聚焦責任落實,用嚴的態度抓安全。今年“安(an)(an)(an)(an)(an)(an)(an)全(quan)(quan)(quan)生產(chan)月”活動的(de)(de)主題就是“落(luo)實(shi)安(an)(an)(an)(an)(an)(an)(an)全(quan)(quan)(quan)責(ze)(ze)任(ren)(ren)、推動安(an)(an)(an)(an)(an)(an)(an)全(quan)(quan)(quan)發(fa)展(zhan)”。我(wo)們將(jiang)堅持安(an)(an)(an)(an)(an)(an)(an)全(quan)(quan)(quan)管理(li)“三個必須(xu)”原(yuan)則,全(quan)(quan)(quan)力(li)(li)漲緊壓實(shi)各級安(an)(an)(an)(an)(an)(an)(an)全(quan)(quan)(quan)生產(chan)責(ze)(ze)任(ren)(ren),進一步(bu)細(xi)化(hua)全(quan)(quan)(quan)員(yuan)安(an)(an)(an)(an)(an)(an)(an)全(quan)(quan)(quan)責(ze)(ze)任(ren)(ren)清單,將(jiang)安(an)(an)(an)(an)(an)(an)(an)全(quan)(quan)(quan)從嚴(yan)(yan)管理(li)轉化(hua)為具體的(de)(de)實(shi)施(shi)辦法和操作(zuo)細(xi)則、轉化(hua)為現場管理(li)的(de)(de)務實(shi)舉措、轉化(hua)為職(zhi)(zhi)工的(de)(de)自覺行動,推動形(xing)成齊抓共管合力(li)(li)、工作(zuo)落(luo)實(shi)閉環。突(tu)出抓好各級管理(li)人員(yuan)尤其是“關鍵(jian)少數(shu)”的(de)(de)安(an)(an)(an)(an)(an)(an)(an)全(quan)(quan)(quan)履職(zhi)(zhi)考核(he),凡是出現落(luo)實(shi)安(an)(an)(an)(an)(an)(an)(an)全(quan)(quan)(quan)決策不(bu)力(li)(li)、安(an)(an)(an)(an)(an)(an)(an)全(quan)(quan)(quan)隱患(huan)只排查(cha)(cha)不(bu)治(zhi)理(li)、重大災(zai)害(hai)治(zhi)理(li)不(bu)到位(wei)、安(an)(an)(an)(an)(an)(an)(an)全(quan)(quan)(quan)重大事項報(bao)告不(bu)及時、瞞(man)報(bao)漏報(bao)工傷事故、被上級查(cha)(cha)出嚴(yan)(yan)重安(an)(an)(an)(an)(an)(an)(an)全(quan)(quan)(quan)問題以及應(ying)急(ji)(ji)值(zhi)守(shou)缺(que)位(wei)、應(ying)急(ji)(ji)響應(ying)遲緩(huan)、應(ying)急(ji)(ji)處置嚴(yan)(yan)重失誤(wu)等行為的(de)(de),一律從嚴(yan)(yan)問責(ze)(ze),從嚴(yan)(yan)追究,真正讓“失責(ze)(ze)必問、問責(ze)(ze)必嚴(yan)(yan)”成為從嚴(yan)(yan)管理(li)的(de)(de)常態。堅決杜絕安(an)(an)(an)(an)(an)(an)(an)全(quan)(quan)(quan)生產(chan)中的(de)(de)形(xing)式主義,督促專(zhuan)業部(bu)門全(quan)(quan)(quan)力(li)(li)轉變職(zhi)(zhi)能,落(luo)實(shi)好“管業務必須(xu)管安(an)(an)(an)(an)(an)(an)(an)全(quan)(quan)(quan)”要求,以強有力(li)(li)的(de)(de)安(an)(an)(an)(an)(an)(an)(an)全(quan)(quan)(quan)責(ze)(ze)任(ren)(ren)落(luo)實(shi)倒逼管理(li)職(zhi)(zhi)能履行到位(wei)。
突出災害防治,用嚴的措施抓安全。抓(zhua)住了重(zhong)大(da)(da)(da)災(zai)(zai)(zai)害(hai)(hai)治(zhi)(zhi)理(li)就(jiu)抓(zhua)住了安(an)全管理(li)的“牛鼻子”。我們(men)將針對權(quan)屬礦(kuang)井重(zhong)大(da)(da)(da)災(zai)(zai)(zai)害(hai)(hai)分(fen)(fen)布現狀,堅持依靠科技(ji)、源頭治(zhi)(zhi)理(li)、標本兼治(zhi)(zhi),緊(jin)緊(jin)抓(zhua)住沖擊(ji)地壓(ya)、“一通三防”、防治(zhi)(zhi)水、頂板等管理(li)難點和焦點問(wen)題,圍(wei)繞重(zhong)大(da)(da)(da)災(zai)(zai)(zai)害(hai)(hai)風險辨(bian)識(shi)、致災(zai)(zai)(zai)機(ji)理(li)、演化(hua)(hua)過程、多災(zai)(zai)(zai)耦(ou)合(he)等研(yan)究方向,創新深化(hua)(hua)重(zhong)大(da)(da)(da)災(zai)(zai)(zai)害(hai)(hai)項(xiang)目化(hua)(hua)管理(li),加(jia)大(da)(da)(da)專項(xiang)治(zhi)(zhi)理(li)資金投入,落實(shi)(shi)(shi)評估立項(xiang)、責(ze)任(ren)分(fen)(fen)工、實(shi)(shi)(shi)施推(tui)動(dong)、分(fen)(fen)級管理(li)、考(kao)核獎懲、監(jian)督監(jian)察(cha)等落實(shi)(shi)(shi)體系(xi),推(tui)動(dong)災(zai)(zai)(zai)害(hai)(hai)治(zhi)(zhi)理(li)關口前(qian)移、重(zhong)心下(xia)移,“治(zhi)(zhi)病于未(wei)病、防患于未(wei)然”。清(qing)醒認識(shi)安(an)全與(yu)(yu)效(xiao)益、安(an)全與(yu)(yu)成本、當期與(yu)(yu)長遠(yuan)的關系(xi),進(jin)一步加(jia)大(da)(da)(da)“機(ji)械(xie)化(hua)(hua)換人、自(zi)動(dong)化(hua)(hua)減(jian)人”工作(zuo)力(li)度,加(jia)大(da)(da)(da)“三減(jian)三提”、智能化(hua)(hua)煤礦(kuang)建設(she),全力(li)推(tui)動(dong)安(an)全生(sheng)產先進(jin)適用技(ji)術推(tui)廣應(ying)用和技(ji)術裝備(bei)升級改造,加(jia)快實(shi)(shi)(shi)現以機(ji)械(xie)化(hua)(hua)生(sheng)產替換人工作(zuo)業、以自(zi)動(dong)化(hua)(hua)控制(zhi)減(jian)少人為操(cao)作(zuo),實(shi)(shi)(shi)現“無人則安(an),少人則安(an)”,從本質上防范和遏制(zhi)重(zhong)特大(da)(da)(da)事(shi)故。
狠抓現場管理,用嚴的手段抓安全。煤礦(kuang)安(an)全(quan)(quan)形勢的好壞(huai),關(guan)鍵在(zai)井下(xia)現場(chang)、根本在(zai)從嚴管(guan)(guan)(guan)理(li)(li)。從近期發生(sheng)的各(ge)類(lei)(lei)安(an)全(quan)(quan)事故來看,絕大(da)多數(shu)都(dou)是因(yin)為(wei)現場(chang)管(guan)(guan)(guan)理(li)(li)出(chu)現了漏洞。對(dui)此,我(wo)們將突出(chu)班(ban)(ban)組自主管(guan)(guan)(guan)理(li)(li)這個基(ji)層(ceng)、安(an)全(quan)(quan)生(sheng)產標(biao)準(zhun)化這個基(ji)礎、職(zhi)(zhi)工素質提升(sheng)這個基(ji)本功,始終(zhong)關(guan)注現場(chang)細節(jie)(jie),嚴格遵守(shou)規章(zhang)制(zhi)度和操作(zuo)規程(cheng),強化日常和動態管(guan)(guan)(guan)理(li)(li),狠抓(zhua)薄弱環(huan)節(jie)(jie)管(guan)(guan)(guan)控,加大(da)“三違”懲(cheng)戒力度,確保(bao)現場(chang)管(guan)(guan)(guan)理(li)(li)到(dao)位(wei)(wei)。創新實(shi)施“分(fen)區(qu)管(guan)(guan)(guan)理(li)(li)+專業協同(tong)+重點(dian)盯守(shou)”區(qu)域(yu)化管(guan)(guan)(guan)理(li)(li)的模式,依照(zhao)單位(wei)(wei)區(qu)域(yu)特點(dian)及風險災害類(lei)(lei)型,成立(li)“區(qu)域(yu)安(an)全(quan)(quan)生(sheng)產包保(bao)組”,壓實(shi)各(ge)區(qu)域(yu)安(an)全(quan)(quan)生(sheng)產包保(bao)組責任,落實(shi)值班(ban)(ban)駐(zhu)守(shou)、業務(wu)指(zhi)導、風險管(guan)(guan)(guan)控、隱患(huan)排(pai)查等職(zhi)(zhi)責,全(quan)(quan)面系統掌握包保(bao)區(qu)域(yu)安(an)全(quan)(quan)生(sheng)產整體情況。同(tong)時(shi),堅持以(yi)班(ban)(ban)子為(wei)核(he)心成員(yuan),采取定區(qu)域(yu)、定時(shi)間的方式,深入實(shi)施“蹲(dun)點(dian)式”調(diao)研,利用跟班(ban)(ban)寫實(shi)、座談研討、現場(chang)排(pai)查等方式,對(dui)各(ge)礦(kuang)進行解剖式分(fen)析(xi)診(zhen)斷,定期形成分(fen)析(xi)調(diao)研報告,專題(ti)研究突出(chu)問題(ti),為(wei)安(an)全(quan)(quan)工作(zuo)平穩發展提供(gong)有力保(bao)障。
