關于新形勢下充分發揮黨組織政治核心作用進一步加強改進黨建和思想政治工作的實施意見

為(wei)認真貫徹落實(shi)省(sheng)國資(zi)委(wei)黨(dang)(dang)委(wei)《關于新形勢(shi)下充分發揮黨(dang)(dang)組織(zhi)政治(zhi)核心作用進一(yi)步(bu)加強改進省(sheng)管企業黨(dang)(dang)建和(he)思想(xiang)政治(zhi)工作的意見(jian)》(魯國資(zi)黨(dang)(dang)〔2014〕8號文)精神,切實(shi)提(ti)高(gao)各級黨(dang)(dang)組織(zhi)工作科學化水平,在推動企業深化改革、轉型發展、和(he)諧(xie)穩定中提(ti)供更(geng)加強有力的政治(zhi)優勢(shi)和(he)組織(zhi)保障,經能源集團黨(dang)(dang)委(wei)研究(jiu),特提(ti)出以(yi)下實(shi)施意見(jian)。

一、加(jia)強(qiang)改進新(xin)形勢下黨建思想政治工作的重要意義(yi)、總體(ti)要求和目標任務

1.加(jia)(jia)強(qiang)改進新(xin)(xin)(xin)(xin)形(xing)勢(shi)(shi)下(xia)企(qi)業(ye)黨(dang)(dang)(dang)(dang)建思(si)想(xiang)(xiang)(xiang)政(zheng)(zheng)治(zhi)(zhi)工(gong)(gong)作(zuo)(zuo)(zuo)重要而緊迫。黨(dang)(dang)(dang)(dang)建和(he)(he)(he)(he)(he)(he)思(si)想(xiang)(xiang)(xiang)政(zheng)(zheng)治(zhi)(zhi)工(gong)(gong)作(zuo)(zuo)(zuo)是我們(men)黨(dang)(dang)(dang)(dang)的(de)(de)(de)(de)優(you)良傳統(tong)和(he)(he)(he)(he)(he)(he)政(zheng)(zheng)治(zhi)(zhi)優(you)勢(shi)(shi),是推(tui)動國有企(qi)業(ye)改革發(fa)(fa)展(zhan)穩定的(de)(de)(de)(de)根本(ben)保證,在(zai)把關定向、動員(yuan)組(zu)(zu)織(zhi)(zhi)、服(fu)務(wu)群(qun)眾、促(cu)(cu)進和(he)(he)(he)(he)(he)(he)諧等(deng)方(fang)面(mian)具(ju)有不(bu)(bu)可替代的(de)(de)(de)(de)重要作(zuo)(zuo)(zuo)用。多(duo)年(nian)來(lai)特別是能(neng)源集團成(cheng)立以(yi)來(lai),各級(ji)(ji)(ji)黨(dang)(dang)(dang)(dang)組(zu)(zu)織(zhi)(zhi)堅(jian)(jian)持圍繞中心(xin)(xin)、服(fu)務(wu)大(da)局,積極探索加(jia)(jia)強(qiang)改進黨(dang)(dang)(dang)(dang)建和(he)(he)(he)(he)(he)(he)思(si)想(xiang)(xiang)(xiang)政(zheng)(zheng)治(zhi)(zhi)工(gong)(gong)作(zuo)(zuo)(zuo)的(de)(de)(de)(de)新(xin)(xin)(xin)(xin)思(si)路、新(xin)(xin)(xin)(xin)途徑、新(xin)(xin)(xin)(xin)方(fang)法(fa),在(zai)促(cu)(cu)進企(qi)業(ye)改革發(fa)(fa)展(zhan)穩定中發(fa)(fa)揮(hui)了(le)應有作(zuo)(zuo)(zuo)用。但是應當清醒地認識到,企(qi)業(ye)在(zai)發(fa)(fa)展(zhan)的(de)(de)(de)(de)過程中和(he)(he)(he)(he)(he)(he)前進的(de)(de)(de)(de)道(dao)路上,面(mian)臨著諸(zhu)多(duo)新(xin)(xin)(xin)(xin)的(de)(de)(de)(de)矛盾(dun)、新(xin)(xin)(xin)(xin)的(de)(de)(de)(de)挑戰、新(xin)(xin)(xin)(xin)的(de)(de)(de)(de)課題,亟(ji)需(xu)解決和(he)(he)(he)(he)(he)(he)破(po)解。從國際上看,經(jing)濟全球化深(shen)入(ru)(ru)發(fa)(fa)展(zhan),大(da)集團、大(da)企(qi)業(ye)間的(de)(de)(de)(de)競爭日趨激(ji)烈;從黨(dang)(dang)(dang)(dang)的(de)(de)(de)(de)自身建設來(lai)看,“四(si)大(da)考驗”、“四(si)大(da)危險”更加(jia)(jia)尖銳地擺在(zai)全黨(dang)(dang)(dang)(dang)面(mian)前;從改革發(fa)(fa)展(zhan)的(de)(de)(de)(de)形(xing)勢(shi)(shi)看,改革進入(ru)(ru)深(shen)水區和(he)(he)(he)(he)(he)(he)攻(gong)堅(jian)(jian)期,經(jing)濟發(fa)(fa)展(zhan)進入(ru)(ru)中高速發(fa)(fa)展(zhan)的(de)(de)(de)(de)“新(xin)(xin)(xin)(xin)常態”;從企(qi)業(ye)來(lai)看,處在(zai)新(xin)(xin)(xin)(xin)一(yi)輪度危求(qiu)進、轉型升級(ji)(ji)(ji)的(de)(de)(de)(de)特殊時(shi)(shi)期。新(xin)(xin)(xin)(xin)形(xing)勢(shi)(shi)、新(xin)(xin)(xin)(xin)任務(wu)對黨(dang)(dang)(dang)(dang)建和(he)(he)(he)(he)(he)(he)思(si)想(xiang)(xiang)(xiang)政(zheng)(zheng)治(zhi)(zhi)工(gong)(gong)作(zuo)(zuo)(zuo)提出了(le)新(xin)(xin)(xin)(xin)要求(qiu)、新(xin)(xin)(xin)(xin)期待。同時(shi)(shi),也應看到,企(qi)業(ye)黨(dang)(dang)(dang)(dang)建和(he)(he)(he)(he)(he)(he)思(si)想(xiang)(xiang)(xiang)政(zheng)(zheng)治(zhi)(zhi)工(gong)(gong)作(zuo)(zuo)(zuo)還(huan)存(cun)在(zai)一(yi)些不(bu)(bu)夠(gou)適(shi)應的(de)(de)(de)(de)問題,主要是:個別黨(dang)(dang)(dang)(dang)組(zu)(zu)織(zhi)(zhi)戰斗力(li)不(bu)(bu)夠(gou)強(qiang),黨(dang)(dang)(dang)(dang)員(yuan)“空白”班組(zu)(zu)較多(duo),發(fa)(fa)揮(hui)作(zuo)(zuo)(zuo)用不(bu)(bu)夠(gou)到位;黨(dang)(dang)(dang)(dang)建和(he)(he)(he)(he)(he)(he)思(si)想(xiang)(xiang)(xiang)政(zheng)(zheng)治(zhi)(zhi)工(gong)(gong)作(zuo)(zuo)(zuo)系(xi)統(tong)化管理體制(zhi)亟(ji)待健(jian)全,制(zhi)度體系(xi)尚待完(wan)(wan)善,考核(he)評價機制(zhi)有待完(wan)(wan)善,與(yu)生產經(jing)營(ying)的(de)(de)(de)(de)融合仍需(xu)深(shen)化;工(gong)(gong)作(zuo)(zuo)(zuo)開展(zhan)不(bu)(bu)夠(gou)平衡,特別是改制(zhi)單(dan)位普遍成(cheng)為(wei)薄弱地帶(dai),境(jing)外、省(sheng)外以(yi)及(ji)混合所有制(zhi)單(dan)位的(de)(de)(de)(de)黨(dang)(dang)(dang)(dang)建和(he)(he)(he)(he)(he)(he)思(si)想(xiang)(xiang)(xiang)政(zheng)(zheng)治(zhi)(zhi)工(gong)(gong)作(zuo)(zuo)(zuo)需(xu)要深(shen)入(ru)(ru)探索研究;政(zheng)(zheng)工(gong)(gong)干(gan)部存(cun)在(zai)年(nian)齡偏大(da)、能(neng)力(li)素質偏低等(deng)現象(xiang),工(gong)(gong)作(zuo)(zuo)(zuo)方(fang)式方(fang)法(fa)與(yu)時(shi)(shi)代的(de)(de)(de)(de)要求(qiu)不(bu)(bu)夠(gou)適(shi)應。以(yi)上問題影響(xiang)和(he)(he)(he)(he)(he)(he)制(zhi)約了(le)黨(dang)(dang)(dang)(dang)建和(he)(he)(he)(he)(he)(he)思(si)想(xiang)(xiang)(xiang)政(zheng)(zheng)治(zhi)(zhi)工(gong)(gong)作(zuo)(zuo)(zuo)優(you)勢(shi)(shi)發(fa)(fa)揮(hui)。各級(ji)(ji)(ji)黨(dang)(dang)(dang)(dang)組(zu)(zu)織(zhi)(zhi)要充分認識進一(yi)步加(jia)(jia)強(qiang)新(xin)(xin)(xin)(xin)形(xing)勢(shi)(shi)下(xia)黨(dang)(dang)(dang)(dang)建和(he)(he)(he)(he)(he)(he)思(si)想(xiang)(xiang)(xiang)政(zheng)(zheng)治(zhi)(zhi)工(gong)(gong)作(zuo)(zuo)(zuo)的(de)(de)(de)(de)必要性(xing)、緊迫性(xing),切實(shi)增(zeng)強(qiang)責任感和(he)(he)(he)(he)(he)(he)使命感,以(yi)更加(jia)(jia)開闊(kuo)的(de)(de)(de)(de)視野、更加(jia)(jia)創(chuang)新(xin)(xin)(xin)(xin)的(de)(de)(de)(de)思(si)維、更加(jia)(jia)堅(jian)(jian)定的(de)(de)(de)(de)信心(xin)(xin),奮(fen)力(li)開創(chuang)黨(dang)(dang)(dang)(dang)建和(he)(he)(he)(he)(he)(he)思(si)想(xiang)(xiang)(xiang)政(zheng)(zheng)治(zhi)(zhi)工(gong)(gong)作(zuo)(zuo)(zuo)新(xin)(xin)(xin)(xin)局面(mian),為(wei)推(tui)動企(qi)業(ye)新(xin)(xin)(xin)(xin)一(yi)輪大(da)發(fa)(fa)展(zhan)提供堅(jian)(jian)強(qiang)有力(li)的(de)(de)(de)(de)政(zheng)(zheng)治(zhi)(zhi)、思(si)想(xiang)(xiang)(xiang)和(he)(he)(he)(he)(he)(he)組(zu)(zu)織(zhi)(zhi)保證。

2.總體要求和工作目標。能源集團黨建和思想政治工作要緊跟時代,適應形勢,立足實際,發揮優勢,繼承傳統,開拓創新,充分發揮好“生命線”作用,不斷提升企業“軟實力”。總體要求和工作目標是:高舉中國特色社會主義偉大旗幟,堅持以鄧小平理論、“三個代表”重要思想和科學發展觀為指導,深入學習貫徹習近平總書記一系列重要講話精神,按照省國資委黨委總體部署,圍繞“一個中心”,堅持“兩個突出”,構建“三大格局”,實現“四個四目標”,不斷提升黨建和思想政治工作科學化水平,為打造現代化國際化卓越能源企業提供有力的政治保障和精神動力。圍繞“一(yi)個中心”即:緊(jin)緊(jin)圍繞企業生產(chan)經營、轉型發展(zhan)中心任務開展(zhan)黨建和思(si)想(xiang)政(zheng)治(zhi)工(gong)作;堅持(chi)“兩個突出(chu)”即:突出(chu)黨建和思(si)想(xiang)政(zheng)治(zhi)工(gong)作的(de)(de)制度化、規范化,突出(chu)黨建和思(si)想(xiang)政(zheng)治(zhi)工(gong)作的(de)(de)特色化、品牌化;構(gou)建“三大(da)(da)格局(ju)(ju)”即:構(gou)建“一(yi)崗雙責”的(de)(de)大(da)(da)政(zheng)工(gong)格局(ju)(ju),構(gou)建香蕉视频下载的(de)(de)大(da)(da)融合格局(ju)(ju),構(gou)建創新交流(liu)的(de)(de)大(da)(da)平臺格局(ju)(ju);實現“四個四目標”即:建設“政(zheng)治(zhi)素質好、經營業績好、團(tuan)結協作好、作風形(xing)象好”的(de)(de)“四好”領導班(ban)子,建設“政(zheng)治(zhi)引領力強(qiang)、推動發展(zhan)力強(qiang)、改革創新力強(qiang)、凝聚保障力強(qiang)”的(de)(de)“四強(qiang)”黨組(zu)織,建設“政(zheng)治(zhi)素質優、崗位技能優、工(gong)作業績優、群眾評價(jia)優”的(de)(de)“四優”黨員隊(dui)伍,建設“有(you)(you)理(li)想(xiang)、有(you)(you)道德、有(you)(you)文化、有(you)(you)紀律”的(de)(de)“四有(you)(you)”職工(gong)隊(dui)伍。

二、全面加強各(ge)級領導班子建設(she)

3.始(shi)終把(ba)思(si)(si)想建(jian)設放在各級領(ling)導(dao)班(ban)子(zi)建(jian)設的首位(wei)。堅持(chi)用中(zhong)國(guo)特色社會(hui)主義理論(lun)(lun)體系(xi)武裝頭腦(nao),深化對(dui)黨的最新理論(lun)(lun)成果的認識,堅定理想信(xin)念(nian)(nian),凝聚改(gai)革(ge)發(fa)(fa)展共識,增(zeng)強道(dao)路自(zi)信(xin)、理論(lun)(lun)自(zi)信(xin)、制度自(zi)信(xin),在思(si)(si)想上(shang)政治上(shang)行動上(shang)同黨中(zhong)央保(bao)持(chi)高(gao)度一致,確(que)(que)保(bao)企業改(gai)革(ge)發(fa)(fa)展的正確(que)(que)方向。各級領(ling)導(dao)班(ban)子(zi)要持(chi)續不(bu)斷(duan)(duan)地通(tong)過解放思(si)(si)想、轉(zhuan)變觀念(nian)(nian)的教育(yu)實(shi)(shi)踐活(huo)動,不(bu)斷(duan)(duan)增(zeng)強憂(you)患意識、責任意識、創新意識和(he)奉獻意識,特別是在改(gai)革(ge)發(fa)(fa)展的特殊(shu)時期(qi),要講(jiang)政治、顧大局(ju),確(que)(que)保(bao)能(neng)(neng)(neng)源集團上(shang)下政令(ling)暢通(tong),各項舉措順(shun)利推(tui)進(jin)、落到(dao)實(shi)(shi)處。要進(jin)一步完善和(he)落實(shi)(shi)黨委中(zhong)心組學(xue)習(xi)制度,堅持(chi)好“學(xue)理論(lun)(lun)、議大事(shi)、轉(zhuan)觀念(nian)(nian)、出思(si)(si)路”功能(neng)(neng)(neng)定位(wei),努(nu)力建(jian)設學(xue)習(xi)型領(ling)導(dao)班(ban)子(zi),不(bu)斷(duan)(duan)增(zeng)強工(gong)作的原則性(xing)(xing)、系(xi)統(tong)性(xing)(xing)、預見性(xing)(xing)、創造(zao)性(xing)(xing),不(bu)斷(duan)(duan)增(zeng)強引領(ling)發(fa)(fa)展的能(neng)(neng)(neng)力、駕(jia)馭市(shi)場的能(neng)(neng)(neng)力、構建(jian)和(he)諧的能(neng)(neng)(neng)力和(he)依法辦(ban)事(shi)的能(neng)(neng)(neng)力。

4.始終把維護(hu)團結(jie)、保(bao)持活力(li)作為各級(ji)領(ling)(ling)導(dao)班(ban)子(zi)建(jian)設(she)的(de)(de)核心內容。堅持和(he)(he)完善黨(dang)員領(ling)(ling)導(dao)干(gan)部(bu)雙重(zhong)組(zu)織生活制度,領(ling)(ling)導(dao)班(ban)子(zi)民主(zhu)生活會(hui)(hui)每年至少召開一次(ci),上(shang)級(ji)黨(dang)組(zu)織應派員參加(jia)(jia)下一級(ji)黨(dang)組(zu)織的(de)(de)民主(zhu)生活會(hui)(hui),切實保(bao)證會(hui)(hui)議質量,建(jian)設(she)團結(jie)和(he)(he)諧(xie)、心情(qing)(qing)舒暢(chang)、充滿生機、富有(you)活力(li)的(de)(de)堅強(qiang)領(ling)(ling)導(dao)集體(ti)。各級(ji)領(ling)(ling)導(dao)干(gan)部(bu)和(he)(he)班(ban)子(zi)成員要(yao)倍(bei)加(jia)(jia)珍視團結(jie),相互(hu)信任(ren)、相互(hu)尊重(zhong)、相互(hu)支持,思想常見面、工作常交流(liu)(liu)(liu)、感情(qing)(qing)常溝通,真正像愛護(hu)自己(ji)的(de)(de)眼睛一樣維護(hu)班(ban)子(zi)的(de)(de)團結(jie)。要(yao)不斷優(you)化領(ling)(ling)導(dao)班(ban)子(zi)配備,形成班(ban)子(zi)成員年齡、經歷、知識互(hu)補的(de)(de)合理結(jie)構,增強(qiang)班(ban)子(zi)整體(ti)功能。加(jia)(jia)大交流(liu)(liu)(liu)力(li)度,形成黨(dang)務(wu)、行政與其他業(ye)務(wu)類干(gan)部(bu)上(shang)下交流(liu)(liu)(liu)、平行交流(liu)(liu)(liu)通道,培養復合型領(ling)(ling)導(dao)干(gan)部(bu)。

5.始(shi)終把(ba)作風(feng)(feng)(feng)(feng)(feng)建(jian)設緊(jin)緊(jin)抓(zhua)住不放松。“作風(feng)(feng)(feng)(feng)(feng)建(jian)設永遠在路(lu)上,永遠沒有(you)休止符”。要鞏固群眾路(lu)線(xian)教育實踐(jian)活動成果(guo),在各級領(ling)(ling)導(dao)班子、領(ling)(ling)導(dao)干部中(zhong)大力倡導(dao)“六種(zhong)作風(feng)(feng)(feng)(feng)(feng)”,即(ji):科學(xue)治企(qi)、依(yi)法(fa)治企(qi)的民主之(zhi)(zhi)風(feng)(feng)(feng)(feng)(feng);精益(yi)求精、止于至(zhi)善的嚴(yan)謹(jin)之(zhi)(zhi)風(feng)(feng)(feng)(feng)(feng);舍我(wo)其誰(shui)、恪盡職守(shou)的擔當之(zhi)(zhi)風(feng)(feng)(feng)(feng)(feng);抓(zhua)鐵(tie)有(you)痕(hen)、踏石(shi)留印的務實之(zhi)(zhi)風(feng)(feng)(feng)(feng)(feng);艱苦(ku)奮斗、精細管(guan)理(li)的勤儉之(zhi)(zhi)風(feng)(feng)(feng)(feng)(feng);遵法(fa)守(shou)紀(ji)、一身(shen)正(zheng)氣的清廉(lian)之(zhi)(zhi)風(feng)(feng)(feng)(feng)(feng)。通(tong)過持(chi)(chi)之(zhi)(zhi)以恒地加(jia)強作風(feng)(feng)(feng)(feng)(feng)建(jian)設,始(shi)終保持(chi)(chi)和發展先進性(xing)、純潔性(xing)。

6.始終把(ba)民主(zhu)集(ji)(ji)中制(zhi)作(zuo)為科學(xue)決(jue)(jue)策(ce)的基本原(yuan)則(ze)。按(an)照“集(ji)(ji)體(ti)領導(dao)(dao)、民主(zhu)集(ji)(ji)中、個別醞釀、會議決(jue)(jue)定”的民主(zhu)集(ji)(ji)中制(zhi)原(yuan)則(ze),建(jian)立健(jian)全決(jue)(jue)策(ce)制(zhi)度和議事(shi)規則(ze),把(ba)民主(zhu)討論、集(ji)(ji)體(ti)決(jue)(jue)策(ce)與明確(que)分工(gong)、落實責(ze)任結合(he)起(qi)來,保證企(qi)業領導(dao)(dao)班子高效(xiao)、協(xie)調運(yun)轉。建(jian)立完善情況通報、反映等制(zhi)度及(ji)重大決(jue)(jue)策(ce)溝通機制(zhi),提升科學(xue)決(jue)(jue)策(ce)、民主(zhu)決(jue)(jue)策(ce)、依(yi)法決(jue)(jue)策(ce)水平。

三、認真(zhen)落(luo)實黨組織參與企(qi)業重(zhong)大(da)問(wen)題決策制度

7.建立健(jian)全有利(li)于黨(dang)(dang)(dang)組織參與企(qi)業(ye)重(zhong)大問題決策的(de)(de)領導(dao)體制(zhi)。堅(jian)持(chi)和(he)(he)完善“雙(shuang)向進(jin)入(ru)、交(jiao)叉任(ren)職”的(de)(de)領導(dao)體制(zhi),符合(he)條件的(de)(de)黨(dang)(dang)(dang)委(wei)成員(yuan)(yuan)(yuan),可以通過(guo)法定(ding)程序進(jin)入(ru)董事會、監事會和(he)(he)經(jing)理層(ceng),董事會、監事會、經(jing)理層(ceng)中(zhong)符合(he)條件的(de)(de)黨(dang)(dang)(dang)員(yuan)(yuan)(yuan)可以依照有關規(gui)定(ding)和(he)(he)程序進(jin)入(ru)黨(dang)(dang)(dang)委(wei)會。既要(yao)適當(dang)交(jiao)叉,又要(yao)防止過(guo)度(du)重(zhong)合(he),發揮好公司(si)治理結(jie)構作用。非上市公司(si)的(de)(de)董事會提名委(wei)員(yuan)(yuan)(yuan)會主任(ren)原則(ze)(ze)上由黨(dang)(dang)(dang)委(wei)書記擔任(ren)。在健(jian)全公司(si)法人治理結(jie)構的(de)(de)同時(shi),進(jin)一步明確“三(san)會一層(ceng)”在“三(san)重(zhong)一大”等方面(mian)的(de)(de)職責、權限和(he)(he)議事規(gui)則(ze)(ze)。

8.明確黨(dang)組織參與企(qi)(qi)(qi)業(ye)(ye)重(zhong)(zhong)大問(wen)題決策(ce)的(de)(de)主要(yao)(yao)內(nei)(nei)(nei)容。一(yi)般包括:(1)企(qi)(qi)(qi)業(ye)(ye)貫徹執(zhi)行黨(dang)的(de)(de)路線方(fang)針政策(ce)、國家(jia)法(fa)律(lv)法(fa)規(gui)和上(shang)級重(zhong)(zhong)要(yao)(yao)決定(ding)的(de)(de)重(zhong)(zhong)大舉措;(2)企(qi)(qi)(qi)業(ye)(ye)發(fa)展(zhan)戰略(lve)、中長期發(fa)展(zhan)規(gui)劃、生產(chan)經營方(fang)針;(3)企(qi)(qi)(qi)業(ye)(ye)重(zhong)(zhong)大投融資方(fang)案、重(zhong)(zhong)大投資項目、技術改(gai)(gai)造方(fang)案和資產(chan)重(zhong)(zhong)組、資本運(yun)作中的(de)(de)原(yuan)則性方(fang)向性問(wen)題;(4)企(qi)(qi)(qi)業(ye)(ye)重(zhong)(zhong)要(yao)(yao)改(gai)(gai)革方(fang)案和重(zhong)(zhong)要(yao)(yao)管(guan)(guan)理(li)(li)制度的(de)(de)制定(ding)、修改(gai)(gai);(5)企(qi)(qi)(qi)業(ye)(ye)中層以上(shang)經營管(guan)(guan)理(li)(li)人(ren)員的(de)(de)選聘、考核、薪(xin)酬、管(guan)(guan)理(li)(li)和監(jian)督;(6)企(qi)(qi)(qi)業(ye)(ye)的(de)(de)合并(bing)、分立(li)(li)、變更、解散以及內(nei)(nei)(nei)部(bu)管(guan)(guan)理(li)(li)機構的(de)(de)設(she)(she)置和調整,下屬企(qi)(qi)(qi)業(ye)(ye)的(de)(de)設(she)(she)立(li)(li)和撤銷;(7)涉及職工群眾切身利益的(de)(de)重(zhong)(zhong)大問(wen)題;(8)企(qi)(qi)(qi)業(ye)(ye)在特別重(zhong)(zhong)大安全生產(chan)、維護穩定(ding)等(deng)涉及企(qi)(qi)(qi)業(ye)(ye)政治(zhi)責(ze)任(ren)和社會責(ze)任(ren)方(fang)面采取的(de)(de)重(zhong)(zhong)要(yao)(yao)措施。企(qi)(qi)(qi)業(ye)(ye)黨(dang)委(wei)可(ke)以在以上(shang)內(nei)(nei)(nei)容范(fan)圍內(nei)(nei)(nei),根據實際確定(ding)參與重(zhong)(zhong)大問(wen)題決策(ce)的(de)(de)具體內(nei)(nei)(nei)容。

9.建(jian)立和(he)(he)完善參與重大(da)(da)(da)問(wen)(wen)題決(jue)(jue)(jue)策(ce)(ce)的(de)程(cheng)序和(he)(he)工作機制。按照“集體研究、雙向反映(ying)、分(fen)別體現、科學民主”的(de)要求,企業(ye)董(dong)事(shi)會、經(jing)理(li)(li)(li)層(ceng)(ceng)研究決(jue)(jue)(jue)定重大(da)(da)(da)問(wen)(wen)題,要將(jiang)議(yi)(yi)(yi)(yi)題和(he)(he)有關內(nei)(nei)容提(ti)前通報企業(ye)黨(dang)(dang)(dang)委;企業(ye)黨(dang)(dang)(dang)委在一定期(qi)限內(nei)(nei)進行調查研究,征求黨(dang)(dang)(dang)員(yuan)(yuan)代(dai)表和(he)(he)職工代(dai)表意(yi)(yi)見,召開會議(yi)(yi)(yi)(yi)集體討論,形(xing)成黨(dang)(dang)(dang)委的(de)意(yi)(yi)見和(he)(he)建(jian)議(yi)(yi)(yi)(yi),并以書面形(xing)式(shi)提(ti)交(jiao)董(dong)事(shi)會、經(jing)理(li)(li)(li)層(ceng)(ceng);黨(dang)(dang)(dang)委認為另有需要董(dong)事(shi)會、經(jing)理(li)(li)(li)層(ceng)(ceng)決(jue)(jue)(jue)策(ce)(ce)的(de)重大(da)(da)(da)問(wen)(wen)題,可(ke)向董(dong)事(shi)會、經(jing)理(li)(li)(li)層(ceng)(ceng)提(ti)出(chu);董(dong)事(shi)會、經(jing)理(li)(li)(li)層(ceng)(ceng)獨立決(jue)(jue)(jue)策(ce)(ce),通過(guo)法定程(cheng)序進入法人(ren)治(zhi)理(li)(li)(li)結(jie)構的(de)黨(dang)(dang)(dang)員(yuan)(yuan),在重大(da)(da)(da)問(wen)(wen)題決(jue)(jue)(jue)策(ce)(ce)時(shi)應(ying)體現企業(ye)黨(dang)(dang)(dang)組(zu)(zu)織(zhi)意(yi)(yi)愿,決(jue)(jue)(jue)策(ce)(ce)議(yi)(yi)(yi)(yi)案正式(shi)提(ti)交(jiao)前要就黨(dang)(dang)(dang)組(zu)(zu)織(zhi)的(de)有關意(yi)(yi)見和(he)(he)建(jian)議(yi)(yi)(yi)(yi)與董(dong)事(shi)會、經(jing)理(li)(li)(li)層(ceng)(ceng)其他(ta)成員(yuan)(yuan)進行溝通;企業(ye)重大(da)(da)(da)決(jue)(jue)(jue)策(ce)(ce)做出(chu)后,黨(dang)(dang)(dang)組(zu)(zu)織(zhi)要發動各級(ji)組(zu)(zu)織(zhi)和(he)(he)黨(dang)(dang)(dang)員(yuan)(yuan),團結(jie)帶領廣大(da)(da)(da)職工保證決(jue)(jue)(jue)策(ce)(ce)的(de)實施。發現企業(ye)重大(da)(da)(da)問(wen)(wen)題決(jue)(jue)(jue)策(ce)(ce)不符(fu)合(he)黨(dang)(dang)(dang)和(he)(he)國家方針政策(ce)(ce)、法律法規、損害出(chu)資人(ren)利益和(he)(he)職工合(he)法權(quan)益時(shi),應(ying)及時(shi)提(ti)出(chu)意(yi)(yi)見,如得不到糾正,應(ying)及時(shi)向上級(ji)黨(dang)(dang)(dang)組(zu)(zu)織(zhi)報告。

四、充分(fen)發揮黨組織在企業人才(cai)隊伍建設中的作用

10.明確企業(ye)黨組織(zhi)(zhi)選(xuan)人(ren)(ren)(ren)(ren)用(yong)(yong)(yong)人(ren)(ren)(ren)(ren)職責。建(jian)立(li)與(yu)現(xian)代企業(ye)制(zhi)度(du)相(xiang)適(shi)應的選(xuan)人(ren)(ren)(ren)(ren)用(yong)(yong)(yong)人(ren)(ren)(ren)(ren)機制(zhi),把黨管干(gan)部原(yuan)則和(he)(he)董(dong)事會依(yi)法選(xuan)擇經(jing)營管理(li)(li)者(zhe)以及(ji)經(jing)營管理(li)(li)者(zhe)依(yi)法行使用(yong)(yong)(yong)人(ren)(ren)(ren)(ren)權相(xiang)結合(he)(he),積(ji)極探索適(shi)應公司治理(li)(li)結構(gou)要(yao)求(qiu)、保證黨委在選(xuan)人(ren)(ren)(ren)(ren)用(yong)(yong)(yong)人(ren)(ren)(ren)(ren)中有效發揮作用(yong)(yong)(yong)的途徑(jing)和(he)(he)方(fang)法。主(zhu)要(yao)職責是:(1)貫(guan)徹落(luo)實(shi)黨管干(gan)部路線(xian)方(fang)針政策(ce),堅持(chi)五湖(hu)四海、任(ren)人(ren)(ren)(ren)(ren)唯賢(xian),堅持(chi)德(de)才(cai)兼備、以德(de)為先,堅持(chi)注重實(shi)際、群眾(zhong)公認;(2)建(jian)立(li)健全符(fu)合(he)(he)現(xian)代企業(ye)制(zhi)度(du)要(yao)求(qiu)、體(ti)現(xian)企業(ye)特點的領導人(ren)(ren)(ren)(ren)員選(xuan)任(ren)和(he)(he)管理(li)(li)制(zhi)度(du),并(bing)按照董(dong)事會、經(jing)理(li)(li)層的不同職責組織(zhi)(zhi)實(shi)施;(3)對董(dong)事會提(ti)(ti)名委員會或總(zong)(zong)經(jing)理(li)(li)提(ti)(ti)名的人(ren)(ren)(ren)(ren)選(xuan)進行醞釀并(bing)提(ti)(ti)出意見(jian)和(he)(he)建(jian)議,或者(zhe)向董(dong)事會提(ti)(ti)名委員會、總(zong)(zong)經(jing)理(li)(li)推薦提(ti)(ti)名人(ren)(ren)(ren)(ren)選(xuan);(4)對擬(ni)任(ren)人(ren)(ren)(ren)(ren)選(xuan)進行考察(cha),集體(ti)研(yan)究提(ti)(ti)出意見(jian)和(he)(he)建(jian)議;(5)加強后備領導人(ren)(ren)(ren)(ren)員隊伍(wu)建(jian)設;(6)加強對選(xuan)人(ren)(ren)(ren)(ren)用(yong)(yong)(yong)人(ren)(ren)(ren)(ren)工作的監督。

11.健全(quan)完(wan)(wan)善(shan)(shan)選(xuan)(xuan)(xuan)(xuan)人(ren)用(yong)(yong)人(ren)機制(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)。進一(yi)步(bu)完(wan)(wan)善(shan)(shan)符合(he)現代(dai)企(qi)(qi)(qi)業制(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)度(du)(du)(du)要(yao)求的(de)企(qi)(qi)(qi)業領(ling)導(dao)人(ren)員管理辦法,積極(ji)推動(dong)選(xuan)(xuan)(xuan)(xuan)人(ren)用(yong)(yong)人(ren)制(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)度(du)(du)(du)改(gai)革。加快推進職業經理人(ren)制(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)度(du)(du)(du)建(jian)(jian)設,積極(ji)推行(xing)(xing)(xing)企(qi)(qi)(qi)業各級領(ling)導(dao)人(ren)員聘(pin)任制(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)、任期(qi)制(zhi)(zhi)(zhi)(zhi)(zhi)(zhi),逐(zhu)步(bu)推行(xing)(xing)(xing)經營管理人(ren)員市場化(hua)(hua)選(xuan)(xuan)(xuan)(xuan)聘(pin)、契約化(hua)(hua)管理,嚴格(ge)崗位聘(pin)任、任期(qi)管理和目標考(kao)(kao)核,建(jian)(jian)立(li)健全(quan)能上能下、能進能出、充滿活力(li)的(de)選(xuan)(xuan)(xuan)(xuan)人(ren)用(yong)(yong)人(ren)機制(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)。貫徹民(min)主(zhu)、公(gong)開、競(jing)爭、擇優原則,注重向高學(xue)歷人(ren)才(cai)和有基(ji)(ji)(ji)層工(gong)作(zuo)經歷的(de)人(ren)才(cai)傾斜,加大(da)在非煤產(chan)業、經營管理、資本運營等(deng)領(ling)域選(xuan)(xuan)(xuan)(xuan)拔人(ren)才(cai)的(de)力(li)度(du)(du)(du),推廣“雙推雙考(kao)(kao)”(民(min)主(zhu)推薦和組織推薦相結合(he),考(kao)(kao)試和考(kao)(kao)察(cha)相結合(he))等(deng)競(jing)爭性選(xuan)(xuan)(xuan)(xuan)拔管理人(ren)員做(zuo)法,建(jian)(jian)立(li)起常態化(hua)(hua)的(de)競(jing)聘(pin)上崗制(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)度(du)(du)(du),不(bu)斷(duan)提高選(xuan)(xuan)(xuan)(xuan)人(ren)用(yong)(yong)人(ren)公(gong)信度(du)(du)(du)。積極(ji)探索推行(xing)(xing)(xing)市場化(hua)(hua)選(xuan)(xuan)(xuan)(xuan)人(ren)用(yong)(yong)人(ren)機制(zhi)(zhi)(zhi)(zhi)(zhi)(zhi),面向社會(hui)公(gong)開選(xuan)(xuan)(xuan)(xuan)聘(pin)企(qi)(qi)(qi)業緊(jin)缺(que)人(ren)才(cai)。堅持把基(ji)(ji)(ji)層一(yi)線(xian)作(zuo)為培(pei)(pei)養(yang)干部(bu)、發現干部(bu)的(de)基(ji)(ji)(ji)礎(chu)陣地,逐(zhu)步(bu)完(wan)(wan)善(shan)(shan)來(lai)自(zi)基(ji)(ji)(ji)層一(yi)線(xian)的(de)干部(bu)培(pei)(pei)養(yang)選(xuan)(xuan)(xuan)(xuan)拔鏈(lian)。大(da)力(li)推進不(bu)同(tong)板塊、不(bu)同(tong)企(qi)(qi)(qi)業以(yi)及機關與基(ji)(ji)(ji)層之(zhi)間、行(xing)(xing)(xing)政與黨務之(zhi)間的(de)干部(bu)交(jiao)流,豐(feng)富閱(yue)歷,增長才(cai)干,促進工(gong)作(zuo)。因企(qi)(qi)(qi)制(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)宜(yi)、因崗制(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)宜(yi),通過競(jing)爭上崗、公(gong)開選(xuan)(xuan)(xuan)(xuan)聘(pin)等(deng)多種方式選(xuan)(xuan)(xuan)(xuan)拔高級管理人(ren)員。加大(da)高端人(ren)才(cai)引進力(li)度(du)(du)(du),重點(dian)引進一(yi)批產(chan)業領(ling)軍人(ren)才(cai),強化(hua)(hua)人(ren)才(cai)支(zhi)撐(cheng)作(zuo)用(yong)(yong)。推行(xing)(xing)(xing)企(qi)(qi)(qi)業領(ling)導(dao)班子和領(ling)導(dao)人(ren)員綜合(he)考(kao)(kao)核評價,考(kao)(kao)核評價結果(guo)作(zuo)為領(ling)導(dao)人(ren)員培(pei)(pei)養(yang)、使用(yong)(yong)、獎懲的(de)重要(yao)依據。

12.加快年(nian)輕(qing)(qing)(qing)干(gan)部(bu)培養使用步伐。注重(zhong)干(gan)部(bu)梯隊(dui)(dui)建(jian)(jian)設(she),在充分調(diao)動不同年(nian)齡段干(gan)部(bu)積極性的(de)基(ji)礎上(shang),切(qie)實加大(da)年(nian)輕(qing)(qing)(qing)干(gan)部(bu)的(de)教(jiao)育培養和選拔(ba)使用力度,不斷優(you)化(hua)干(gan)部(bu)隊(dui)(dui)伍(wu)年(nian)齡結(jie)構。原(yuan)則上(shang),直接(jie)隸屬于(yu)能源(yuan)集團管理(li)的(de)領導(dao)班子(zi)中(zhong)應(ying)至(zhi)少(shao)配備(bei)一名(ming)35歲(sui)(sui)左右的(de)班子(zi)成員,三級企業(ye)領導(dao)班子(zi)中(zhong)應(ying)至(zhi)少(shao)配備(bei)一名(ming)30歲(sui)(sui)左右的(de)班子(zi)成員。有計劃地采取雙向掛職等(deng)措(cuo)施,安排年(nian)輕(qing)(qing)(qing)干(gan)部(bu)到更大(da)的(de)平臺上(shang)開闊視野,拓寬(kuan)思路,提升境界;到艱苦地區(qu)、復雜環境、關(guan)鍵(jian)崗位砥礪品質、錘煉(lian)作風(feng),有意識地在完成重(zhong)大(da)任(ren)務、應(ying)對重(zhong)大(da)事件等(deng)關(guan)鍵(jian)時(shi)刻鍛煉(lian)和考(kao)驗(yan)年(nian)輕(qing)(qing)(qing)干(gan)部(bu)。健全完善后備(bei)干(gan)部(bu)隊(dui)(dui)伍(wu)建(jian)(jian)設(she)機制(zhi),扎實抓好后備(bei)干(gan)部(bu)隊(dui)(dui)伍(wu)建(jian)(jian)設(she),勇(yong)于(yu)打破(po)常規(gui),把更多的(de)優(you)秀年(nian)輕(qing)(qing)(qing)干(gan)部(bu)納(na)入組織(zhi)視野。

13.規范選拔(ba)(ba)任(ren)(ren)(ren)用工(gong)作程(cheng)序(xu)。堅(jian)持公開、公平、公正(zheng)原則,堅(jian)持和(he)(he)完善動(dong)議(yi)、民(min)主推薦、考(kao)(kao)察、討論決(jue)定、依(yi)法(fa)任(ren)(ren)(ren)免等(deng)選拔(ba)(ba)任(ren)(ren)(ren)用程(cheng)序(xu)。從企(qi)業(ye)內部產生(sheng)的,必須(xu)經(jing)過民(min)主推薦和(he)(he)組織考(kao)(kao)察,并(bing)征求紀檢監(jian)察機(ji)構等(deng)有(you)關方面意見,由企(qi)業(ye)黨委集體研究(jiu)(jiu)提出意見和(he)(he)建(jian)議(yi),董事會(hui)和(he)(he)經(jing)營者依(yi)法(fa)行使用人權(quan)。要把(ba)民(min)主推薦與平時考(kao)(kao)核、年度考(kao)(kao)核、綜(zong)合考(kao)(kao)核、一貫(guan)表現和(he)(he)人崗相適等(deng)情況綜(zong)合考(kao)(kao)慮,不(bu)簡單以推薦票取人。建(jian)立退(tui)、轉、下的有(you)效機(ji)制和(he)(he)途徑,切實解決(jue)能上不(bu)能下的問題(ti)。建(jian)立健全選人用人監(jian)督(du)機(ji)制和(he)(he)責任(ren)(ren)(ren)追究(jiu)(jiu)制度,堅(jian)決(jue)糾正(zheng)選人用人上的不(bu)正(zheng)之風。

14.落實黨管(guan)人(ren)(ren)(ren)(ren)才(cai)(cai)原則。全面推(tui)進(jin)(jin)(jin)人(ren)(ren)(ren)(ren)才(cai)(cai)強企戰(zhan)略(lve),突(tu)(tu)出抓好(hao)管(guan)宏觀(guan)、管(guan)政策(ce)、管(guan)協調(diao)、管(guan)服務的(de)工(gong)(gong)作(zuo)。參與(yu)制(zhi)(zhi)定并督促(cu)實施企業(ye)(ye)人(ren)(ren)(ren)(ren)才(cai)(cai)隊伍(wu)建設(she)規劃,堅(jian)持突(tu)(tu)出主(zhu)業(ye)(ye)、兼顧整體(ti)、優化結構,完(wan)善人(ren)(ren)(ren)(ren)才(cai)(cai)引進(jin)(jin)(jin)制(zhi)(zhi)度,拓(tuo)寬人(ren)(ren)(ren)(ren)才(cai)(cai)引進(jin)(jin)(jin)渠道(dao)(dao),重點抓好(hao)經營管(guan)理人(ren)(ren)(ren)(ren)才(cai)(cai)、專業(ye)(ye)技(ji)術人(ren)(ren)(ren)(ren)才(cai)(cai)、高技(ji)能人(ren)(ren)(ren)(ren)才(cai)(cai)隊伍(wu)建設(she)。深化人(ren)(ren)(ren)(ren)才(cai)(cai)成(cheng)長(chang)(chang)通道(dao)(dao)建設(she),完(wan)善職位設(she)置(zhi)、選聘、考評(ping)等制(zhi)(zhi)度,形成(cheng)良好(hao)的(de)激勵導向和(he)成(cheng)才(cai)(cai)環境,實現各類人(ren)(ren)(ren)(ren)才(cai)(cai)干事有舞臺、成(cheng)長(chang)(chang)有通道(dao)(dao)、發展有空(kong)間。推(tui)進(jin)(jin)(jin)職工(gong)(gong)素(su)質(zhi)(zhi)提(ti)升(sheng)工(gong)(gong)程(cheng),幫助(zhu)職工(gong)(gong)做好(hao)職業(ye)(ye)生(sheng)涯規劃設(she)計,開(kai)展全員性崗位練兵、技(ji)術比武、技(ji)能競(jing)(jing)賽(sai)、群眾(zhong)性“五小(xiao)”創(chuang)(chuang)新(xin)競(jing)(jing)賽(sai)活動,規范推(tui)進(jin)(jin)(jin)首席技(ji)師工(gong)(gong)作(zuo)室、勞模創(chuang)(chuang)新(xin)工(gong)(gong)作(zuo)室、女(nv)職工(gong)(gong)培訓示范學校(xiao)建設(she),規范推(tui)進(jin)(jin)(jin)大學生(sheng)區隊、大學生(sheng)班組建設(she),全面提(ti)升(sheng)職工(gong)(gong)思想政治、職業(ye)(ye)道(dao)(dao)德、科學文(wen)化、職業(ye)(ye)技(ji)能和(he)健康(kang)身心五大素(su)質(zhi)(zhi),努力(li)把人(ren)(ren)(ren)(ren)才(cai)(cai)資源(yuan)優勢(shi)轉化為企業(ye)(ye)發展優勢(shi)。

五、全面加強基層黨(dang)組織和黨(dang)員隊(dui)伍(wu)建設

32.做好(hao)困(kun)難(nan)職(zhi)(zhi)(zhi)工(gong)幫扶救(jiu)(jiu)助(zhu)工(gong)作(zuo)(zuo)。進一(yi)(yi)步健全和完善(shan)困(kun)難(nan)職(zhi)(zhi)(zhi)工(gong)幫扶救(jiu)(jiu)助(zhu)工(gong)作(zuo)(zuo)長效(xiao)機制(zhi),工(gong)會要(yao)充分發揮困(kun)難(nan)職(zhi)(zhi)(zhi)工(gong)幫扶救(jiu)(jiu)助(zhu)中心(xin)和慈善(shan)工(gong)作(zuo)(zuo)站等(deng)平(ping)臺作(zuo)(zuo)用,全力做好(hao)困(kun)難(nan)職(zhi)(zhi)(zhi)工(gong)的(de)(de)(de)幫扶工(gong)作(zuo)(zuo)。開展領導干部(bu)與(yu)困(kun)難(nan)職(zhi)(zhi)(zhi)工(gong)“結對子(zi)”活動(dong),進行對口(kou)幫扶。積極利用好(hao)國家(jia)(jia)政(zheng)策(ce)為符合(he)條件(jian)的(de)(de)(de)職(zhi)(zhi)(zhi)工(gong)辦(ban)理低保。創新開展外出創業(ye)困(kun)難(nan)職(zhi)(zhi)(zhi)工(gong)、困(kun)難(nan)職(zhi)(zhi)(zhi)工(gong)家(jia)(jia)庭(ting)特殊(shu)救(jiu)(jiu)助(zhu)活動(dong),解除創業(ye)者的(de)(de)(de)后顧之憂(you);堅(jian)持開展“兩節(jie)送溫暖”、“大病(bing)救(jiu)(jiu)助(zhu)”、“金秋助(zhu)學(xue)”等(deng)活動(dong),做到不讓一(yi)(yi)名(ming)職(zhi)(zhi)(zhi)工(gong)家(jia)(jia)庭(ting)因生活困(kun)難(nan)看不起病(bing)、職(zhi)(zhi)(zhi)工(gong)子(zi)女上不起學(xue)。

33.做實(shi)做細(xi)信(xin)(xin)訪(fang)穩(wen)(wen)定(ding)工(gong)作。堅(jian)持“屬地管理(li)(li)”、“歸(gui)口辦理(li)(li)”、“分(fen)級負責(ze)(ze)”的工(gong)作原則,落實(shi)一(yi)把手負責(ze)(ze)制(zhi)(zhi),堅(jian)持“日調度、周匯報、旬分(fen)析、月小結”工(gong)作制(zhi)(zhi)度,定(ding)期開(kai)展矛盾糾紛(fen)排(pai)查調處(chu),全面開(kai)展信(xin)(xin)訪(fang)穩(wen)(wen)定(ding)風(feng)險評估(gu),建立完善應急預(yu)案、完善信(xin)(xin)訪(fang)接(jie)(jie)待首問(wen)負責(ze)(ze)制(zhi)(zhi),落實(shi)領導公開(kai)接(jie)(jie)訪(fang)、領導包(bao)案、聯(lian)(lian)合接(jie)(jie)訪(fang)、主(zhu)動約訪(fang)、地企聯(lian)(lian)合處(chu)置等措(cuo)施,加強信(xin)(xin)訪(fang)工(gong)作規(gui)范化(hua)建設,加強網絡輿(yu)情(qing)防控,構建大信(xin)(xin)訪(fang)工(gong)作格局,全面推動信(xin)(xin)訪(fang)苗頭源頭治理(li)(li)、信(xin)(xin)訪(fang)事項(xiang)優質辦理(li)(li)、信(xin)(xin)訪(fang)積案化(hua)解息訴,維護好(hao)企業穩(wen)(wen)定(ding)。

十二、健全完(wan)善黨建和思想政治工作的保障機制

34.合理設置工作機構、保障活動經費。直接隸屬于能源集團管理的二、三級企業要按照有利于發揮黨組織作用、有利于開展黨建工作和黨員教育管理、有利于促進企業發展的原則,堅持“企業經營活動開展到哪里,黨的組織就建到哪里,黨的作用就發揮到哪里”的工作思路,不斷規范、調整、理順黨組織隸屬關系,設立黨的組織,建立黨的工作機構,配備必要的工作人員,保證黨組織正常開展活動的必要條件,做到基層黨組織設置無空白、全覆蓋。各二級企業黨委書記同時擔任企業其他領導職務的,一般應配備從事黨務工作的專職副書記。三級企業原則上配強配優專職的黨委書記。混合所有制企業、股權多元化企業要在公司章程或相關協議中明確黨組織的機構設置、人員編制、活動方式和經費保障等條款,配備從事黨務工作的專職領導。駐國(境)外企業要根據黨員人數、當地環境和企業實際,按照靈活、簡便、安全、保密的要求,開展黨的工作。改制單位黨組織關系隸屬原母體企業黨委的,由原母體企業黨委按照組織原則加強領導,并根據有關政策積極穩妥做好黨組織關系劃轉地方工作。要積極構建以企業黨組織為政治核心,以專、兼職黨務政工干部為骨干,以黨團員、管理人員、技術人員和生產骨干為依托,黨政工團齊抓共管,職工群眾廣泛參與的大政工格局,形成黨建和思想政治工作的強大合力。黨委書記要認真履行“第一責任人”職責,嚴格執行書記述職評議制度;黨員董事長、總經理要切實履行雙重崗位職責;其他黨員領導成員要結合業務分工抓好黨建和思想政治工作。按照“精干、高效、協調、務實”的原則,科學合理地設置企業黨組織內部機構。規模較大的二級(ji)企(qi)(qi)業(ye)要設(she)(she)立紀委(wei)和(he)(he)(he)黨(dang)(dang)(dang)委(wei)辦公室、組織(zhi)部(bu)、宣傳部(bu)等(deng)部(bu)門和(he)(he)(he)工(gong)(gong)(gong)(gong)會(hui)、團(tuan)(tuan)委(wei)等(deng)群團(tuan)(tuan)組織(zhi),中小型單位根(gen)(gen)據實際需要單設(she)(she)或靈活設(she)(she)立綜(zong)合性的黨(dang)(dang)(dang)群工(gong)(gong)(gong)(gong)作(zuo)機(ji)構。企(qi)(qi)業(ye)黨(dang)(dang)(dang)組織(zhi)工(gong)(gong)(gong)(gong)作(zuo)機(ji)構變動,要向上(shang)級(ji)黨(dang)(dang)(dang)組織(zhi)備案,重大(da)變動須經(jing)上(shang)級(ji)黨(dang)(dang)(dang)組織(zhi)批準。要根(gen)(gen)據上(shang)級(ji)有關(guan)規定(ding)和(he)(he)(he)企(qi)(qi)業(ye)實際需要確(que)定(ding)專職黨(dang)(dang)(dang)務(wu)(wu)政(zheng)工(gong)(gong)(gong)(gong)人(ren)(ren)(ren)員的數量,包括黨(dang)(dang)(dang)務(wu)(wu)、工(gong)(gong)(gong)(gong)會(hui)、共青(qing)(qing)團(tuan)(tuan)等(deng)專職人(ren)(ren)(ren)員在內(nei)的黨(dang)(dang)(dang)務(wu)(wu)政(zheng)工(gong)(gong)(gong)(gong)人(ren)(ren)(ren)員,不低(di)于職工(gong)(gong)(gong)(gong)總數的l%。企(qi)(qi)業(ye)黨(dang)(dang)(dang)務(wu)(wu)政(zheng)工(gong)(gong)(gong)(gong)工(gong)(gong)(gong)(gong)作(zuo)機(ji)構和(he)(he)(he)人(ren)(ren)(ren)員必須納(na)(na)入(ru)企(qi)(qi)業(ye)管(guan)(guan)理機(ji)構和(he)(he)(he)人(ren)(ren)(ren)員編制,黨(dang)(dang)(dang)組織(zhi)、工(gong)(gong)(gong)(gong)會(hui)、共青(qing)(qing)團(tuan)(tuan)活動經(jing)費(fei)(fei)從企(qi)(qi)業(ye)管(guan)(guan)理費(fei)(fei)中列(lie)支(zhi)部(bu)分(fen)必須得到保證(zheng)。逐(zhu)步建立黨(dang)(dang)(dang)務(wu)(wu)政(zheng)工(gong)(gong)(gong)(gong)人(ren)(ren)(ren)員崗位責(ze)任制和(he)(he)(he)考核制,并納(na)(na)入(ru)企(qi)(qi)業(ye)管(guan)(guan)理人(ren)(ren)(ren)員責(ze)任考核體系。
