)目標考(kao)(kao)核(he),建立健(jian)全能(neng)上(shang)能(neng)下、能(neng)進(jin)(jin)能(neng)出(chu)、充(chong)滿活力的(de)選(xuan)(xuan)(xuan)(xuan)(xuan)人(ren)(ren)(ren)(ren)用(yong)人(ren)(ren)(ren)(ren)機(ji)制(zhi)(zhi)。貫徹(che)民主、公(gong)開、競爭(zheng)(zheng)、擇優原則(ze),注重向(xiang)高學歷人(ren)(ren)(ren)(ren)才和(he)(he)有基層(ceng)工作(zuo)經(jing)歷的(de)人(ren)(ren)(ren)(ren)才傾斜(xie),加大在(zai)非(fei)煤產(chan)業(ye)(ye)、經(jing)營管(guan)(guan)(guan)理(li)(li)、資本運營等領(ling)(ling)域(yu)選(xuan)(xuan)(xuan)(xuan)(xuan)拔(ba)人(ren)(ren)(ren)(ren)才的(de)力度(du),推(tui)(tui)廣“雙推(tui)(tui)雙考(kao)(kao)”(民主推(tui)(tui)薦和(he)(he)組織推(tui)(tui)薦相結合,考(kao)(kao)試和(he)(he)考(kao)(kao)察相結合)等競爭(zheng)(zheng)性選(xuan)(xuan)(xuan)(xuan)(xuan)拔(ba)管(guan)(guan)(guan)理(li)(li)人(ren)(ren)(ren)(ren)員做(zuo)法,建立起常態化(hua)的(de)競聘上(shang)崗(gang)制(zhi)(zhi)度(du),不斷(duan)提高選(xuan)(xuan)(xuan)(xuan)(xuan)人(ren)(ren)(ren)(ren)用(yong)人(ren)(ren)(ren)(ren)公(gong)信度(du)。積極(ji)探索推(tui)(tui)行市場化(hua)選(xuan)(xuan)(xuan)(xuan)(xuan)人(ren)(ren)(ren)(ren)用(yong)人(ren)(ren)(ren)(ren)機(ji)制(zhi)(zhi),面向(xiang)社會(hui)公(gong)開選(xuan)(xuan)(xuan)(xuan)(xuan)聘企(qi)業(ye)(ye)緊缺(que)人(ren)(ren)(ren)(ren)才。堅持(chi)把基層(ceng)一(yi)線作(zuo)為培(pei)(pei)養干(gan)部(bu)(bu)、發現干(gan)部(bu)(bu)的(de)基礎(chu)陣地,逐(zhu)(zhu)步(bu)完善來自基層(ceng)一(yi)線的(de)干(gan)部(bu)(bu)培(pei)(pei)養選(xuan)(xuan)(xuan)(xuan)(xuan)拔(ba)鏈。大力推(tui)(tui)進(jin)(jin)不同(tong)板塊、不同(tong)企(qi)業(ye)(ye)以及機(ji)關與基層(ceng)之(zhi)間、行政與黨務(wu)之(zhi)間的(de)干(gan)部(bu)(bu)交流(liu),豐富閱歷,增長才干(gan),促進(jin)(jin)工作(zuo)。因(yin)企(qi)制(zhi)(zhi)宜、因(yin)崗(gang)制(zhi)(zhi)宜,通過(guo)競爭(zheng)(zheng)上(shang)崗(gang)、公(gong)開選(xuan)(xuan)(xuan)(xuan)(xuan)聘等多種(zhong)方(fang)式選(xuan)(xuan)(xuan)(xuan)(xuan)拔(ba)高級管(guan)(guan)(guan)理(li)(li)人(ren)(ren)(ren)(ren)員。加大高端人(ren)(ren)(ren)(ren)才引進(jin)(jin)力度(du),重點引進(jin)(jin)一(yi)批產(chan)業(ye)(ye)領(ling)(ling)軍人(ren)(ren)(ren)(ren)才,強化(hua)人(ren)(ren)(ren)(ren)才支撐作(zuo)用(yong)。推(tui)(tui)行企(qi)業(ye)(ye)領(ling)(ling)導(dao)班子和(he)(he)領(ling)(ling)導(dao)人(ren)(ren)(ren)(ren)員綜合考(kao)(kao)核(he)評價(jia),考(kao)(kao)核(he)評價(jia)結果作(zuo)為領(ling)(ling)導(dao)人(ren)(ren)(ren)(ren)員培(pei)(pei)養、使用(yong)、獎懲的(de)重要(yao)依據(ju)。
12.加快年(nian)(nian)(nian)輕(qing)干(gan)(gan)部培養(yang)使用步伐(fa)。注重(zhong)(zhong)干(gan)(gan)部梯隊建(jian)設(she),在(zai)充分調動不(bu)同年(nian)(nian)(nian)齡段(duan)干(gan)(gan)部積極性(xing)的基礎上,切(qie)實加大(da)年(nian)(nian)(nian)輕(qing)干(gan)(gan)部的教育(yu)培養(yang)和(he)選拔使用力度,不(bu)斷(duan)優化干(gan)(gan)部隊伍年(nian)(nian)(nian)齡結構。原則(ze)上,直接隸屬于(yu)(yu)能源集團管理(li)的領導班子(zi)中應至少配備(bei)一名(ming)35歲左右(you)的班子(zi)成員,三級企業領導班子(zi)中應至少配備(bei)一名(ming)30歲左右(you)的班子(zi)成員。有計(ji)劃地(di)采(cai)取雙向掛職等措施(shi),安(an)排年(nian)(nian)(nian)輕(qing)干(gan)(gan)部到更(geng)大(da)的平臺(tai)上開闊視(shi)野,拓寬思路,提升境界(jie);到艱苦地(di)區(qu)、復雜(za)環(huan)境、關鍵(jian)崗位砥礪品質、錘煉作(zuo)風,有意(yi)識地(di)在(zai)完(wan)成重(zhong)(zhong)大(da)任務、應對重(zhong)(zhong)大(da)事件等關鍵(jian)時(shi)刻鍛煉和(he)考驗年(nian)(nian)(nian)輕(qing)干(gan)(gan)部。健全完(wan)善(shan)后備(bei)干(gan)(gan)部隊伍建(jian)設(she)機(ji)制,扎實抓好(hao)后備(bei)干(gan)(gan)部隊伍建(jian)設(she),勇于(yu)(yu)打破(po)常規,把更(geng)多(duo)的優秀年(nian)(nian)(nian)輕(qing)干(gan)(gan)部納入組(zu)織視(shi)野。
13.規范選(xuan)拔任(ren)用工(gong)作程序。堅持公開、公平(ping)、公正原則,堅持和完善動議(yi)、民主(zhu)推(tui)薦、考(kao)(kao)察(cha)、討論決(jue)(jue)定、依(yi)法任(ren)免等選(xuan)拔任(ren)用程序。從企業(ye)內部產生的(de)(de),必須(xu)經(jing)過民主(zhu)推(tui)薦和組織考(kao)(kao)察(cha),并(bing)征求(qiu)紀檢監察(cha)機構等有關方(fang)面(mian)意(yi)見,由企業(ye)黨委集體(ti)研究提出意(yi)見和建(jian)(jian)議(yi),董事會和經(jing)營者依(yi)法行使(shi)用人(ren)權。要把民主(zhu)推(tui)薦與平(ping)時考(kao)(kao)核(he)、年度考(kao)(kao)核(he)、綜合考(kao)(kao)核(he)、一貫表現和人(ren)崗相(xiang)適(shi)等情況綜合考(kao)(kao)慮,不簡單以(yi)推(tui)薦票(piao)取人(ren)。建(jian)(jian)立(li)退、轉(zhuan)、下的(de)(de)有效機制(zhi)和途徑,切實解決(jue)(jue)能(neng)上(shang)不能(neng)下的(de)(de)問題。建(jian)(jian)立(li)健全選(xuan)人(ren)用人(ren)監督機制(zhi)和責(ze)任(ren)追究制(zhi)度,堅決(jue)(jue)糾正選(xuan)人(ren)用人(ren)上(shang)的(de)(de)不正之風(feng)。
14.落實黨管人(ren)(ren)才(cai)(cai)(cai)原則。全(quan)(quan)面(mian)(mian)推(tui)進人(ren)(ren)才(cai)(cai)(cai)強(qiang)企戰略(lve),突出(chu)抓(zhua)好(hao)管宏觀(guan)、管政策(ce)、管協調、管服務的工(gong)作(zuo)。參與制定并督(du)促實施企業人(ren)(ren)才(cai)(cai)(cai)隊(dui)(dui)伍建(jian)(jian)設(she)規(gui)劃,堅持突出(chu)主業、兼顧整體、優(you)化結構,完善人(ren)(ren)才(cai)(cai)(cai)引進制度,拓寬人(ren)(ren)才(cai)(cai)(cai)引進渠道,重點抓(zhua)好(hao)經營管理人(ren)(ren)才(cai)(cai)(cai)、專業技(ji)術(shu)人(ren)(ren)才(cai)(cai)(cai)、高技(ji)能(neng)人(ren)(ren)才(cai)(cai)(cai)隊(dui)(dui)伍建(jian)(jian)設(she)。深(shen)化人(ren)(ren)才(cai)(cai)(cai)成(cheng)(cheng)長通道建(jian)(jian)設(she),完善職位(wei)設(she)置、選(xuan)聘、考評等(deng)制度,形成(cheng)(cheng)良好(hao)的激勵導向和(he)成(cheng)(cheng)才(cai)(cai)(cai)環境,實現各類人(ren)(ren)才(cai)(cai)(cai)干(gan)事有舞臺、成(cheng)(cheng)長有通道、發展(zhan)(zhan)有空間。推(tui)進職工(gong)素質(zhi)提(ti)升(sheng)工(gong)程,幫助職工(gong)做好(hao)職業生涯規(gui)劃設(she)計,開展(zhan)(zhan)全(quan)(quan)員性(xing)崗(gang)位(wei)練(lian)兵、技(ji)術(shu)比武、技(ji)能(neng)競賽(sai)、群(qun)眾性(xing)“五小(xiao)”創新競賽(sai)活動,規(gui)范推(tui)進首席技(ji)師工(gong)作(zuo)室、勞模創新工(gong)作(zuo)室、女職工(gong)培(pei)訓(xun)示范學校建(jian)(jian)設(she),規(gui)范推(tui)進大學生區隊(dui)(dui)、大學生班(ban)組建(jian)(jian)設(she),全(quan)(quan)面(mian)(mian)提(ti)升(sheng)職工(gong)思想政治、職業道德、科學文化、職業技(ji)能(neng)和(he)健康(kang)身心五大素質(zhi),努力把人(ren)(ren)才(cai)(cai)(cai)資(zi)源優(you)勢轉化為企業發展(zhan)(zhan)優(you)勢。
五、全面(mian)加(jia)強基層(ceng)黨(dang)組織和黨(dang)員隊伍(wu)建設

十二、健(jian)全完善黨建和思想政治工作(zuo)的保障機(ji)制(zhi)
34.合理設置工作機構、保障活動經費。直接隸屬于能源集團管理的二、三級企業要按照有利于發揮黨組織作用、有利于開展黨建工作和黨員教育管理、有利于促進企業發展的原則,堅持“企業經營活動開展到哪里,黨的組織就建到哪里,黨的作用就發揮到哪里”的工作思路,不斷規范、調整、理順黨組織隸屬關系,設立黨的組織,建立黨的工作機構,配備必要的工作人員,保證黨組織正常開展活動的必要條件,做到基層黨組織設置無空白、全覆蓋。各二級企業黨委書記同時擔任企業其他領導職務的,一般應配備從事黨務工作的專職副書記。三級企業原則上配強配優專職的黨委書記。混合所有制企業、股權多元化企業要在公司章程或相關協議中明確黨組織的機構設置、人員編制、活動方式和經費保障等條款,配備從事黨務工作的專職領導。駐國(境)外企業要根據黨員人數、當地環境和企業實際,按照靈活、簡便、安全、保密的要求,開展黨的工作。改制單位黨組織關系隸屬原母體企業黨委的,由原母體企業黨委按照組織原則加強領導,并根據有關政策積極穩妥做好黨組織關系劃轉地方工作。要積極構建以企業黨組織為政治核心,以專、兼職黨務政工干部為骨干,以黨團員、管理人員、技術人員和生產骨干為依托,黨政工團齊抓共管,職工群眾廣泛參與的大政工格局,形成黨建和思想政治工作的強大合力。黨委書記要認真履行“第一責任人”職責,嚴格執行書記述職評議制度;黨員董事長、總經理要切實履行雙重崗位職責;其他黨員領導成員要結合業務分工抓好黨建和思想政治工作。按照“精干、高效、協調、務實”的原則,科學合理地設置企業黨組織內部機構。規模較大的二級(ji)企(qi)(qi)(qi)業要(yao)(yao)設(she)(she)立(li)紀委和(he)黨(dang)(dang)委辦公室、組織(zhi)部(bu)、宣傳(chuan)部(bu)等部(bu)門和(he)工(gong)(gong)(gong)會(hui)、團委等群團組織(zhi),中小型單(dan)位根據(ju)實(shi)際需要(yao)(yao)單(dan)設(she)(she)或靈活(huo)設(she)(she)立(li)綜(zong)合(he)性的(de)黨(dang)(dang)群工(gong)(gong)(gong)作機構(gou)。企(qi)(qi)(qi)業黨(dang)(dang)組織(zhi)工(gong)(gong)(gong)作機構(gou)變(bian)動(dong),要(yao)(yao)向上級(ji)黨(dang)(dang)組織(zhi)備案,重(zhong)大變(bian)動(dong)須經(jing)上級(ji)黨(dang)(dang)組織(zhi)批準。要(yao)(yao)根據(ju)上級(ji)有(you)關(guan)規定和(he)企(qi)(qi)(qi)業實(shi)際需要(yao)(yao)確定專職(zhi)黨(dang)(dang)務政(zheng)(zheng)(zheng)工(gong)(gong)(gong)人(ren)(ren)員(yuan)(yuan)(yuan)的(de)數量,包括黨(dang)(dang)務、工(gong)(gong)(gong)會(hui)、共青團等專職(zhi)人(ren)(ren)員(yuan)(yuan)(yuan)在內的(de)黨(dang)(dang)務政(zheng)(zheng)(zheng)工(gong)(gong)(gong)人(ren)(ren)員(yuan)(yuan)(yuan),不(bu)低于職(zhi)工(gong)(gong)(gong)總數的(de)l%。企(qi)(qi)(qi)業黨(dang)(dang)務政(zheng)(zheng)(zheng)工(gong)(gong)(gong)工(gong)(gong)(gong)作機構(gou)和(he)人(ren)(ren)員(yuan)(yuan)(yuan)必(bi)須納入(ru)企(qi)(qi)(qi)業管(guan)理(li)機構(gou)和(he)人(ren)(ren)員(yuan)(yuan)(yuan)編制,黨(dang)(dang)組織(zhi)、工(gong)(gong)(gong)會(hui)、共青團活(huo)動(dong)經(jing)費從(cong)企(qi)(qi)(qi)業管(guan)理(li)費中列(lie)支部(bu)分必(bi)須得到保證(zheng)。逐(zhu)步建(jian)立(li)黨(dang)(dang)務政(zheng)(zheng)(zheng)工(gong)(gong)(gong)人(ren)(ren)員(yuan)(yuan)(yuan)崗位責(ze)任制和(he)考核制,并(bing)納入(ru)企(qi)(qi)(qi)業管(guan)理(li)人(ren)(ren)員(yuan)(yuan)(yuan)責(ze)任考核體系。
